我國煤炭海鐵聯(lián)運(yùn)新方式初探

【摘要】:煤炭是我國重要的戰(zhàn)略能源,對我國的經(jīng)濟(jì)社會(huì)發(fā)展有著至關(guān)重要的作用,但其在空間分布上呈現(xiàn)出極其不平衡的狀況。因此,我國煤炭的供給在很大程度上就取決于整個(gè)國內(nèi)煤炭運(yùn)輸系統(tǒng)的效率。海鐵聯(lián)運(yùn)作為其中重要的運(yùn)輸方式,在長距離運(yùn)輸上具有得天獨(dú)厚的優(yōu)勢。我國傳統(tǒng)的煤炭海鐵聯(lián)運(yùn)系統(tǒng)需要進(jìn)行鐵海換裝,并且在港口需要占用大量的土地資源作為堆場,其粗放的建設(shè)運(yùn)營方式成為了我國煤炭海鐵聯(lián)運(yùn)系統(tǒng)的瓶頸所在。 鐵路輪渡系統(tǒng)通過在渡輪上鋪設(shè)鐵路,將傳統(tǒng)的吊上吊下的裝卸方式改為滾上滾下,因此其可滿足不換裝要求,真正實(shí)現(xiàn)門到門運(yùn)輸。其相對于傳統(tǒng)海鐵聯(lián)運(yùn)方式在縮短船舶在港時(shí)間、貨物在途時(shí)間、提高土地資源利用、加強(qiáng)環(huán)境保護(hù)、確保運(yùn)輸安全等方面具有較大的優(yōu)勢。但受到鐵路輪渡技術(shù)發(fā)展及鐵路輪渡僅應(yīng)用于海峽等短途海上運(yùn)輸?shù)墓潭ㄋ季S制約,這種海鐵聯(lián)運(yùn)方式在大宗散貨運(yùn)輸中一直沒有被人提及。 本文將鐵路輪渡應(yīng)用于我國煤炭海鐵聯(lián)運(yùn)系統(tǒng),并通過技術(shù)可行性分析,尤其是對鐵路輪渡系統(tǒng)應(yīng)用在海鐵聯(lián)運(yùn)后的通過能力進(jìn)行了重點(diǎn)分析,通過具體算例,得到了其應(yīng)用于我國煤炭運(yùn)輸?shù)目赡苄。接下?通過有無對比法,對設(shè)置的鐵路輪渡算例進(jìn)行社會(huì)費(fèi)用效益分析,通過定量計(jì)算得到鐵路輪渡系統(tǒng)相對于傳統(tǒng)方案的社會(huì)效益值,并估算其建造及運(yùn)營成本,最后將所得到的數(shù)據(jù)與傳統(tǒng)的海鐵聯(lián)運(yùn)系統(tǒng)進(jìn)行比較。比較結(jié)果表明,在現(xiàn)有技術(shù)條件下鐵路輪渡方式在國民經(jīng)濟(jì)性上并不具有優(yōu)勢,但未來,隨著鐵路輪渡技術(shù)的大力發(fā)展,特別是柔性軌道及棧橋技術(shù)的發(fā)展,鐵路渡輪的貨物裝載率的提高,鐵路輪渡系統(tǒng)的國民經(jīng)濟(jì)性就會(huì)愈發(fā)凸顯。因此,在未來,引入鐵路輪渡系統(tǒng)的新型煤炭海鐵聯(lián)運(yùn)方式將更加具有優(yōu)越性。
[Abstract]:Coal is an important strategic energy in China, which plays an important role in the economic and social development of our country, but its spatial distribution presents an extremely unbalanced situation. Therefore, the supply of coal in China depends on the efficiency of the whole domestic coal transportation system to a great extent. As an important mode of transport, sea-rail transport has a unique advantage in long-distance transportation. The traditional coal seaborne combined transport system in our country needs to carry on the iron-sea transformation, and needs to occupy a large number of land resources as the storage yard in the port, its extensive construction and operation mode has become the bottleneck of the coal seaborne combined transport system in our country. By laying the railway on the ferry, the traditional loading and unloading mode of hoisting and hoisting is changed to roll up and down, so it can meet the requirement of not changing the load and realize the door to door transportation. Compared with the traditional sea and rail transport mode, it has great advantages in shortening the time of ship in port, in the time of goods on the way, in improving the utilization of land resources, in strengthening the environmental protection, and in ensuring the safety of transportation, etc. However, due to the development of railway ferry technology and the application of railway ferry to short-distance sea transportation such as the strait, this kind of sea-rail combined transport method has not been mentioned in bulk cargo transportation. In this paper, the railway ferry is applied to the coal seaborne combined transport system in our country, and the technical feasibility analysis is carried out, especially the capacity of the railway ferry system after the seaborne combined transport is analyzed emphatically, and the concrete calculation example is given. The possibility of its application in coal transportation in China is obtained. Then, the social cost and benefit of the railway ferry system is analyzed by using the method of comparison or not, and the social benefit value of the railway ferry system compared with the traditional scheme is obtained by quantitative calculation, and the construction and operation cost is estimated. Finally, the obtained data are compared with the traditional sea-rail transport system. The results show that the railway ferry mode does not have advantages in the national economy under the existing technical conditions, but in the future, with the development of railway ferry technology, especially the development of flexible track and trestle technology, With the increase of cargo loading rate of railway ferry, the national economy of railway ferry system will become more prominent. Therefore, in the future, it will be more advantageous to introduce the railway ferry system into the new coal seaborne combined transport mode.
