社會(huì)燃燒理論框架下的航班延誤引發(fā)群體性事件應(yīng)對(duì)研究

【摘要】:近年來(lái),因航班延誤引發(fā)的群體性事件呈現(xiàn)數(shù)量增多、規(guī)模擴(kuò)大、處置難度加大等趨勢(shì),導(dǎo)致其愈發(fā)得到社會(huì)關(guān)注,成為影響構(gòu)建和諧民航、維護(hù)機(jī)場(chǎng)治安穩(wěn)定和空防安全的突出問(wèn)題。本文試圖引入社會(huì)燃燒理論來(lái)解釋航班延誤引發(fā)群體性事件的成因,提出航班延誤引發(fā)群體性事件的應(yīng)對(duì)策略。 本文分為五個(gè)部分: 第一部分,引言。分析我國(guó)航班延誤引發(fā)群體性事件的現(xiàn)狀,提出研究目的和意義,并介紹了國(guó)內(nèi)外的相關(guān)研究成果以及論文研究?jī)?nèi)容和研究方法。 第二部分,介紹相關(guān)概念和理論基礎(chǔ)。首先,從國(guó)際公約、國(guó)內(nèi)民航法以及行業(yè)標(biāo)準(zhǔn)中有關(guān)航班延誤的法律規(guī)定出發(fā),通過(guò)歸納、類比得出航班延誤的定義;其次,分析群體性事件概念的變遷與界定,并對(duì)航班延誤引發(fā)群體性事件性質(zhì)做出定義;最后,從社會(huì)物理學(xué)角度引入本論文的理論基礎(chǔ)——社會(huì)燃燒理論。 第三部分,主要討論航班延誤引發(fā)群體性事件的現(xiàn)狀及原因分析。調(diào)查航班延誤引發(fā)群體性事件的現(xiàn)狀,試圖運(yùn)用社會(huì)燃燒理來(lái)分析,,找出航班延誤群體性事件發(fā)生的原因:民航法制建設(shè)滯后、服務(wù)不到位、溝通不暢(即各類不和諧)相當(dāng)于“燃燒材料”,而以媒體引導(dǎo)、小道消息傳播為代表的社會(huì)輿論充當(dāng)著“助燃劑”,以具體糾紛表現(xiàn)的沖突點(diǎn)則等同于“點(diǎn)火溫度”,即“導(dǎo)火索”。 第四部分,討論處置航班延誤群體性事件的原則與對(duì)策。基于社會(huì)燃燒理論框架下的航班延誤引發(fā)群體性事件,應(yīng)從消除危機(jī)產(chǎn)生的自然源(一是健全法規(guī)、二是引入第三方賠付機(jī)構(gòu)——保險(xiǎn)公司、三是維護(hù)旅客的知情權(quán)),掌控危機(jī)產(chǎn)生的助推器(一是引導(dǎo)輿論正面宣傳、二是推廣第三方延誤信息發(fā)布平臺(tái)),切斷危機(jī)產(chǎn)生導(dǎo)火索入手,對(duì)航班延誤可能產(chǎn)生的各種危機(jī)進(jìn)行治理,從而維護(hù)民航的安全和穩(wěn)定,促進(jìn)中國(guó)民航事業(yè)和諧發(fā)展。 第五部分,結(jié)論。對(duì)論文的總體進(jìn)行了回顧,歸納了主要的研究結(jié)論。
[Abstract]:In recent years, the number of mass events caused by flight delay has increased, the scale of the increase, and the difficulty of handling the trend, resulting in more and more social attention, which has become an impact on the construction of harmonious civil aviation. The outstanding problem of maintaining airport order and stability and air defense security. This paper attempts to introduce the theory of social combustion to explain the causes of group events caused by flight delay, and to put forward the countermeasures for group events caused by flight delays. This article is divided into five parts: the first part, introduction. This paper analyzes the current situation of group events caused by flight delay in China, puts forward the purpose and significance of the research, and introduces the related research results, research contents and research methods at home and abroad. The second part introduces the related concepts and theoretical basis. First of all, from the international conventions, domestic civil aviation law and industry standards of the legal provisions on flight delay, through induction, analogy to arrive at the definition of flight delay; secondly, analysis of the concept of group events changes and definition, Finally, the social combustion theory, which is the theoretical basis of this thesis, is introduced from the point of view of social physics. The third part mainly discusses the status quo and causes of group events caused by flight delay. This paper investigates the current situation of mass events caused by flight delay, and tries to use the social combustion theory to analyze the causes of the group incidents: the legal construction of civil aviation is lagging behind, and the service is not in place. Poor communication (that is, all kinds of disharmony) is equivalent to "burning material", while public opinion, represented by media guidance and gossip dissemination, acts as a "fuel promoter", and the conflict point expressed by specific disputes is equivalent to "ignition temperature". That is the fuse. The fourth part discusses the principles and countermeasures to deal with the group events of flight delay. Flight delays based on the theory of social combustion should lead to mass events, which should be eliminated from the natural sources of crisis (one is to improve laws and regulations, the other is to introduce third-party indemnity agencies-insurance companies).
