中國大都市區(qū)市域快軌發(fā)展滯后的原因

【摘要】:我國超大城市的空間拓展已進入都市區(qū)階段,出行時耗明顯延長,利用常規(guī)地鐵制式難以滿足人們的出行要求,市域快軌的誕生有一定的實際需求,但最高運行速度為140-160公里/小時的軌道制式在實踐中卻鮮有應(yīng)用。對其建設(shè)滯后的原因分析,國內(nèi)研究較少且不夠系統(tǒng)深入。本文系統(tǒng)分析了國內(nèi)市域快軌發(fā)展現(xiàn)狀、制式選擇的核心問題及市域快軌發(fā)展的制約因素。認(rèn)為主要滯因包括發(fā)展政策和建設(shè)機制不明晰、地方政府缺少建設(shè)動機、都市區(qū)土地開發(fā)模式及規(guī)劃設(shè)計理論不完善、客流風(fēng)險大等諸多不利條件;市域快軌是大都市區(qū)空間組織必不可少的運輸工具,對我國大都市區(qū)而言有著更強的建設(shè)必要性,在法定規(guī)劃和軌網(wǎng)規(guī)劃中應(yīng)預(yù)留建設(shè)空間以降低建設(shè)成本。
[Abstract]:The space expansion of mega-cities in China has entered the stage of metropolitan area, the travel time is obviously prolonged, it is difficult to meet the travel requirements of people by using the conventional subway system, and the birth of urban fast rail has certain practical needs. However, the rail system with a maximum speed of 140-160 km / h is rarely used in practice. The analysis of the reasons for the lagging of its construction, the domestic research is less and less systematic. This paper systematically analyzes the present situation of the rapid rail development in China, the core problems of the system selection and the restrictive factors of the rapid rail development in the city area. The main reasons include unclear development policy and construction mechanism, lack of construction motivation of local government, imperfect land development model and planning and design theory in metropolitan area, high risk of passenger flow and so on. Urban fast track is an indispensable transportation tool for metropolitan spatial organization. It is more necessary to construct metropolitan area in our country. In order to reduce the construction cost, the construction space should be reserved in the legal planning and rail network planning.
