【摘要】：受國(guó)際金融危機(jī)的影響,近年來國(guó)內(nèi)經(jīng)濟(jì)發(fā)展持續(xù)放緩,通脹壓力居高不下,為了抑制通貨膨脹,國(guó)內(nèi)緊縮的貨幣政策還在持續(xù)。全國(guó)各地許多大型基礎(chǔ)設(shè)施停建緩建,國(guó)內(nèi)建筑市場(chǎng)公開招標(biāo)項(xiàng)目較以前年度大幅減少,地方財(cái)政受國(guó)家宏觀調(diào)控的影響也現(xiàn)吃緊狀態(tài),地方上尤其是西部通過招商引資建設(shè)基礎(chǔ)設(shè)施日益廣泛,給民間資本以BOT模式進(jìn)入基礎(chǔ)設(shè)施建設(shè)提供了契機(jī)。 本文對(duì)貴都高速公路BOT項(xiàng)目的風(fēng)險(xiǎn)控制進(jìn)行了研究。本文站在項(xiàng)目公司的角度,首先闡述了貴都高速公路BOT項(xiàng)目管理現(xiàn)狀以及風(fēng)險(xiǎn)控制中存在的問題,對(duì)影響管理目標(biāo)實(shí)現(xiàn)的風(fēng)險(xiǎn)源進(jìn)行了識(shí)別,按其性質(zhì)分類為完工風(fēng)險(xiǎn)、政策風(fēng)險(xiǎn)、自然環(huán)境風(fēng)險(xiǎn)、成本超支風(fēng)險(xiǎn)、金融風(fēng)險(xiǎn)、市場(chǎng)風(fēng)險(xiǎn)和運(yùn)營(yíng)管理風(fēng)險(xiǎn)：接著對(duì)各項(xiàng)風(fēng)險(xiǎn)進(jìn)行了深入地分析,并運(yùn)用德爾菲法和定量定性分析法對(duì)項(xiàng)目風(fēng)險(xiǎn)進(jìn)行了總體評(píng)價(jià)。在風(fēng)險(xiǎn)分析評(píng)價(jià)的基礎(chǔ)上,針對(duì)項(xiàng)目風(fēng)險(xiǎn)控制中存在的問題和可能會(huì)發(fā)生的風(fēng)險(xiǎn),提出了具體的風(fēng)險(xiǎn)應(yīng)對(duì)措施。本文的研究旨在為中國(guó)交通建設(shè)集團(tuán)后續(xù)高速公路BOT項(xiàng)目的風(fēng)險(xiǎn)管理提供借鑒。
[Abstract]:Due to the impact of the international financial crisis, domestic economic development has slowed continuously in recent years, and inflationary pressures remain high. In order to curb inflation, domestic tightening monetary policy is continuing. Many large-scale infrastructure projects in various parts of the country have ceased to be built slowly, the open bidding projects in the domestic construction market have decreased substantially compared with previous years, and the local finance is also in a tight state under the influence of the state's macroeconomic regulation and control. The construction of infrastructure by attracting investment from local areas, especially in the west, is becoming more and more extensive, which provides an opportunity for folk capital to enter infrastructure construction in bot mode. This paper studies the risk control of bot project in Guidu Expressway. From the point of view of the project company, this paper firstly expounds the present situation of bot project management and the existing problems in risk control of Guidu Expressway, and identifies the risk sources that affect the realization of management objectives, and classifies it as the completion risk according to its nature. Policy risk, natural environment risk, cost overrun risk, financial risk, market risk and operational management risk. Delphi method and quantitative qualitative analysis are used to evaluate the overall risk of the project. On the basis of risk analysis and evaluation, this paper puts forward concrete measures to deal with the problems and possible risks in project risk control. The purpose of this paper is to provide reference for the risk management of the follow-up highway bot project of China Transportation Construction Group.
