基于DEA-Malmquist的吉林省公路運(yùn)輸系統(tǒng)績(jī)效評(píng)價(jià)研究

【摘要】:在經(jīng)濟(jì)快速發(fā)展,科技水平不斷進(jìn)步的背景下,公路運(yùn)輸事業(yè)也在蓬勃發(fā)展。截止到2012年底,我國(guó)公路里程已突破423.75萬(wàn)公里,其中高速公路里程為9.6萬(wàn)公里,,一級(jí)公路里程為6.8119萬(wàn)公里,二級(jí)公路總里程為32.0536萬(wàn)公里。但是隨著市場(chǎng)型經(jīng)濟(jì)模式的轉(zhuǎn)變,經(jīng)濟(jì)運(yùn)行中的公路運(yùn)輸矛盾日益突出。尤其在近幾年的發(fā)展過程中,公路運(yùn)輸效率低、資源浪費(fèi)等問題屢見不鮮,逐步成為國(guó)家和相關(guān)部門關(guān)注的焦點(diǎn)。因此,合理的公路運(yùn)輸系統(tǒng)績(jī)效評(píng)價(jià)是至關(guān)重要的。 公路運(yùn)輸系統(tǒng)績(jī)效評(píng)價(jià)是指公路設(shè)施與運(yùn)輸設(shè)備的投入和公路客貨運(yùn)輸功能與產(chǎn)出的效率實(shí)現(xiàn)程度的綜合度量,對(duì)運(yùn)輸系統(tǒng)一定經(jīng)營(yíng)時(shí)期的效率做出客觀、公正和準(zhǔn)確的綜合評(píng)價(jià)。對(duì)公路運(yùn)輸系統(tǒng)進(jìn)行績(jī)效評(píng)價(jià),有利于及時(shí)發(fā)現(xiàn)潛在問題的根源,便于及時(shí)解決,提出對(duì)策。 本文在績(jī)效評(píng)價(jià)相關(guān)理論闡述的基礎(chǔ)上,基于投入 產(chǎn)出思想通過屬性簡(jiǎn)約法和專家咨詢法構(gòu)建了績(jī)效評(píng)價(jià)指標(biāo)體系,以DEA(數(shù)據(jù)包絡(luò)分析)方法及模型為理論基礎(chǔ),應(yīng)用DEAP2.1軟件對(duì)吉林省2003-2012年十年的公路運(yùn)輸系統(tǒng)績(jī)效進(jìn)行了總體評(píng)價(jià);同時(shí)引入基于DEA-Malmquist生產(chǎn)率指數(shù)評(píng)價(jià)法對(duì)2003-2012年吉林省公路運(yùn)輸系統(tǒng)績(jī)效變動(dòng)進(jìn)行動(dòng)態(tài)分析。結(jié)果表明:從整體上看,這十年里吉林省公路運(yùn)輸系統(tǒng)績(jī)效水平較高,個(gè)別年份出現(xiàn)綜合技術(shù)效率無(wú)效的原因主要是其規(guī)模效率沒有達(dá)到最優(yōu)。從效率變動(dòng)來(lái)看,綜合技術(shù)效率雖然呈現(xiàn)出一定的波動(dòng)性,但是比較平穩(wěn),而純技術(shù)效率呈現(xiàn)“U”型態(tài)勢(shì),說(shuō)明吉林省公路運(yùn)輸管理力度相對(duì)較弱。規(guī)模效率變動(dòng)出現(xiàn)緩慢的下降趨勢(shì),這表明吉林省在公路交通基礎(chǔ)設(shè)施規(guī)劃和建設(shè)方面有待進(jìn)一步改進(jìn)、運(yùn)力資源投放過程中要重點(diǎn)把握運(yùn)輸市場(chǎng)的需求,根據(jù)市場(chǎng)需求合理調(diào)配各方面的投入。
[Abstract]:With the rapid development of economy and the progress of science and technology, highway transportation is booming. By the end of 2012, China's highway mileage has exceeded 4.2375 million km, including 96000 km highway mileage, 68119 km first-class highway mileage and 320536 km secondary highway mileage. However, with the transformation of market-based economic model, the contradiction of road transportation in economic operation is becoming increasingly prominent. Especially in the process of development in recent years, the problems of low efficiency of highway transportation and waste of resources are common and gradually become the focus of attention of the country and related departments. Therefore, it is very important to evaluate the performance of highway transportation system reasonably. The performance evaluation of highway transportation system refers to the comprehensive measure of the input of highway facilities and transportation equipment and the efficiency of highway passenger and cargo transportation function and output, which makes objective the efficiency of transportation system in a certain period of operation. Fair and accurate comprehensive evaluation. Evaluating the performance of highway transportation system is helpful to find out the root of potential problems in time, to solve the problems in time, and to put forward countermeasures. Based on the related theories of performance evaluation, this paper constructs a performance evaluation index system by attribute minimization method and expert consultation method based on input / output theory, which is based on DEA (data Envelopment Analysis) method and its model. The performance of highway transportation system in Jilin Province from 2003 to 2012 is evaluated by using DEAP2.1 software, and the dynamic analysis of the performance change of highway transportation system in Jilin Province from 2003 to 2012 is carried out by introducing the method of DEA-Malmquist productivity index evaluation. The results show that the overall performance of highway transportation system in Jilin Province is relatively high in the past ten years, and the main reason for the failure of comprehensive technical efficiency in individual years is that the scale efficiency has not reached the optimal level. From the point of view of efficiency change, comprehensive technical efficiency presents certain volatility, but relatively stable, while pure technical efficiency presents "U" pattern, indicating that Jilin Province highway transportation management is relatively weak. There is a slow downward trend in the change of scale efficiency, which indicates that Jilin Province needs further improvement in the planning and construction of highway transportation infrastructure. In the process of carrying capacity resources, it is necessary to focus on the demand of the transportation market. Reasonable allocation of input according to market demand.
