大連雙D港產(chǎn)業(yè)用地效率評價研究

【摘要】:開發(fā)區(qū)作為我國改革開放的特殊政策區(qū)在國家經(jīng)濟起飛過程中發(fā)揮了巨大作用,但是也經(jīng)常因為階段性的“開發(fā)區(qū)熱”,一直因土地資源浪費所詬病。然而我國的開發(fā)區(qū)設立的時間僅為30多年,針對開發(fā)區(qū)的土地利用已經(jīng)有了一定的研究基礎,作為我國經(jīng)濟對外開放與改革的先導區(qū),盡管各類開發(fā)區(qū)的功能定位不盡相同,但在開發(fā)區(qū)內(nèi)基本都形成了各具特色的產(chǎn)業(yè)集聚區(qū)。大連雙D港內(nèi)部數(shù)字制造產(chǎn)業(yè)園區(qū)、芯片產(chǎn)業(yè)園區(qū)、生物醫(yī)藥產(chǎn)業(yè)園區(qū)已初具規(guī)模,光電產(chǎn)業(yè)園區(qū)、IT產(chǎn)業(yè)園區(qū)現(xiàn)處于起步階段,另外還有發(fā)展備用地的開發(fā)潛力巨大,,而產(chǎn)業(yè)用地作為開發(fā)區(qū)內(nèi)部面積最大的用地類型,對于該用地類型的土地利用效率評價具有重要的理論意義及現(xiàn)實意義。 本文主要內(nèi)容如下: 第一章緒論與第二章雙D港發(fā)展概況,從本文的研究背景與意義出發(fā),針對國內(nèi)外土地集約利用研究的現(xiàn)狀進行評述,并介紹了本文的基本概念、理論基礎、影響土地集約利用的一般因素等,最后對本文的研究內(nèi)容與技術路線作簡要介紹。第二章主要從雙D港產(chǎn)業(yè)發(fā)展現(xiàn)狀、產(chǎn)業(yè)集聚程度與產(chǎn)業(yè)用地的發(fā)展特征與問題進行了分析。以上兩章為本文的研究奠定了理論與現(xiàn)實基礎。 第三章雙D港產(chǎn)業(yè)用地效率評價思路與方法。本章是在設定產(chǎn)業(yè)用地效率指標選取原則的基礎上,建立雙D港效率指數(shù)理論模型與基本模型,并在此基礎上確定雙D港各類指標的理想值。 第四章雙D港產(chǎn)業(yè)用地效率評價。通過設定基本地塊單元的劃分原則,通過基礎地圖與數(shù)據(jù)準備,確定雙D港產(chǎn)業(yè)用地效率的評價的“均質(zhì)”地塊單元,利用第三章所建立基本評價模型計算雙D港“均質(zhì)”地塊單元、各類產(chǎn)業(yè)園區(qū)、同類型產(chǎn)業(yè)用地的綜合利用效率,并對計算結(jié)果進行分析,結(jié)果發(fā)現(xiàn)除部分“均質(zhì)”地塊單元的用地效率較高外,其余地塊的用地效率基本上處于一般水平或利用效率較低,制造業(yè)產(chǎn)業(yè)用地的用地效率較高,其余類型的產(chǎn)業(yè)用地均比較低。 第五章雙D港產(chǎn)業(yè)用地的集約利用措施。針對雙D港產(chǎn)業(yè)用地效率利用現(xiàn)狀,提出促進雙D港產(chǎn)業(yè)用地集約利用水平與潛力的措施與建議。
[Abstract]:As a special policy area of China's reform and opening up, the development zone has played a great role in the process of national economic take-off, but it is often criticized for the waste of land resources because of the stage of "development zone fever". However, the time of establishment of the development zones in China is only more than 30 years. There has been a certain research foundation for the land use of the development zones. As the forerunner of our country's economic opening up and reform, although the function of the development zones is different, the functions of the development zones are not the same. But in the development zone has basically formed each characteristic industrial agglomeration area. The Digital Manufacturing Industrial Park, the Chip Industry Park, and the Biopharmaceutical Industrial Park in Dalian Shuang D Port are beginning to take shape. The photoelectric Industrial Park and the IT Industrial Park are now in their infancy. In addition, there is great potential for the development of reserve sites. As the largest type of land use in the development zone, industrial land use has important theoretical and practical significance for the evaluation of land use efficiency of this type of land use. The main contents of this paper are as follows: the first chapter is introduction and the second chapter is the development of double D Port. Based on the background and significance of this paper, the current situation of intensive land use research at home and abroad is reviewed. This paper also introduces the basic concept, theoretical basis, general factors affecting intensive land use, etc. Finally, the research content and technical route of this paper are briefly introduced. The second chapter analyzes the current situation of industrial development, the degree of industrial agglomeration and the characteristics and problems of industrial land use. The above two chapters lay a theoretical and practical foundation for this study. The third chapter double D port industrial land efficiency evaluation thought and method. On the basis of setting up the principle of selecting industrial land efficiency index, this chapter establishes the theoretical model and basic model of double D port efficiency index, and then determines the ideal value of all kinds of indexes of double D port. The fourth chapter is the evaluation of industrial land use efficiency of double D port. By setting up the division principle of the basic land block unit, and through the preparation of the basic map and data, the "homogeneous" block unit for the evaluation of the industrial land use efficiency of the double D port is determined. Using the basic evaluation model established in Chapter 3 to calculate the comprehensive utilization efficiency of the "homogeneous" plot unit, all kinds of industrial parks and the same type of industrial land, and to analyze the results of the calculation. The results showed that, except for some "homogeneous" block units, the land use efficiency of the other plots was basically at the general level or the utilization efficiency was low, and the land use efficiency of the manufacturing industry was higher. Other types of industrial land are relatively low. Chapter V measures of intensive utilization of industrial land in double D port. In view of the present situation of industrial land use efficiency in the double D port, the measures and suggestions for promoting the intensive utilization level and potential of the industrial land use in the double D port are put forward.
