基于DEA-Malmquist的吉林省公路運輸系統(tǒng)績效評價研究
[Abstract]:With the rapid development of economy and the progress of science and technology, highway transportation is booming. By the end of 2012, China's highway mileage has exceeded 4.2375 million km, including 96000 km highway mileage, 68119 km first-class highway mileage and 320536 km secondary highway mileage. However, with the transformation of market-based economic model, the contradiction of road transportation in economic operation is becoming increasingly prominent. Especially in the process of development in recent years, the problems of low efficiency of highway transportation and waste of resources are common and gradually become the focus of attention of the country and related departments. Therefore, it is very important to evaluate the performance of highway transportation system reasonably. The performance evaluation of highway transportation system refers to the comprehensive measure of the input of highway facilities and transportation equipment and the efficiency of highway passenger and cargo transportation function and output, which makes objective the efficiency of transportation system in a certain period of operation. Fair and accurate comprehensive evaluation. Evaluating the performance of highway transportation system is helpful to find out the root of potential problems in time, to solve the problems in time, and to put forward countermeasures. Based on the related theories of performance evaluation, this paper constructs a performance evaluation index system by attribute minimization method and expert consultation method based on input / output theory, which is based on DEA (data Envelopment Analysis) method and its model. The performance of highway transportation system in Jilin Province from 2003 to 2012 is evaluated by using DEAP2.1 software, and the dynamic analysis of the performance change of highway transportation system in Jilin Province from 2003 to 2012 is carried out by introducing the method of DEA-Malmquist productivity index evaluation. The results show that the overall performance of highway transportation system in Jilin Province is relatively high in the past ten years, and the main reason for the failure of comprehensive technical efficiency in individual years is that the scale efficiency has not reached the optimal level. From the point of view of efficiency change, comprehensive technical efficiency presents certain volatility, but relatively stable, while pure technical efficiency presents "U" pattern, indicating that Jilin Province highway transportation management is relatively weak. There is a slow downward trend in the change of scale efficiency, which indicates that Jilin Province needs further improvement in the planning and construction of highway transportation infrastructure. In the process of carrying capacity resources, it is necessary to focus on the demand of the transportation market. Reasonable allocation of input according to market demand.
