【摘要】：農(nóng)村公路是我國路網(wǎng)的重要組成部分,是具有典型特征的公共物品,是農(nóng)村重要的公益性基礎(chǔ)設(shè)施。同時(shí),農(nóng)村公路也是建設(shè)社會(huì)主義新農(nóng)村,服務(wù)三農(nóng),帶動(dòng)農(nóng)村經(jīng)濟(jì)快速發(fā)展的有效手段。近年來,各地政府都將更多的資金用于農(nóng)村公路建設(shè),我國的農(nóng)村公路也有了巨大的發(fā)展。眾所周知,任何事業(yè)的發(fā)展都離不開充足資金的支持,而農(nóng)村公路卻往往由于各地方政府財(cái)力的缺乏使農(nóng)村公路建養(yǎng)資金得不到有力保障。特別是對于A市這樣一個(gè)地處遼西的老牌貧困市來說,修建農(nóng)村公路更是雪上加霜。 所以,如何籌集和使用農(nóng)村公路建養(yǎng)資金,如何高效利用資金,對于確保A市把農(nóng)村公路修建好,發(fā)揮其巨大作用,起到了關(guān)鍵的作用。本文主要通過對A市縣道、鄉(xiāng)道、村道建設(shè)狀況和目前籌集資金主要方式的分析,總結(jié)出A市目前農(nóng)村公路資金籌集與使用的主要問題。并且通過對A市農(nóng)村公路資金需要量的預(yù)測與國內(nèi)外農(nóng)村公路籌資模式的實(shí)證分析,找到A市農(nóng)村公路資金缺乏的主要原因。并在此基礎(chǔ)上確立A市多元化、多渠道農(nóng)村公路資金籌集框架,建立完善A市農(nóng)村公路資金籌集與使用保障體系。
[Abstract]:Rural highway is an important part of road network in China. It is a typical public goods and an important public welfare infrastructure in rural areas. At the same time, rural highway is also an effective means to build new socialist countryside, serve agriculture, countryside and countryside, and promote the rapid development of rural economy. In recent years, local governments have used more funds for rural highway construction. As we all know, the development of any cause can not be separated from the support of sufficient funds, but the rural highway is often due to the lack of local government financial resources, rural highway construction and maintenance funds can not be guaranteed. Especially for A city, an old poor city located in western Liaoning, the construction of rural roads is even worse. Therefore, how to raise and use the funds for rural highway construction and maintenance, and how to use the funds efficiently, plays a key role in ensuring the construction of rural roads in A city and giving play to its enormous role. Based on the analysis of the construction situation of A city and county road, township road, village road and the main ways of raising funds at present, this paper summarizes the main problems of raising and using the funds of rural highway in A city at present. The main reasons for the lack of rural highway funds in A city are found by forecasting the amount of rural highway funds in A city and analyzing the domestic and foreign rural road financing modes. On the basis of this, the framework of multi-channel rural highway fund raising in A city is established, and the guarantee system of raising and using rural highway funds in A city is established.
