【摘要】：隨著社會經(jīng)濟的快速發(fā)展，為促進社會主義新農(nóng)村的建設(shè)，國家作出了城鄉(xiāng)一體化的重大戰(zhàn)略決策。城鄉(xiāng)客運一體化是城鄉(xiāng)一體化基礎(chǔ)條件和重要組成部分，城鄉(xiāng)客運一體化能夠滿足我國社會主義市場經(jīng)濟發(fā)展的需求，符合管理體制改革的要求。 本文分為四個部分。首先對城鄉(xiāng)客運一體化理論內(nèi)涵以及城鄉(xiāng)客運一體化的客觀必然性和意義的進行了探討，簡要分析了當(dāng)前我國城鄉(xiāng)客運一體化發(fā)展現(xiàn)狀及存在問題。 城鄉(xiāng)客運一體指的是通過規(guī)劃、建設(shè)和管理，把城鄉(xiāng)之間道路客運線路、場站等資源及生產(chǎn)要素，形成統(tǒng)一的客運交通體系，通過改革管理體制和運行機制，實現(xiàn)城鄉(xiāng)客運協(xié)調(diào)發(fā)展。城鄉(xiāng)客運一體化是城鄉(xiāng)交通資源的銜接、升級，旨在建設(shè)便捷、安全、暢通、綠色的客運網(wǎng)絡(luò)，達到城鄉(xiāng)之間生產(chǎn)要素的有效流動，城鄉(xiāng)居民共享改革發(fā)展的成果。城鄉(xiāng)客運一體化體系的建立，符合管理體制改革的要求，能夠滿足我國社會主義市場經(jīng)濟快速發(fā)展的需求，其發(fā)展成為一種必然。城鄉(xiāng)客運一體化對發(fā)展農(nóng)村客運、促進農(nóng)村經(jīng)濟發(fā)展、建設(shè)社會主義新農(nóng)村有著十分重要意義。本文簡單總結(jié)了國內(nèi)城鄉(xiāng)客運一體化發(fā)展的現(xiàn)狀以及城鄉(xiāng)客運一體化的所面臨的管理體制多元分割、財政資金投入不足、城鄉(xiāng)客運政策差異等問題。 接著作者從組織實施、具體工作情況、工作成果等幾方面對四平市城鄉(xiāng)客運發(fā)展現(xiàn)狀進行了分析。四平市的客運城鄉(xiāng)一體化采取了具體實施措施：引導(dǎo)經(jīng)營者投放適合農(nóng)村客運的車型；引導(dǎo)客運企業(yè)實行信集約化經(jīng)營；加快了鄉(xiāng)鎮(zhèn)路網(wǎng)建設(shè)步伐。在具體工作中進行了農(nóng)村客運市場調(diào)查及宣傳、制定相關(guān)方案規(guī)劃并落實。通過五年的一體化建設(shè)如期完成了車輛改造、城鄉(xiāng)客運網(wǎng)絡(luò)進一步完善，快客運輸網(wǎng)絡(luò)和農(nóng)村客運網(wǎng)絡(luò)建設(shè)和客運市場設(shè)施建設(shè)快速發(fā)展，通過分析可以看到四平市城鄉(xiāng)客運一體化工作取得了長足的發(fā)展，但總體落后于其它發(fā)達城市。 第三部分作者對四平市推進城鄉(xiāng)客運一體化過程中存在的問題逐一進行了分析，一是管理體制問題，二是資金問題，三是市場問題。并對其針對性采取的相對措施，即相應(yīng)工作統(tǒng)籌進行了闡述。 隨著城市化進程的逐步推進,也對城鄉(xiāng)客運一體化的發(fā)展提出了新的更高的要求，為了更好的促進四平市城鄉(xiāng)客運市場的發(fā)展,本文作者在最后章節(jié)提出了城鄉(xiāng)客運一體化的實施建議,即城鄉(xiāng)客運一體化的三個統(tǒng)籌和保障措施。三個統(tǒng)籌包括：建立”管理機構(gòu)、政策法規(guī)、發(fā)展規(guī)劃、經(jīng)營證照、服務(wù)標準”相統(tǒng)一的管理體制統(tǒng)籌；確保建立“明確分工、行為規(guī)范、有機銜接、有序競爭”城鄉(xiāng)客運體系的市場經(jīng)營統(tǒng)籌；建立“城鄉(xiāng)一體、方便高效、經(jīng)濟舒適”城鄉(xiāng)客運網(wǎng)絡(luò)體系的基礎(chǔ)設(shè)施統(tǒng)籌。推進城鄉(xiāng)客運一體化發(fā)展是一項長期而復(fù)雜的系統(tǒng)工作，在高度的同時，更應(yīng)為城鄉(xiāng)客運一體化發(fā)展提供相關(guān)的保障措施，包括建立完備的城鄉(xiāng)客運一體化規(guī)劃體系、制定有利于城鄉(xiāng)客運一體化發(fā)展的法律法規(guī)體系以及實施考核評價制度體系。
