老撾金融環(huán)境對交通基礎(chǔ)設(shè)施融資的影響研究

【摘要】:交通基礎(chǔ)設(shè)施建設(shè)對一個(gè)國家的發(fā)展具有重要的作用,它直接影響該國的交通運(yùn)輸狀況,而交通運(yùn)輸狀況又很大程度上影響著國民經(jīng)濟(jì)的發(fā)展。因此,交通基礎(chǔ)設(shè)施的建設(shè)與發(fā)展關(guān)乎著一個(gè)國家的命脈,是國家經(jīng)濟(jì)的象征,是國家發(fā)展的動力和基石。老撾目前交通基礎(chǔ)設(shè)施十分落后,亟待發(fā)展。但是,老撾國家發(fā)展落后、經(jīng)濟(jì)貧窮,而交通基礎(chǔ)設(shè)施建設(shè)往往需要大量的資金支持,僅依靠政府財(cái)政支出以及國外援助已經(jīng)很難滿足國家經(jīng)濟(jì)發(fā)展對交通基礎(chǔ)設(shè)施的需求。因此老撾應(yīng)該充分利用多種融資模式,將民間資本以及外國資本合理、高效的引入本國交通基礎(chǔ)設(shè)施建設(shè)中來。在交通基礎(chǔ)設(shè)施融資的過程中,國家的金融環(huán)境起到了十分重要的影響。金融環(huán)境的不斷優(yōu)化可以拓寬融資的渠道、調(diào)整融資的結(jié)構(gòu),金融政策的健全有利于融資活動更加規(guī)范化,因此,金融環(huán)境的完善和發(fā)展會對交通基礎(chǔ)設(shè)施融資起到很大程度的幫助作用。然而老撾的金融環(huán)境發(fā)展情況并不理想,老撾銀行業(yè)的資本實(shí)力較小,且貸款利率較高,使得企業(yè)融資的成本過高;老撾的證券業(yè)發(fā)展仍處于起步階段,目前證券市場上只流通了5只股票,從交易量來看,廣大民眾對股票的投資的熱情并不大,目前并沒有交通基礎(chǔ)設(shè)施建設(shè)企業(yè)通過在老撾證券交易所上市進(jìn)行融資;老撾目前還沒有建立起本國的信用管理體系,一個(gè)良好、有序的金融環(huán)境需要參與金融活動的各個(gè)主體具備良好的信用,完善社會信用體系對于金融環(huán)境的優(yōu)化十分重要。目前老撾金融環(huán)境發(fā)展不完善的現(xiàn)狀使得其交通基礎(chǔ)設(shè)施融資困難程度增加,從一定程度上也制約了本國交通基礎(chǔ)設(shè)施的發(fā)展。本文在撰寫過程中,首先閱讀了大量國內(nèi)外相關(guān)文獻(xiàn),并對文獻(xiàn)進(jìn)行整理、總結(jié);之后,為了更好地了解老撾目前交通基礎(chǔ)設(shè)施建設(shè)情況、金融環(huán)境發(fā)展現(xiàn)狀、交通基礎(chǔ)設(shè)施融資現(xiàn)狀及融資模式等問題,實(shí)地去到了老撾的中資建筑企業(yè)進(jìn)行調(diào)研,掌握一手的數(shù)據(jù)資料;然后對所收集的資料進(jìn)行整理和分析,通過熱度分析法對老撾的金融環(huán)境發(fā)展?fàn)顩r做出評價(jià),結(jié)合老撾交通基礎(chǔ)設(shè)施融資的情況、金融環(huán)境對交通基礎(chǔ)設(shè)施融資的保障作用,研究老撾金融環(huán)境對交通基礎(chǔ)設(shè)施融資的影響。最后,本文采用案例分析的方式,通過實(shí)地調(diào)研老撾萬象綜合開發(fā)項(xiàng)目的項(xiàng)目情況、融資情況等,對此項(xiàng)目進(jìn)行分析,總結(jié)經(jīng)驗(yàn)。并根據(jù)上面的理論研究和具體的案例分析結(jié)果,針對投資老撾交通基礎(chǔ)設(shè)施的中資企業(yè)融資提出相應(yīng)的對策建議。
[Abstract]:The construction of transportation infrastructure plays an important role in the development of a country, which directly affects the state of transportation in that country, and to a large extent, it affects the development of the national economy. Therefore, the construction and development of transportation infrastructure is related to the lifeblood of a country, the symbol of national economy, the motive force and foundation stone of national development. Laos's current transport infrastructure is very backward and needs to be developed. However, the development of Laos is backward, the economy is poor, and the construction of transportation infrastructure often needs a lot of financial support. It is difficult to meet the demand of national economic development for transportation infrastructure by relying solely on the government expenditure and foreign aid. Therefore Laos should make full use of various financing modes and introduce private capital and foreign capital into the construction of domestic transportation infrastructure reasonably and efficiently. In the process of transportation infrastructure financing, the national financial environment has played a very important role. The continuous optimization of the financial environment can broaden the financing channels, adjust the financing structure, and improve the financial policy is conducive to more standardized financing activities, therefore, The improvement and development of financial environment will help the financing of transportation infrastructure to a great extent. However, the development of the financial environment in Laos is not satisfactory. The relatively small capital strength of the Lao banking sector and the high interest rate on loans make the cost of enterprise financing too high. The development of the securities industry in Laos is still in its infancy. At present, there are only 5 stocks in circulation in the stock market. Judging from the trading volume, the public is not enthusiastic about the investment of the stock. At present, there is no transportation infrastructure construction enterprise to raise funds by listing on the Lao Stock Exchange. Laos has not yet established its own credit management system. A good and orderly financial environment requires good credit for all subjects involved in financial activities. It is very important to perfect the social credit system for the optimization of the financial environment. At present, the development of financial environment in Laos is not perfect, which makes it more difficult to finance transportation infrastructure, and restricts the development of transport infrastructure in Laos to some extent. In the course of writing, I first read a large number of domestic and foreign related documents, and collate and summarize the literature. Then, in order to better understand the current situation of transport infrastructure construction in Laos, the current situation of financial environment development. The current situation and financing mode of transportation infrastructure financing, and so on, went to Laos to conduct research on Chinese-funded construction enterprises in the field, to master first-hand data; and then collate and analyze the data collected. Through the thermal analysis method to evaluate the development of the financial environment in Laos, combined with the situation of the financing of transport infrastructure in Laos, the role of the financial environment in ensuring the financing of transport infrastructure, This paper studies the influence of Lao financial environment on transportation infrastructure financing. Finally, this paper uses the method of case analysis, through the field investigation of Lao Vientiane comprehensive development project situation, financing situation, and so on, analyzes this project, summarizes the experience. According to the above theoretical research and concrete case analysis, the paper puts forward the corresponding countermeasures and suggestions for the financing of Chinese enterprises investing in transport infrastructure in Laos.
