【摘要】：天津港作為濱海新區(qū)的重要組成部分和核心戰(zhàn)略資源,是天津城市經(jīng)濟(jì)發(fā)展和濱海新區(qū)開發(fā)建設(shè)的龍頭產(chǎn)業(yè)之一,是塘沽生態(tài)區(qū)建設(shè)、濱海新區(qū)生態(tài)區(qū)建設(shè)和天津生態(tài)市建設(shè)的重要組成部分。開展天津港生態(tài)港口建設(shè)能夠促進(jìn)和保障天津生態(tài)市、濱海新區(qū)生態(tài)區(qū)建設(shè)目標(biāo)的實(shí)現(xiàn)。 天津港集團(tuán)公司非常重視生態(tài)港口的發(fā)展建設(shè),將“建設(shè)生態(tài)港口,共享碧海藍(lán)天”作為環(huán)保理念并將其納入港口的十大企業(yè)文化之一,由此可以看出集團(tuán)領(lǐng)導(dǎo)對天津港的建設(shè)已經(jīng)有了一個(gè)清晰的發(fā)展方向。本文通過對天津港生態(tài)港口建設(shè)進(jìn)行分析研究,將“港口—人—自然”和諧相處的生態(tài)環(huán)境理念,滲透到天津港今后的發(fā)展建設(shè)中,最大限度地提高港口經(jīng)濟(jì)活動的資源使用率,最大限度地減少港區(qū)對所處區(qū)域環(huán)境的負(fù)面影響,總體上提高天津港的環(huán)境管理水平,改善港區(qū)的生態(tài)環(huán)境質(zhì)量,建立資源消耗低、環(huán)境污染少、增長方式優(yōu)、規(guī)模效應(yīng)強(qiáng)的港口可持續(xù)發(fā)展戰(zhàn)略。 本文,首先介紹了生態(tài)港口的內(nèi)涵、建設(shè)的基本內(nèi)容和國外生態(tài)港口建設(shè)實(shí)例,闡述了中國生態(tài)港口的研究背景及目的意義,提出了本文的主要研究內(nèi)容：通過環(huán)境影響評價(jià)分析論證,對天津港建設(shè)進(jìn)行科學(xué)系統(tǒng)調(diào)查分析評價(jià),找出科學(xué)有效的解決辦法,協(xié)調(diào)好港口“社會—經(jīng)濟(jì)—環(huán)境”之間的矛盾。 其次,通過對天津港自然社會條件的現(xiàn)狀調(diào)查,分析目前港口建設(shè)存在的主要問題,在此基礎(chǔ)上,提出天津港建設(shè)的總體思路,隨后提出生態(tài)港口的指標(biāo)體系構(gòu)建。 最后,通過對港口環(huán)保基礎(chǔ)設(shè)施分析、污染防治分析、風(fēng)險(xiǎn)防范分析、環(huán)境管理體系的運(yùn)行、天津港環(huán)境信息平臺的應(yīng)用及生態(tài)港口建設(shè)的重要任務(wù)和保障措施來對天津港生態(tài)港口建設(shè)進(jìn)行策略分析,這是本文研究的重點(diǎn)。
[Abstract]:As an important component and core strategic resource of Binhai New area, Tianjin Port is one of the leading industries in the development and construction of Tianjin's urban economy and Binhai New area, as well as the construction of Tanggu ecological zone. Binhai New area ecological zone construction and Tianjin ecological city construction of an important component. The ecological port construction of Tianjin Port can promote and guarantee the realization of the construction goal of Tianjin ecological city and Binhai New area. Tianjin Port Group Company attaches great importance to the development and construction of ecological port. It regards "building ecological port and sharing blue sea and blue sky" as one of the top ten corporate cultures of the port. From this we can see that the group leaders have a clear direction of development for the construction of Tianjin Port. Through the analysis and research on the ecological port construction of Tianjin Port, the ecological environment concept of "Port-Human-Nature" harmonious coexistence is permeated into the future development of Tianjin Port. To maximize the utilization rate of resources for port economic activities, to minimize the negative impact of port areas on the regional environment, to improve the environmental management level of Tianjin Port in general, and to improve the ecological environmental quality of the port areas, The sustainable development strategy of port is established with low consumption of resources, less environmental pollution, excellent growth mode and strong scale effect. This paper first introduces the connotation of ecological port, the basic content of construction and the examples of ecological port construction abroad, and expounds the research background and purpose significance of ecological port in China. The main research contents of this paper are as follows: through the analysis and demonstration of environmental impact assessment, the scientific and systematic investigation and evaluation of Tianjin Port construction are carried out to find out scientific and effective solutions. Coordinate the contradiction between "social-economic-environment" of port. Secondly, through the investigation of the natural and social conditions of Tianjin Port, this paper analyzes the main problems existing in the port construction at present, then puts forward the general idea of Tianjin Port construction, and then puts forward the construction of the ecological port index system. Finally, through the analysis of port environmental protection infrastructure, pollution prevention and control analysis, risk prevention analysis, the operation of environmental management system, The application of Tianjin Port Environmental Information platform and the important task and safeguard measures of ecological port construction are the emphases of this paper.
