【摘要】：隨著社會經(jīng)濟(jì)的快速發(fā)展，新疆維吾爾自治區(qū)交通基礎(chǔ)設(shè)施建設(shè)投入加大，農(nóng)村交通基礎(chǔ)設(shè)施有了明顯改善，農(nóng)村公路客運(yùn)得到較快發(fā)展，農(nóng)牧民出行難的問題得到了有效改善。由于新疆地域遼闊、鄉(xiāng)村分布區(qū)域較廣，農(nóng)牧民居住比較分散，農(nóng)村公路客運(yùn)普遍存在運(yùn)行成本高、經(jīng)濟(jì)效益差、安全隱患多的問題，，尤其是偏遠(yuǎn)農(nóng)牧區(qū)、兵團(tuán)連隊(duì)及礦區(qū)，群眾出行難的問題還顯得較為突出，加快新疆農(nóng)村公路客運(yùn)發(fā)展顯得十分重要和緊迫。 論文首先對國內(nèi)外農(nóng)村公路客運(yùn)研究進(jìn)行了分析歸納，總結(jié)了國內(nèi)學(xué)者對發(fā)展農(nóng)村公路客運(yùn)的理論研究成果，在此基礎(chǔ)上提出新疆農(nóng)村公路客運(yùn)研究政策思路。其次，對目前新疆農(nóng)村公路客運(yùn)發(fā)展的現(xiàn)狀從農(nóng)村公路客運(yùn)交通基礎(chǔ)設(shè)施、農(nóng)村公路客運(yùn)班線和農(nóng)村公路客運(yùn)通班車率進(jìn)行了調(diào)查，結(jié)合新疆實(shí)際運(yùn)用SWOT法對新疆農(nóng)村公路客運(yùn)發(fā)展環(huán)境進(jìn)行系統(tǒng)分析，提出新疆農(nóng)村公路客運(yùn)發(fā)展策略。最后，從準(zhǔn)確定位新疆農(nóng)村公路客運(yùn)、加強(qiáng)政府監(jiān)管等方面提出發(fā)展新疆農(nóng)村公路客運(yùn)發(fā)展的實(shí)施政策措施和建議。
[Abstract]:With the rapid development of social economy, the construction of transport infrastructure in Xinjiang Uygur Autonomous region has been increased, the rural transport infrastructure has been significantly improved, and the rural road passenger transport has been developed rapidly. The problem of farmers and herdsmen's travel difficulties has been effectively improved. Due to the vast territory of Xinjiang, the wide distribution of rural areas, the scattered residence of farmers and herdsmen, the problems of high operating costs, poor economic benefits and many hidden safety problems in rural road passenger transport, especially in remote agricultural and pastoral areas, in the Corps and in mining areas, It is very important and urgent to speed up the development of rural road passenger transport in Xinjiang. Firstly, this paper analyzes and induces the research of rural road passenger transport at home and abroad, summarizes the theoretical research results of the development of rural road passenger transport by domestic scholars, and puts forward the policy ideas of Xinjiang rural road passenger transport research on this basis. Secondly, the present situation of the development of rural road passenger transport in Xinjiang has been investigated from the rural road passenger transport infrastructure, the rural road passenger transport shift line and the rural road passenger transport shuttle bus rate. Based on the analysis of the development environment of rural road passenger transport in Xinjiang by using SWOT method, the development strategy of rural road passenger transport in Xinjiang is put forward. Finally, the author puts forward some policy measures and suggestions for the development of rural road passenger transport in Xinjiang from the aspects of accurately locating rural road passenger transport in Xinjiang and strengthening government supervision.
