【摘要】：BOT項目作為國家吸引民間資本投資公共基礎(chǔ)設(shè)施建設(shè)的重要活動，其實現(xiàn)與發(fā)展具備極高的經(jīng)濟社會價值。對于私營企業(yè)等獲得BOT項目標(biāo)的的企業(yè)而言能夠獲得較好的投資機會，而商業(yè)銀行也能夠?qū)崿F(xiàn)貸款業(yè)務(wù)增長和相關(guān)盈利，其他參與建筑的企業(yè)和個人能夠獲得一定的經(jīng)濟效益，而政府在該項目后能夠獲得良好的社會效益。因此，BOT項目的發(fā)展對于我國經(jīng)濟社會進步意義重大，應(yīng)該給予關(guān)注。BOT項目本身的資金需求量大，主導(dǎo)項目的企業(yè)組織必須設(shè)計合理融資決策并執(zhí)行該決策，獲得有效的融資資本之后，才能夠達到項目投資要求，逐步推進項目建設(shè)。因此，BOT項目的融資活動對于該項目各方效益的實現(xiàn)有著重要影響。 但是，在BOT融資項目活動中，存在極復(fù)雜的風(fēng)險對其融資進度及穩(wěn)定性產(chǎn)生影響，是BOT融資項目及項目建設(shè)中必須關(guān)注和解決的問題。因此，本文研究以BOT融資項目風(fēng)險管理為核心，結(jié)合定性分析和定量分析方法，在文獻分析及項目分析的基礎(chǔ)上，，梳理出BOT融資項目的可能風(fēng)險及影響后，對風(fēng)險進行針對性應(yīng)對預(yù)案設(shè)計，以期能夠降低BOT融資項目風(fēng)險的發(fā)生概率及可能造成的損失等，保障BOT項目的綜合效益最優(yōu)。本文研究首先對本文研究背景、目的、意義、內(nèi)容、方法等進行梳理，形成研究基本邏輯脈絡(luò)；其次，對BOT融資項目風(fēng)險及管理的相關(guān)理論進行梳理，奠定全文分析理論基礎(chǔ)；再次，對本文BOT融資項目風(fēng)險管理所選擇的項目進行介紹，包括該項目的概況、融資需求及融資流程等，并初步明確融資風(fēng)險管理對該項目的重要意義；第四，在C市涪豐石BOT項目的融資流程及結(jié)構(gòu)基礎(chǔ)上，結(jié)合風(fēng)險識別及風(fēng)險評價的理論，對該BOT融資項目的風(fēng)險進行識別、分析和評價，初步達到主次風(fēng)險理順的效果；第五，結(jié)合項目實際設(shè)計整體風(fēng)險應(yīng)對思路，進而在各具體風(fēng)險的概率及損失分析基礎(chǔ)上，設(shè)計針對各具體風(fēng)險的具體應(yīng)對策略，以期能夠達到系統(tǒng)化和具體化的風(fēng)險管理目標(biāo)；第六，梳理BOT項目發(fā)展的價值，明確我國BOT項目發(fā)展必須關(guān)注融資及融資風(fēng)險的問題，以及進行良好的BOT融資項目風(fēng)險管理需要全面系統(tǒng)的風(fēng)險分析和具體有效的方案制定等。
[Abstract]:As an important activity of attracting private capital to invest in public infrastructure construction, BOT project has high economic and social value in its realization and development. For the private enterprises and other enterprises that get the target of the BOT project, they can get better investment opportunities, while the commercial banks can also realize the growth of loan business and related profits, and other enterprises and individuals involved in the construction can obtain certain economic benefits. The government can obtain good social benefits after the project. Therefore, the development of bot project is of great significance to the economic and social progress of our country, so we should pay attention to the large demand for funds of the bot project itself, and the leading enterprise organizations must design and implement the rational financing decision. After obtaining the effective financing capital, can meet the project investment request, promotes the project construction step by step. Therefore, the financing activities of bot project have an important impact on the realization of the benefit of each side of the project. However, in the activities of BOT financing projects, the existence of extremely complex risks has an impact on its financing progress and stability, which must be paid attention to and solved in BOT financing projects and project construction. Therefore, this paper focuses on the risk management of BOT financing projects, combines qualitative analysis and quantitative analysis methods, combs out the possible risks and effects of BOT financing projects on the basis of literature analysis and project analysis. In order to reduce the probability of risk and the possible loss caused by BOT financing project, the author designs the plan to deal with the risk, so as to ensure the optimal comprehensive benefit of the BOT project. In this paper, the background, purpose, significance, content and method of the research are firstly combed to form the basic logic of the research. Secondly, the related theories of risk and management of BOT financing project are combed out, and the theoretical basis of the full text analysis is established. Thirdly, this paper introduces the project selected by BOT financing project risk management, including the general situation of the project, financing needs and financing process, and preliminarily clear the importance of financing risk management to the project; fourth, On the basis of financing process and structure of Fulongshi BOT project in C city, combined with the theory of risk identification and risk evaluation, this paper identifies, analyzes and evaluates the risk of this BOT financing project, and preliminarily achieves the effect of straightening out the primary and secondary risks. Based on the analysis of the probability and loss of each specific risk, the author designs the concrete strategy to deal with each specific risk, in order to achieve the systematic and concrete risk management goal. Sixthly, combing the value of BOT project development, making clear that our country BOT project development must pay attention to financing and financing risk, and carrying out good risk management of BOT financing project needs comprehensive and systematic risk analysis and concrete and effective project formulation, etc.
