高鐵技能人才培養(yǎng)項(xiàng)目培訓(xùn)模式研究

【摘要】:“十一五”規(guī)劃以來(lái),我國(guó)鐵路行業(yè)發(fā)生天翻地覆的變化,鐵路設(shè)備更新?lián)Q代,高速鐵路相繼開(kāi)通運(yùn)營(yíng),發(fā)展成果震驚世界。隨之而來(lái)的就是生產(chǎn)方式和運(yùn)輸組織形式發(fā)生深度變化。然而,鐵路現(xiàn)有的勞動(dòng)生力軍,是在既有線鐵路設(shè)施條件下培養(yǎng)壯大起來(lái)的,熟悉的是普通速度列車的規(guī)章管理及運(yùn)輸組織,對(duì)鐵路新技術(shù)、新設(shè)備、新材料、新工藝“四新”知識(shí)和先進(jìn)作業(yè)方法的了解不深刻,難以勝任新的崗位素質(zhì)要求。尤其是高鐵技能人才相對(duì)短缺,其在知識(shí)儲(chǔ)備、技術(shù)更新上滯后于現(xiàn)場(chǎng)實(shí)際,這些對(duì)高速鐵路技能人才隊(duì)伍建設(shè)提出了前所未有的挑戰(zhàn)。 本文介紹了國(guó)外先進(jìn)的企業(yè)員工培訓(xùn)理論,提出在系統(tǒng)型培訓(xùn)模式中運(yùn)用SBT教育理念,結(jié)合京鐵職工培訓(xùn)中心原有的培訓(xùn)實(shí)際,運(yùn)用先進(jìn)培訓(xùn)理論模型,認(rèn)真規(guī)劃高鐵技能人才培養(yǎng)項(xiàng)目建設(shè),查找在培訓(xùn)管理工作中曾經(jīng)發(fā)生的問(wèn)題和不足,通過(guò)培訓(xùn)現(xiàn)狀的調(diào)查、資料的收集與處理,發(fā)現(xiàn)培訓(xùn)體系缺乏科學(xué)性、培訓(xùn)需求調(diào)查不充分、培訓(xùn)教材滯后于現(xiàn)場(chǎng)需求、培訓(xùn)的手段方法落后、師資隊(duì)伍的整體素質(zhì)欠缺、培訓(xùn)效果評(píng)估流于形式等問(wèn)題,對(duì)培訓(xùn)的各個(gè)流程進(jìn)行分析,比較培訓(xùn)管理現(xiàn)狀和培訓(xùn)需求的差距。提出樹立創(chuàng)新思維,構(gòu)建科學(xué)有效的鐵路員工培訓(xùn)模式,充分利用既有資源,創(chuàng)造條件加強(qiáng)培訓(xùn)設(shè)備設(shè)施的補(bǔ)充和完善,配備模擬仿真實(shí)訓(xùn)設(shè)施,充分利用路局職教師資庫(kù),與站段聯(lián)合辦學(xué),開(kāi)展專題培訓(xùn),注重培訓(xùn)效果評(píng)估和培訓(xùn)需求調(diào)查,促進(jìn)鐵路技能人才培訓(xùn)質(zhì)量的不斷攀升,以更好地適應(yīng)鐵路快速發(fā)展的新形勢(shì)。 通過(guò)本文的研究,希望所提出的培訓(xùn)方案及保障措施能對(duì)職工教育培訓(xùn)管理實(shí)踐提供一些參考。
[Abstract]:Since the 11th Five-Year Plan, the railway industry of our country has changed dramatically, the railway equipment has been replaced, the high-speed railway has been opened one after another, and the development results have shocked the world. What follows is the mode of production and the transportation organization form produces the depth change. However, the existing labor force of the railway has grown up under the conditions of existing railway facilities. What is familiar is the regulation, management and transportation organization of ordinary speed trains, new technologies, new equipment, and new materials for railways. The knowledge of "four new" and advanced working methods is not deep enough to meet the requirements of new job quality. Especially the relative shortage of high speed railway skilled personnel, which lags behind the actual situation in terms of knowledge reserve and technical renewal, which poses an unprecedented challenge to the construction of skilled personnel in high speed railway. This paper introduces the advanced training theory of foreign enterprise employees, and puts forward the application of SBT education concept in the systematic training mode, combined with the original training practice of the Beijing Railway employees training Center, and the application of the advanced training theory model. We should carefully plan the construction of the high speed railway skilled personnel training project, find out the problems and deficiencies that have occurred in the training management work. Through the investigation of the training situation and the collection and processing of the data, we find that the training system lacks of scientific nature. The investigation of training demand is not sufficient, the training material lags behind the field demand, the method of training is backward, the overall quality of teachers is lacking, and the evaluation of training effect is just a formality. Compare the current situation of training management and the gap between training demand. It is proposed to establish innovative thinking, construct scientific and effective training mode for railway employees, make full use of existing resources, create conditions to strengthen the supplement and perfection of training equipment and facilities, equip with simulated practical training facilities, and make full use of the vocational education teachers' bank of the Road Bureau. In order to better adapt to the new situation of rapid development of railway, we should jointly run schools with stations and depots, carry out special training, pay attention to training effect evaluation and training demand investigation, and promote the continuous improvement of the training quality of railway skilled personnel in order to better adapt to the new situation of rapid development of railway. Through the research of this paper, it is hoped that the proposed training scheme and safeguard measures can provide some references for the management practice of staff education and training.
