【摘要】：自1990年保稅區(qū)設(shè)立以來，我國(guó)已形成“以保稅港區(qū)和綜合保稅區(qū)為龍頭、以保稅物流園區(qū)、保稅物流中心、保稅區(qū)為樞紐，以保稅倉(cāng)和出口監(jiān)管倉(cāng)為基礎(chǔ)”的多元化、多層次的保稅物流體系。然而保稅物流也在發(fā)展過程中凸現(xiàn)出了一些問題。同一區(qū)域內(nèi)保稅物流區(qū)（各海關(guān)監(jiān)管區(qū)或場(chǎng)所）密度過高，功能重疊，導(dǎo)致大量資源浪費(fèi)和相互競(jìng)爭(zhēng)；保稅物流集群中的物流企業(yè)功能分散、規(guī)模較小，不能夠提供一體化的綜合性保稅物流解決方案。這嚴(yán)重了影響了我國(guó)保稅物流跨區(qū)域的國(guó)際化運(yùn)作要求。因此有必要加強(qiáng)我國(guó)保稅物流的戰(zhàn)略聯(lián)盟合作，實(shí)現(xiàn)規(guī)�；�、網(wǎng)絡(luò)化運(yùn)營(yíng)。 本文在對(duì)我國(guó)保稅物流體系、業(yè)務(wù)運(yùn)作模式及管理結(jié)構(gòu)的研究基礎(chǔ)上，依據(jù)物流網(wǎng)絡(luò)理論，指出保稅物流戰(zhàn)略聯(lián)盟包含兩個(gè)重要的維度：保稅物流集聚下的保稅物流企業(yè)戰(zhàn)略聯(lián)盟和以保稅物流區(qū)為核心的橫向一體化戰(zhàn)略聯(lián)盟，即保稅物流區(qū)戰(zhàn)略聯(lián)盟。并通過建立伯特蘭德寡頭博弈模型，，探討了保稅物流區(qū)戰(zhàn)略聯(lián)盟的必要性，指出戰(zhàn)略聯(lián)盟策略可有效的避免非合作博弈下“囚徒困境”，實(shí)現(xiàn)保稅物流區(qū)間的資源共享和優(yōu)勢(shì)互補(bǔ)；同時(shí)，通過建立演化博弈模型，得出保稅物流企業(yè)戰(zhàn)略聯(lián)盟的進(jìn)化穩(wěn)定策略解，在此基礎(chǔ)上，進(jìn)一步研究了保稅物流企業(yè)戰(zhàn)略聯(lián)盟的收益分配問題，利用改進(jìn)的Shapley值模型對(duì)物流企業(yè)聯(lián)盟的利益進(jìn)行了公平公正的分配。 最后，文章用實(shí)例驗(yàn)證了保稅物流戰(zhàn)略聯(lián)盟的實(shí)現(xiàn)途徑，指出保稅物流區(qū)戰(zhàn)略聯(lián)盟的實(shí)現(xiàn)離不開政府的推進(jìn)，行業(yè)協(xié)會(huì)在促進(jìn)保稅物流企業(yè)戰(zhàn)略聯(lián)盟中發(fā)揮著重要作用，同時(shí)保稅物流管委會(huì)還可以通過扮演第四方物流角色、搭建開放互聯(lián)的信息共享平臺(tái)等方式，以促進(jìn)保稅物流戰(zhàn)略聯(lián)盟的形成。 本文旨在從理論研究和實(shí)際應(yīng)用上促進(jìn)我國(guó)保稅物流聯(lián)盟整合，以構(gòu)建全國(guó)性的保稅物流網(wǎng)絡(luò)體系，實(shí)現(xiàn)全國(guó)范圍內(nèi)的網(wǎng)絡(luò)化運(yùn)營(yíng)。
[Abstract]:Since the establishment of the bonded area in 1990, China has formed the diversification of the "bonded port area and comprehensive bonded zone as the lead, bonded logistics park, bonded logistics center, bonded area as the hub, bonded warehouse and export supervision warehouse as the basis". Multi-level bonded logistics system. However, bonded logistics also has some problems in the process of development. The high density and overlapping functions of bonded logistics areas (customs control areas or places) in the same region lead to a large amount of waste of resources and mutual competition; logistics enterprises in bonded logistics clusters have scattered functions and small scale, Can not provide integrated bonded logistics solutions. This has seriously affected our country bonded logistics cross-regional internationalization operation requirements. Therefore, it is necessary to strengthen the strategic alliance cooperation of bonded logistics in China to realize large-scale and networked operation. Based on the research of bonded logistics system, business operation mode and management structure in China, this paper bases on the theory of logistics network. It is pointed out that the strategic alliance of bonded logistics includes two important dimensions: the strategic alliance of bonded logistics enterprises under the agglomeration of bonded logistics and the horizontal integrated strategic alliance with bonded logistics area as the core, that is, the strategic alliance of bonded logistics area. Through the establishment of Bertrand oligopoly game model, this paper discusses the necessity of strategic alliance in bonded logistics area, and points out that the strategy of strategic alliance can effectively avoid "prisoner's dilemma" under non-cooperative game. At the same time, by establishing the evolutionary game model, the evolutionary stable strategy solution of the strategic alliance of bonded logistics enterprises is obtained, and on this basis, In this paper, the problem of profit distribution of the strategic alliance of bonded logistics enterprises is further studied, and a fair and just distribution of the benefits of the alliance of logistics enterprises is carried out by using the improved Shapley value model. Finally, the paper verifies the way to realize the strategic alliance of bonded logistics with examples, and points out that the realization of strategic alliance of bonded logistics area can not be achieved without the promotion of the government, and the industry association plays an important role in promoting the strategic alliance of bonded logistics enterprises. At the same time, the bonded logistics management committee can also play the role of the fourth party logistics, build an open and interconnected information sharing platform to promote the formation of bonded logistics strategic alliance. The purpose of this paper is to promote the integration of bonded logistics alliance in China through theoretical research and practical application in order to construct a nationwide bonded logistics network system and realize nationwide networked operation.
