廣州港內(nèi)港港區(qū)戰(zhàn)略定位分析與對(duì)策

【摘要】:廣州港內(nèi)港港區(qū)具有悠久的歷史,它對(duì)促進(jìn)國民經(jīng)濟(jì)發(fā)展,推動(dòng)珠江流域經(jīng)濟(jì)繁榮,滿足人民文化生活需要,做出了巨大的貢獻(xiàn)。近年來,由于經(jīng)濟(jì)形勢(shì)的變化以及廣州城市的發(fā)展,廣州港內(nèi)港港區(qū)面臨著一個(gè)新的發(fā)展階段,如何確保港區(qū)發(fā)展進(jìn)入良性循環(huán)以及有一個(gè)明確而又客觀的戰(zhàn)略定位,是擺在我們面前迫切的課題。 廣州港內(nèi)港港區(qū)主要為廣州市及珠江三角洲地區(qū)能源、原材料、糧食、散雜貨和集裝箱的裝卸及旅客運(yùn)輸服務(wù)。通過近幾年內(nèi)港港區(qū)統(tǒng)計(jì)數(shù)據(jù)對(duì)港區(qū)現(xiàn)狀進(jìn)行分析,得出了碼頭能力偏小,泊位個(gè)數(shù)減少;吞吐量逐漸萎縮,貨物流向發(fā)生變化;碼頭功能單一,貨類結(jié)構(gòu)較為集中;碼頭單位主體結(jié)構(gòu)變化明顯,港區(qū)的港口功能逐漸轉(zhuǎn)化的分析結(jié)果。由于內(nèi)港港區(qū)特殊的地理位置,除受到宏觀因素等條件的影響,還會(huì)受到以下的一些原因制約:珠江三角洲經(jīng)濟(jì)的快速發(fā)展及公路網(wǎng)的完善快捷導(dǎo)致貨源減少,疏港條件、接駁道路以及城市的交通管制影響了港口的集疏運(yùn);部分港口企業(yè)基礎(chǔ)薄弱,船舶大型化與航道水深的矛盾制約了內(nèi)港港口規(guī)模的擴(kuò)大;周邊港口競(jìng)爭(zhēng)日趨激烈;港口經(jīng)濟(jì)粗放發(fā)展問題,以高附加值為特征的現(xiàn)代航運(yùn)服務(wù)業(yè)發(fā)展滯后。 內(nèi)港港區(qū)的發(fā)展面臨著一些制約和挑戰(zhàn),港區(qū)的作業(yè)功能、各個(gè)環(huán)節(jié)的能力、生產(chǎn)組織及機(jī)械設(shè)備都應(yīng)進(jìn)行必要的調(diào)整和重新布局,以適應(yīng)當(dāng)前城市建設(shè)和港口生產(chǎn)的需要。文章提出可以著眼于以下五大功能板塊進(jìn)行功能定位調(diào)整:強(qiáng)化喂給配送功能;打造物流服務(wù)功能;拓展城市交通功能;傳承歷史文化功能;提升旅游休閑觀光功能。作為廣州市港口行政管理部門,在內(nèi)港港區(qū)進(jìn)行功能調(diào)整的大趨勢(shì)下,應(yīng)該加強(qiáng)行業(yè)引導(dǎo)職能。在基于SW0T分析的基礎(chǔ)上,提出內(nèi)港港區(qū)發(fā)展對(duì)策:加強(qiáng)領(lǐng)導(dǎo),轉(zhuǎn)變觀念;優(yōu)化港口布局,加強(qiáng)規(guī)劃建設(shè);加快基礎(chǔ)設(shè)施建設(shè),筑巢引鳳;科技興港,駛?cè)氚l(fā)展快車道;扶持、引導(dǎo)第三產(chǎn)業(yè)的增值服務(wù);加強(qiáng)對(duì)現(xiàn)代物流業(yè)的規(guī)劃與開發(fā);構(gòu)筑港口競(jìng)爭(zhēng)與合作的局面。
[Abstract]:The port area of Guangzhou Port has a long history. It has made a great contribution to promoting the development of national economy, promoting the economic prosperity of the Pearl River Basin and satisfying the cultural needs of the people. In recent years, due to the changes of economic situation and the development of Guangzhou city, the port area of Guangzhou port is facing a new stage of development. How to ensure that the development of port area enters a virtuous circle and has a clear and objective strategic orientation. It is an urgent task before us. The port area of Guangzhou Port is mainly for the handling and handling of energy, raw materials, grain, bulk groceries and containers and passenger transport services in Guangzhou and the Pearl River Delta region. Based on the statistical data of port area in recent years, it is concluded that the capacity of dock is small, the number of berths is reduced, the throughput gradually shrinks, the flow direction of goods changes, the function of wharf is single, and the structure of cargo class is concentrated. The main structure of wharf unit changes obviously and the port function of port area transforms gradually. Due to the special geographical location of the inner port area, in addition to being affected by macro factors and other conditions, it will also be restricted by the following reasons: the rapid development of the economy in the Pearl River Delta and the rapid improvement of the highway network lead to a decrease in the supply of goods, and the condition of opening up ports. The connection road and the traffic control of the city have affected the port transportation, the foundation of some port enterprises is weak, the contradiction between the ship size and the waterway depth has restricted the expansion of the inland port scale, the competition of the surrounding port is becoming more and more fierce. The extensive development of port economy lags behind the development of modern shipping service industry characterized by high added value. The development of the inner port area is faced with some constraints and challenges. The operation function of the port area, the ability of each link, the production organization and the mechanical equipment should be adjusted and rearranged in order to meet the needs of the current urban construction and port production. The article puts forward that we can focus on the following five functional plates to adjust the function: to strengthen the function of feeding distribution; to create logistics service function; to expand the function of urban transportation; to inherit the historical and cultural functions; to enhance the function of tourism, leisure and sightseeing. As the administrative department of Guangzhou port, we should strengthen the leading function of the industry under the trend of function adjustment in inner port area. Based on the analysis of SW0T, this paper puts forward some countermeasures for the development of inland port areas: strengthening leadership, changing ideas, optimizing port layout, strengthening planning and construction, speeding up infrastructure construction, building a nest and attracting Phoenix, developing Hong Kong by science and technology, driving into the fast lane of development, supporting, Guide the value-added service of the tertiary industry; strengthen the planning and development of the modern logistics industry; construct the situation of port competition and cooperation.
