歐洲空域一體化進程研究
[Abstract]:More than a decade ago, Europe faced a similar airspace problem to China today, namely, the inefficient management of airspace due to fragmentation. Through the integration of airspace, today's Europe has effectively improved the efficiency of airspace management. It is of great significance to make a solution to the problem of airspace management in China today by deeply and systematically studying the process of airspace integration in Europe. Based on the theories and tools of policy network, Europeanization path and interest correlation, this paper interprets the policy network, path selection and benefit-sharing mechanism of airspace management in Europe. "what is the internal motive force of European airspace integration?" how does European airspace integration form? "how does European airspace integration consolidate?" So on three questions to put forward a kind of solution. This paper also puts forward some suggestions on how to solve the problem of airspace management in China. This paper is divided into seven parts: the first chapter is the introduction, including the background and significance of the topic, the logical structure, the methodology used, as well as the innovation points and defects, the second chapter introduces the concepts of airspace, air traffic management and the single sky in Europe. The third chapter reviews the course of European airspace integration. The fourth chapter uses policy network and interest related theory. The policy network of European airspace management is analyzed, and the path set and selection logic of European airspace integration are analyzed in chapter 5. The sixth chapter discusses the role of European airspace integration in enhancing the interests of all stakeholders, and the seventh chapter discusses and puts forward policy recommendations to solve the problem of airspace management in China on the basis of the experience of European airspace integration. According to the author's information and the summary of the previous research results, it is found that the previous people have not drawn similar conclusions in the following aspects, that is, this article is the new idea: this paper studies the policy network of airspace management in Europe. The composition of the policy network of European airspace management is clarified, the core actors of the policy network are identified, and the relations among the actors in the policy network are discussed. On this basis, the process of integration of airspace in Europe is summarized. There is not only one top-down path, but three paths of staggered regulation integration, structural integration and recessive integration. In the end, this paper supports China's airspace reform in four aspects: legal regulation, institutional setting, performance evaluation and incentive mechanism. The deficiency of this paper lies in the lack of relevant resources to interview and investigate the specific personnel in the European airspace Management Policy Network, and the direct evaluation of the viewpoint of this article by the practical actors in the policy network. Therefore, it may not cover all the elements of European airspace management, and there are some deficiencies in data support.
