黑龍江大橋交通基礎(chǔ)設(shè)施適應(yīng)性研究

【摘要】:俄羅斯獨(dú)立以來,中俄關(guān)系長(zhǎng)期處于“政治熱、經(jīng)濟(jì)冷”的狀態(tài)。1996年,中俄建立戰(zhàn)略協(xié)作伙伴關(guān)系,為兩國(guó)經(jīng)貿(mào)與投資往來奠定了基礎(chǔ)。經(jīng)過兩國(guó)政府與人民的溝通往來及協(xié)力合作,兩國(guó)的關(guān)系的發(fā)展由復(fù)蘇走向成熟,逐步進(jìn)入了全新發(fā)展階段。2001年,雙方簽署的《中俄睦鄰友好合作條約》鞏固了兩國(guó)睦鄰友好關(guān)系,為雙方全面戰(zhàn)略協(xié)作提供了政治保障。2002年的中俄聯(lián)合聲明中,重點(diǎn)提到擴(kuò)大和深化互利經(jīng)濟(jì)合作問題及增進(jìn)國(guó)際事務(wù)協(xié)作問題,為兩國(guó)之間的經(jīng)濟(jì)往來與事務(wù)協(xié)作奠定了堅(jiān)實(shí)的基礎(chǔ)。2005年,中俄雙方就黑河——布拉格維申斯克黑龍江(阿穆爾河)界河橋的建設(shè)達(dá)成協(xié)定,,該橋的建設(shè)與使用不僅便利了兩國(guó)之間的交通運(yùn)輸,更促進(jìn)了兩國(guó)人民的經(jīng)濟(jì)貿(mào)易與文化往來,從而為兩國(guó)關(guān)系的進(jìn)一步發(fā)展架起了無形的橋梁。 現(xiàn)有的中俄之間的運(yùn)輸通道已經(jīng)相當(dāng)全面,鐵路通道、公路通道、水路通道與航空通道均得到了快速發(fā)展,這也正是促進(jìn)兩國(guó)經(jīng)貿(mào)合作發(fā)展及邊境市場(chǎng)一體化的基礎(chǔ)性工作,互市貿(mào)易區(qū)的增多及其免關(guān)稅等優(yōu)惠政策帶動(dòng)了口岸城市的經(jīng)濟(jì)發(fā)展。但是,由于受到貿(mào)易市場(chǎng)規(guī)模不足、貿(mào)易商品結(jié)構(gòu)單一及口岸基礎(chǔ)設(shè)施建設(shè)陳舊等因素的制約,兩國(guó)在經(jīng)貿(mào)領(lǐng)域的合作仍存在不少弱點(diǎn)和問題。 本文中主要研究了黑河黑龍江大橋區(qū)域社會(huì)經(jīng)濟(jì)發(fā)展概況,對(duì)黑河口岸國(guó)際運(yùn)輸發(fā)展現(xiàn)狀及問題進(jìn)行了調(diào)查分析,并作出了黑河口岸國(guó)際道路運(yùn)輸發(fā)展趨勢(shì)分析及需求預(yù)測(cè)和黑龍江大橋建成后周邊交通基礎(chǔ)設(shè)施適應(yīng)性分析。本文的研究目的在于通過對(duì)現(xiàn)有和未來規(guī)劃的黑河黑龍江大橋周邊交通基礎(chǔ)設(shè)施的調(diào)查和分析,確定他們能否滿足大橋建成后的可預(yù)見的交通客貨運(yùn)量增長(zhǎng)需求,為未來一段時(shí)期內(nèi)這些交通基礎(chǔ)設(shè)施的建設(shè)、完善及相應(yīng)的規(guī)劃提供科學(xué)依據(jù)。最終為黑河市乃至黑龍江省的邊貿(mào)快速發(fā)展提供有力的保障。
[Abstract]:Since the independence of Russia, Sino-Russian relations have long been in a state of "political heat and cold economy." in 1996, China and Russia established a strategic partnership of cooperation, which laid the foundation for economic and trade and investment exchanges between the two countries. Through the communication and cooperation between the two governments and people, the development of bilateral relations has gradually entered a new stage of development from recovery to maturity. The Sino-Russian Treaty of Good-Neighborly Friendship and Cooperation, signed by the two sides, has consolidated the good-neighborly and friendly relations between the two countries and provided a political guarantee for comprehensive strategic cooperation between the two sides. In the 2002 Sino-Russian Joint statement, Highlighting the expansion and deepening of mutually beneficial economic cooperation and the enhancement of cooperation in international affairs, which laid a solid foundation for economic and business cooperation between the two countries. 2005, The Chinese and Russian sides reached an agreement on the construction of the border river bridge of the Heilongjiang River (Amur River) in the Heihe-Prague Vishensk River. The construction and use of the bridge not only facilitates the transportation between the two countries, It also promoted the economic, trade and cultural exchanges between the two peoples, thus building an invisible bridge for the further development of the relations between the two countries. The existing transport corridors between China and Russia have been quite comprehensive. Railway, highway, waterway and air corridors have all developed rapidly. This is also the basic work of promoting the development of economic and trade cooperation between the two countries and the integration of the border market. The increase of trade zones and preferential policies such as tariff-free drive the economic development of port cities. However, due to the lack of trade market size, the single structure of trade commodities and the obsolete port infrastructure construction, there are still many weaknesses and problems in the economic and trade cooperation between the two countries. In this paper, the general situation of regional social and economic development of Heihe Heilongjiang Bridge is studied, and the present situation and problems of international transportation at Heihe Port are investigated and analyzed. The development trend and demand forecast of international road transportation at Heihe Port and the adaptability analysis of traffic infrastructure around Heilongjiang Bridge are also made. The purpose of this paper is to determine whether the existing and future planning traffic infrastructure around the Heihe Heilongjiang Bridge can meet the foreseeable demand for passenger and freight traffic after the bridge is completed. It provides scientific basis for the construction, improvement and corresponding planning of these transportation infrastructure in the future. Finally, Heihe City and even Heilongjiang Province to provide a strong guarantee for the rapid development of border trade.
