鐵路運(yùn)輸通道社會(huì)效益評(píng)價(jià)研究

【摘要】:鐵路運(yùn)輸通道在鐵路運(yùn)輸網(wǎng)絡(luò)和國民經(jīng)濟(jì)發(fā)展中具有極其重要的作用,其在實(shí)現(xiàn)經(jīng)濟(jì)效益的同時(shí)創(chuàng)造了巨大的社會(huì)效益。隨著“四縱四橫”客運(yùn)專線的建設(shè)和運(yùn)營,鐵路運(yùn)輸通道的內(nèi)外部環(huán)境發(fā)生了巨大變化,這不僅給鐵路企業(yè)的經(jīng)營和客貨運(yùn)產(chǎn)品創(chuàng)新提供了更大的平臺(tái),提升了鐵路客貨運(yùn)服務(wù)能力和質(zhì)量,而且還增強(qiáng)了鐵路運(yùn)輸通道對(duì)沿線經(jīng)濟(jì)社會(huì)的影響,大力促進(jìn)了經(jīng)濟(jì)社會(huì)的發(fā)展。 在這背景下,作者結(jié)合所參與的客運(yùn)專線和既有線能力協(xié)調(diào)配置及綜合投資效益研究課題,認(rèn)為有必要對(duì)客運(yùn)專線下的鐵路運(yùn)輸通道社會(huì)效益做進(jìn)一步研究,旨在為客運(yùn)專線和鐵路運(yùn)輸通道建設(shè)提供相關(guān)的理論支持。 論文在分析研究背景、意義和現(xiàn)狀的基礎(chǔ)上,運(yùn)用運(yùn)輸通道理論系統(tǒng)分析了鐵路運(yùn)輸通道的構(gòu)成要素、產(chǎn)品類型和發(fā)展趨勢(shì);深入研究鐵路運(yùn)輸通道社會(huì)效益的構(gòu)成,并在充分分析了鐵路運(yùn)輸通道社會(huì)效益評(píng)價(jià)的基本特點(diǎn)后,選用數(shù)據(jù)包絡(luò)方法進(jìn)行評(píng)價(jià);建立鐵路運(yùn)輸通道社會(huì)效益評(píng)價(jià)的常規(guī)C2R模型、BC2模型和改進(jìn)的C2R模型及評(píng)價(jià)指標(biāo)體系,并構(gòu)建了輸入-輸出指標(biāo)的計(jì)算模型。最后,以京廣鐵路通道社會(huì)效益作為評(píng)價(jià)案例,得出了2010年京廣鐵路通道社會(huì)效益DEA有效值是2006至2009年近2倍的結(jié)論,這顯示了客運(yùn)專線的出現(xiàn)能夠極大的提高了鐵路運(yùn)輸通道的社會(huì)效益,為我國客運(yùn)專線的建設(shè)和鐵路運(yùn)輸通道的發(fā)展提供了理論支持。
[Abstract]:Railway transportation channel plays an extremely important role in the railway transportation network and the development of national economy. With the construction and operation of the "four vertical and four horizontal" passenger dedicated lines, the internal and external environment of the railway transport channels has undergone tremendous changes, which not only provides a greater platform for the operation of railway enterprises and the innovation of passenger and freight products, It improves the service capacity and quality of railway passenger and freight, and also strengthens the influence of railway transportation channel on the economy and society along the line, and promotes the development of economy and society. Under this background, the author considers that it is necessary to further study the social benefits of the railway transportation channel under the passenger dedicated line, combining with the coordinated allocation of the capacity of the passenger dedicated line and the existing railway line and the comprehensive investment benefit research project. The purpose is to provide relevant theoretical support for the construction of passenger dedicated lines and railway transport channels. On the basis of analyzing the background, significance and present situation of the research, the paper systematically analyzes the constituent elements, product types and development trend of the railway transportation corridor by means of the transport channel theory. The composition of the social benefit of railway transportation channel is studied deeply, and after analyzing the basic characteristics of the social benefit evaluation of railway transportation channel, the method of data envelopment is selected to evaluate the social benefit of railway transportation channel. The conventional C 2R model, BC2 model, improved C 2R model and evaluation index system for social benefit evaluation of railway transportation channel are established, and the calculation model of input-output index is constructed. Finally, taking the social benefit of Beijing-Guangzhou railway channel as an evaluation case, the paper draws the conclusion that the effective value of DEA of Beijing-Guangzhou railway corridor in 2010 is nearly twice as high as that of 2006 to 2009. This shows that the emergence of passenger dedicated lines can greatly improve the social benefits of railway transport channels, and provide theoretical support for the construction of passenger dedicated lines in China and the development of railway transport channels.
