【摘要】：促進道路冷鏈運輸發(fā)展是道路運輸供給側(cè)結(jié)構性改革的重要內(nèi)容之一�？傮w上看,我國冷鏈物流發(fā)展尚處于起步階段,與發(fā)達國家相比,與經(jīng)濟社會發(fā)展的需求仍存在較大差距,冷鏈流通率偏低,基礎設施有效供給不足,市場運營不規(guī)范,尤其是冷鏈“斷鏈”問題突出,影響了冷鏈物流服務的效率和品質(zhì)。本論文針對道路冷鏈運輸中溫度鏈“斷鏈”等突出質(zhì)量問題開展運輸質(zhì)量控制體系研究。本論文通過文獻資料和實地調(diào)研研究了國內(nèi)外道路冷鏈運輸?shù)陌l(fā)展概況,國內(nèi)外道路冷鏈運輸設施設備,國內(nèi)外道路冷鏈運輸技術應用,對比分析了我國道路冷鏈運輸存在的主要問題;對國內(nèi)外道路運輸質(zhì)量控制理論方法進行了歸納總結(jié);應用魚骨分析和HACCP法對道路冷鏈運輸各要素的質(zhì)量影響因素、運輸各環(huán)節(jié)的危害及關鍵控制點進行了分析,提出了相應的質(zhì)量控制措施;從道路冷鏈運輸?shù)脑O施設備技術要求、作業(yè)人員要求、作業(yè)過程控制、企業(yè)質(zhì)量管理制度、質(zhì)量評價與追溯、信息化技術應用等方面構建了道路冷鏈運輸服務質(zhì)量控制體系;對道路冷鏈運輸質(zhì)量進行了實證評價;在道路運輸企業(yè)和行業(yè)管理兩個層面,提出了提高我國道路冷鏈運輸服務質(zhì)量的政策建議。本論文研究成果為道路冷鏈運輸企業(yè)優(yōu)化質(zhì)量管理體系和技術措施提供借鑒,也可以為制定道路冷鏈運輸質(zhì)量管理技術標準提供參考。由于本人水平有限,本論文提出的道路冷鏈運輸服務質(zhì)量控制體系仍需要在不斷實踐的基礎上進一步優(yōu)化。同時,對影響道路冷鏈運輸質(zhì)量的設施設備、運輸工具、信息化監(jiān)控和管理技術應開展更加深入的專項研究。
[Abstract]:To promote the development of road cold chain transportation is one of the important contents of the structural reform on the supply side of road transport. Generally speaking, the development of cold chain logistics in China is still in its infancy. Compared with the developed countries, there is still a big gap with the demand for economic and social development. The circulation rate of cold chain is low, the infrastructure is insufficient and the market operation is not standardized. In particular, the cold chain "broken chain" problem is prominent, which affects the efficiency and quality of cold chain logistics service. In this paper, the quality control system of road cold chain transportation is studied. In this paper, the development situation of road cold chain transportation at home and abroad, the equipment of road cold chain transportation facilities at home and abroad, the application of road cold chain transportation technology at home and abroad are studied through literature and field investigation. This paper compares and analyzes the main problems existing in road cold chain transportation in China, summarizes the theoretical methods of road transport quality control at home and abroad, applies fish bone analysis and HACCP method to influence the quality of various elements of road cold chain transportation. The harms and key control points of each link of transportation are analyzed, and the corresponding quality control measures are put forward, including the technical requirements of facilities and equipment, the requirements of operators, the operation process control, the quality control system of enterprises, the technical requirements of the facilities and equipment of the road cold chain transportation, the operation process control and the quality control system of the enterprise. Quality evaluation and tracing, information technology application and other aspects of the construction of road cold chain transport service quality control system; the road cold chain transport quality empirical evaluation; in the road transport enterprises and industry management two levels, Some policy suggestions are put forward to improve the service quality of road cold chain transportation in China. The research results of this paper can be used for reference to optimize the quality management system and technical measures of road cold chain transportation enterprises, and can also provide a reference for formulating the technical standard of road cold chain transportation quality management. Because of my limited level, the service quality control system of cold chain transportation in this paper needs to be further optimized on the basis of continuous practice. At the same time, more in-depth research should be carried out on the facilities, transportation tools, information monitoring and management technology that affect the quality of road cold chain transportation.
