基于節(jié)能減排的湖北省貨運(yùn)分擔(dān)結(jié)構(gòu)優(yōu)化研究

【摘要】:作為能源消耗和污染氣體排放的大戶,交通運(yùn)輸業(yè)的節(jié)能減排也得到了全社會的關(guān)注。目前,我國交通運(yùn)輸業(yè)關(guān)于節(jié)能和減排工作還存在明顯的問題和不足。管理體制不健全,法律法規(guī)不全面,排放和統(tǒng)計(jì)指標(biāo)的缺失,以及缺乏統(tǒng)一的管理,其中最為突出的問題是貨運(yùn)結(jié)構(gòu)的不合理,使得交通運(yùn)輸業(yè)節(jié)能減排目標(biāo)的實(shí)現(xiàn)任重而道遠(yuǎn)。所以,以節(jié)能減排為出發(fā)點(diǎn)研究交通運(yùn)輸業(yè)的發(fā)展是十分必要的。 湖北省位于我國中部地區(qū),處于“承東啟西、南北交匯”的重要位置,具有突出的交通區(qū)位優(yōu)勢。此外,湖北省處于整個(gè)長江經(jīng)濟(jì)帶的中心,是全國范圍內(nèi)區(qū)域分工與協(xié)作、東西經(jīng)濟(jì)合作與南北經(jīng)濟(jì)交流的重要基礎(chǔ),并擔(dān)當(dāng)中部崛起的重任和實(shí)現(xiàn)西部大開發(fā)戰(zhàn)略的重要載體。對湖北省貨運(yùn)分擔(dān)結(jié)構(gòu)進(jìn)行優(yōu)化研究,有利于通過貨運(yùn)分擔(dān)結(jié)構(gòu)的調(diào)整實(shí)現(xiàn)節(jié)能減排的目標(biāo),有利于提升區(qū)域貨運(yùn)交通水平、提高區(qū)域貨運(yùn)系統(tǒng)的整體效率、實(shí)現(xiàn)綜合貨運(yùn)體系的建設(shè)等方面將具有重要而深遠(yuǎn)的意義。 本文是在研究貨運(yùn)分擔(dān)結(jié)構(gòu)及影響因素的基礎(chǔ)上,以對湖北省貨運(yùn)分擔(dān)結(jié)構(gòu)的調(diào)整來實(shí)現(xiàn)節(jié)能減排的目標(biāo)為出發(fā)點(diǎn),從能耗和二氧化碳的排放現(xiàn)狀以及未來節(jié)能減排的目標(biāo)入手,以綜合效用最大化為目標(biāo)函數(shù),能源消耗和二氧化碳排放為約束條件,建立了基于節(jié)能減排的湖北省貨運(yùn)分擔(dān)結(jié)構(gòu)優(yōu)化模型,通過使用單純形法對模型進(jìn)行求解,得出湖北省基于節(jié)能減排的貨運(yùn)分擔(dān)優(yōu)化結(jié)構(gòu),并提出相關(guān)措施和建議。
[Abstract]:As a major user of energy consumption and polluting gas emissions, energy saving and emission reduction of transportation industry has also been concerned by the whole society. At present, there are still obvious problems and deficiencies in energy saving and emission reduction in China's transportation industry. The management system is not perfect, the laws and regulations are not comprehensive, the emission and statistical indicators are missing, and there is a lack of unified management. The most prominent problem is the unreasonable structure of freight transport. So that the transport industry energy conservation and emission reduction targets to achieve a heavy task and a long way to go. Therefore, it is necessary to study the development of transportation industry from the point of view of energy saving and emission reduction. Hubei Province is located in the central part of our country. It is in the important position of "connecting east with west, south and north", and has prominent traffic location advantage. In addition, Hubei Province is at the center of the entire Yangtze River economic belt and is an important foundation for regional division of labor and cooperation, East-West economic cooperation and economic exchanges between the North and the South throughout the country. And to play the role of the rise of the central region and the realization of the strategy of the western development of an important carrier. The optimization study of the freight transport sharing structure in Hubei Province is conducive to achieving the goal of energy saving and emission reduction through the adjustment of the freight sharing structure, promoting the level of regional freight transportation and improving the overall efficiency of the regional freight transport system. It will be of great significance to realize the construction of integrated freight transportation system. Based on the study of freight sharing structure and its influencing factors, this paper takes the adjustment of freight share structure in Hubei Province to realize the goal of energy saving and emission reduction. Starting from the current situation of energy consumption and carbon dioxide emissions and the future energy saving and emission reduction goals, taking the maximization of comprehensive utility as the objective function, energy consumption and carbon dioxide emissions as constraints, The optimization model of Hubei freight transport sharing structure based on energy saving and emission reduction is established. By solving the model with simplex method, the optimization structure of Hubei province freight transport sharing based on energy saving and emission reduction is obtained, and the relevant measures and suggestions are put forward.
