【摘要】：隨著國(guó)內(nèi)高鐵運(yùn)營(yíng)線路的不斷增長(zhǎng)、運(yùn)營(yíng)速度的不斷提升、.高速動(dòng)車(chē)組的大批量上線,高鐵運(yùn)營(yíng)安全成了國(guó)人關(guān)注的焦點(diǎn)。高鐵運(yùn)營(yíng)安全是一個(gè)復(fù)雜的系統(tǒng)工程,涉及線路、供電、信號(hào)、工務(wù)、車(chē)輛等多個(gè)專(zhuān)業(yè),同樣需要多個(gè)部門(mén)的協(xié)同作業(yè),在這種背景下,本文選取最具影響力的國(guó)內(nèi)高速動(dòng)車(chē)組制造企業(yè)SF公司為研究對(duì)象,選取影響高鐵運(yùn)營(yíng)安全最重要的移動(dòng)裝備-動(dòng)車(chē)組運(yùn)用維護(hù)管理為研究?jī)?nèi)容,通過(guò)深入分析國(guó)內(nèi)外高速動(dòng)車(chē)組在運(yùn)用維護(hù)方面存在的差異,并結(jié)合中國(guó)高鐵管理現(xiàn)狀、技術(shù)現(xiàn)狀、人力資源現(xiàn)狀,以公司現(xiàn)有核心資源和能力為依據(jù),以動(dòng)車(chē)組運(yùn)用維護(hù)存在的問(wèn)題為突破口,初步構(gòu)建了以運(yùn)用維護(hù)組織結(jié)構(gòu)建設(shè)、管理流程優(yōu)化、技術(shù)支持、質(zhì)量控制、信息保證為主線的管理系統(tǒng),提出充分融合國(guó)外經(jīng)驗(yàn)和中國(guó)高鐵運(yùn)用環(huán)境的整體解決方案。 本研究主要包括以下六部分內(nèi)容： 第一部分,簡(jiǎn)要闡述了國(guó)內(nèi)高速動(dòng)車(chē)組運(yùn)用維護(hù)管理系統(tǒng)研究的背景及意義,并就本文的研究?jī)?nèi)容、方法進(jìn)行簡(jiǎn)單的脈絡(luò)整理。 第二部分,簡(jiǎn)要介紹SF公司動(dòng)車(chē)組運(yùn)用維護(hù)管理現(xiàn)狀及發(fā)展。 第三部分,通過(guò)國(guó)內(nèi)外高速動(dòng)車(chē)組運(yùn)用維護(hù)差異對(duì)照,深入分析國(guó)內(nèi)運(yùn)用維護(hù)管理存在的問(wèn)題,并以解決現(xiàn)有的問(wèn)題為突破口,結(jié)合SF公司的管理特點(diǎn)和企業(yè)資源,提出了可借鑒的國(guó)外經(jīng)驗(yàn)。 第四部分,詳細(xì)介紹SF公司動(dòng)車(chē)組運(yùn)用維護(hù)管理系統(tǒng)的基本構(gòu)架。 第五部分,通過(guò)SF公司動(dòng)車(chē)組運(yùn)用維護(hù)管理系統(tǒng)信息化系統(tǒng)功能描述,深入介紹SF公司動(dòng)車(chē)組運(yùn)用維護(hù)管理系統(tǒng)所倡導(dǎo)的“管理制度化、制度流程化、流程信息化”精髓。 第六部分,總結(jié)SF公司動(dòng)車(chē)組運(yùn)用維護(hù)管理系統(tǒng)創(chuàng)建取得的階段性成果,提出可供其他部門(mén)借鑒的經(jīng)驗(yàn)和教訓(xùn)。 本研究通過(guò)SF公司案例分析,深入剖析中國(guó)高鐵在動(dòng)車(chē)組運(yùn)用維護(hù)管理方面存在的深層次問(wèn)題,依托國(guó)內(nèi)首個(gè)企業(yè)級(jí)的動(dòng)車(chē)組運(yùn)用維護(hù)管理系統(tǒng)創(chuàng)建,不僅幫助SF公司進(jìn)一步提升公司動(dòng)車(chē)組運(yùn)用維護(hù)管理效率,改善企業(yè)內(nèi)部管理效能,而且為高速動(dòng)車(chē)組行業(yè)管理部門(mén)系統(tǒng)規(guī)劃、合理利用各種資源和能力來(lái)保證高鐵安全、可靠、高效運(yùn)營(yíng)提供了方向和經(jīng)驗(yàn)。
[Abstract]:With the continuous growth of domestic high-speed rail lines, the speed of operation continues to improve. High-speed EMU mass line, high-speed operation safety has become the focus of attention. The operation safety of high-speed railway is a complex system engineering, involving lines, power supply, signal, public works, vehicles and so on. It also needs the cooperation of many departments. In this context, In this paper, the most influential domestic high-speed EMU manufacturing company SF company is chosen as the research object, and the most important mobile equipment-EMU maintenance management, which affects the safety of high-speed rail operation, is selected as the research content. Through in-depth analysis of the differences in the operation and maintenance of high-speed EMU at home and abroad, and combined with the current situation of high-speed railway management, technology and human resources in China, based on the company's existing core resources and capabilities, Taking the problems existing in the application and maintenance of EMU as the breakthrough point, a management system with the main line of using maintenance organization structure construction, management process optimization, technical support, quality control and information assurance is preliminarily constructed. Put forward the overall solution that fully integrates foreign experience and Chinese high-speed railway operation environment. This research mainly includes the following six parts: the first part, briefly describes the domestic high-speed EMU maintenance management system research background and significance, and the research content of this paper, the method of a simple arrangement. The second part briefly introduces the current situation and development of the maintenance and management of SF EMU. In the third part, by comparing the difference of domestic and foreign high-speed EMU's application and maintenance, the author deeply analyzes the problems existing in domestic application and maintenance management, and takes solving the existing problems as the breakthrough point, combined with the management characteristics and enterprise resources of SF Company. The foreign experience that can be used for reference is put forward. In the fourth part, the basic framework of maintenance management system for SF EMU is introduced in detail. The fifth part, through the function description of SF company EMU application maintenance management system information system, deeply introduces the essence of "management systematization, system flow, flow information" advocated by SF company EMU application maintenance management system. In the sixth part, the author summarizes the stage achievements of the establishment of maintenance management system for EMU of SF Company, and puts forward some experiences and lessons for other departments to use for reference. Based on the case study of SF Company, this paper deeply analyzes the deep problems in the maintenance and management of EMU in China, relying on the establishment of maintenance management system for the first enterprise EMU in China. It not only helps SF Company to further enhance the efficiency of maintenance and management of EMU in the company, and improves the internal management efficiency of the enterprise, but also makes systematic planning for the management department of high-speed EMU industry, and reasonably uses all kinds of resources and capabilities to ensure the safety of high-speed railway. Reliable and efficient operation provides direction and experience.
