保稅港區(qū)與內(nèi)陸港互動(dòng)發(fā)展模式選擇研究

【摘要】:隨著全球經(jīng)濟(jì)一體化的興起和國(guó)際貿(mào)易量的逐年攀升,沿海港口間的競(jìng)爭(zhēng)日趨激烈,如何爭(zhēng)取更廣闊的經(jīng)濟(jì)腹地和貨源成為港口企業(yè)目前最關(guān)心的事情。國(guó)際航運(yùn)市場(chǎng)發(fā)展與競(jìng)爭(zhēng)的實(shí)踐表明,保稅港區(qū)的設(shè)立,可以充分發(fā)揮其特有的國(guó)際中轉(zhuǎn)功能,為港口爭(zhēng)取更多的海向腹地資源;而對(duì)陸向腹地資源的爭(zhēng)奪則需要依靠與內(nèi)陸港的共同合作與優(yōu)勢(shì)互補(bǔ)來增加沿海港口的綜合競(jìng)爭(zhēng)力,并逐步向國(guó)際性大港發(fā)展。 基于上述背景,本文首先通過對(duì)現(xiàn)有文獻(xiàn)的歸納總結(jié),并結(jié)合我國(guó)保稅港區(qū)和內(nèi)陸港建設(shè)的現(xiàn)狀及發(fā)展趨勢(shì),提出了“兩港”互動(dòng)發(fā)展可以采取的三種模式,即契約聯(lián)盟模式、合資經(jīng)營(yíng)模式和虛擬互動(dòng)模式,同時(shí)還深入研究了三種模式的內(nèi)涵、優(yōu)缺點(diǎn)及其適用環(huán)境。其次,分析了影響保稅港區(qū)和內(nèi)陸港互動(dòng)發(fā)展模式選擇的多方面因素,并通過對(duì)關(guān)鍵因素的篩選建立了系統(tǒng)的“兩港”互動(dòng)發(fā)展模式選擇的指標(biāo)體系。最后,為了科學(xué)合理地對(duì)互動(dòng)模式進(jìn)行選擇,本文從多指標(biāo)綜合評(píng)價(jià)的角度出發(fā),建立了基于BP神經(jīng)網(wǎng)絡(luò)的保稅港區(qū)與內(nèi)陸港互動(dòng)發(fā)展模式選擇模型,并將其應(yīng)用于廈門海滄保稅港區(qū)和三明、南昌、德化等8個(gè)內(nèi)陸港的互動(dòng)實(shí)例中,仿真的結(jié)果顯示該模型具有較好的泛化性能。 本文對(duì)保稅港區(qū)和內(nèi)陸港互動(dòng)發(fā)展模式的研究對(duì)促進(jìn)我國(guó)西部?jī)?nèi)陸地區(qū)經(jīng)濟(jì)的持續(xù)健康發(fā)展、增強(qiáng)沿海港口尤其是保稅港區(qū)的國(guó)際競(jìng)爭(zhēng)能力、加快其向第四代港口發(fā)展和其國(guó)際航運(yùn)中心地位的確定,從而使之更好地為國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展服務(wù)具有重要的理論價(jià)值和現(xiàn)實(shí)意義。
[Abstract]:With the rise of global economic integration and the increase of international trade volume, the competition between coastal ports is becoming increasingly fierce. How to strive for a broader economic hinterland and source of goods has become the most concerned matter for port enterprises at present. The practice of the development and competition of international shipping market shows that the establishment of bonded port area can give full play to its unique function of international transit and gain more resources for the port to the hinterland. On the other hand, the competition for land-oriented hinterland resources needs to rely on the cooperation and complementary advantages with inland ports to increase the comprehensive competitiveness of coastal ports and gradually develop to international large ports. Based on the above background, this paper first summarizes the existing literature, and combines the current situation and development trend of bonded port and inland port construction in China, and puts forward three modes that can be adopted in the interactive development of "two ports", that is, contract alliance model. At the same time, the connotation, advantages and disadvantages and applicable environment of the three modes are also studied. Secondly, the paper analyzes the various factors that influence the choice of interactive development mode between bonded port and inland port, and establishes a systematic index system of "two ports" interactive development mode selection through the selection of key factors. Finally, in order to select the interaction mode scientifically and reasonably, this paper establishes the model of interactive development model between bonded port and inland port based on BP neural network from the angle of multi-index comprehensive evaluation. The model is applied to the Haicang bonded Port area of Xiamen and eight inland ports, such as Sanming, Nanchang and Dehua. The simulation results show that the model has good generalization performance. This paper studies the interactive development model between bonded port and inland port, which will promote the sustainable and healthy economic development of inland areas in western China, and enhance the international competitiveness of coastal ports, especially bonded ports. It is of great theoretical value and practical significance to speed up its development to the fourth generation port and to determine its status as an international shipping center, so that it can serve the national economy and social development better.
