【摘要】:國(guó)民經(jīng)濟(jì)評(píng)價(jià)是對(duì)高速鐵路客運(yùn)建設(shè)項(xiàng)目進(jìn)行經(jīng)濟(jì)評(píng)價(jià)的重要組成部分。目前針對(duì)我國(guó)大力開發(fā)的高鐵建設(shè)項(xiàng)目,需要從國(guó)家經(jīng)濟(jì)發(fā)展角度出發(fā),對(duì)高速鐵路客運(yùn)建設(shè)項(xiàng)目進(jìn)行科學(xué)、全面、客觀地國(guó)民經(jīng)濟(jì)評(píng)價(jià),正確地分析現(xiàn)行高速鐵路開通運(yùn)行后的綜合經(jīng)濟(jì)效益,所以,必須對(duì)國(guó)民經(jīng)濟(jì)評(píng)價(jià)參數(shù)進(jìn)行分析研究。 高速鐵路客運(yùn)建設(shè)項(xiàng)目國(guó)民經(jīng)濟(jì)評(píng)價(jià)涉及到的關(guān)鍵參數(shù)很多,而本文主要對(duì)影子價(jià)格、社會(huì)折現(xiàn)率、旅客運(yùn)輸時(shí)間價(jià)值、創(chuàng)造就業(yè)價(jià)值等主要國(guó)民經(jīng)濟(jì)評(píng)價(jià)參數(shù)的選取進(jìn)行研究。在影子價(jià)格方面,采用國(guó)際市場(chǎng)法與成本分解法來(lái)計(jì)算建設(shè)材料的影子價(jià)格,同時(shí)考慮用土地的機(jī)會(huì)成本來(lái)計(jì)算土地的影子價(jià)格。對(duì)于社會(huì)折現(xiàn)率問題,本文運(yùn)用系統(tǒng)分析的思想,提出求解折現(xiàn)率的綜合方法。在旅客運(yùn)輸時(shí)間價(jià)值參數(shù)的估算上,本文分析了國(guó)內(nèi)外目前采用的估算模型,針對(duì)現(xiàn)存方法的缺陷,采用將工作時(shí)間與休閑時(shí)間分類計(jì)算的方法來(lái)估算時(shí)間價(jià)值,使高鐵客運(yùn)節(jié)約時(shí)間的價(jià)值計(jì)算更加趨于合理。對(duì)于創(chuàng)造就業(yè)價(jià)值的估算參數(shù)問題,由于我國(guó)暫還沒有系統(tǒng)的研究,因此本文采用相關(guān)數(shù)據(jù)分析及成果參照法,結(jié)合我國(guó)高鐵運(yùn)營(yíng)后帶來(lái)的就業(yè)方面相關(guān)的統(tǒng)計(jì)數(shù)據(jù)來(lái)估算。 最后運(yùn)用上述相關(guān)參數(shù)對(duì)JJ城際高速鐵路進(jìn)行國(guó)民經(jīng)濟(jì)后評(píng)價(jià),結(jié)果表明本論文所提出的國(guó)民經(jīng)濟(jì)評(píng)價(jià)主要參數(shù)的模型及選定具有很好的理論和實(shí)踐應(yīng)用價(jià)值,不僅豐富了高速鐵路客運(yùn)建設(shè)項(xiàng)目國(guó)民經(jīng)濟(jì)評(píng)價(jià)理論方法,而且為交通部門進(jìn)行項(xiàng)目建設(shè)及評(píng)價(jià)的科學(xué)決策提供了參考依據(jù)。
[Abstract]:National economic evaluation is an important part of economic evaluation of high-speed railway passenger transport construction project. At present, for the high-speed railway construction projects vigorously developed in China, it is necessary to carry out a scientific, comprehensive and objective national economic evaluation of the high-speed railway passenger transport construction projects from the point of view of the national economic development. The comprehensive economic benefit of the current high-speed railway is analyzed correctly, so the evaluation parameters of the national economy must be analyzed and studied. There are a lot of key parameters involved in the national economic evaluation of high-speed railway passenger transport construction project. However, this paper mainly deals with shadow price, social discount rate, passenger transport time value. The selection of main national economic evaluation parameters, such as creating employment value, is studied. In the aspect of shadow price, the international market method and cost decomposition method are used to calculate the shadow price of construction materials, and the opportunity cost of land is considered to calculate the shadow price of land. For the problem of social discount rate, this paper puts forward a comprehensive method to solve the problem of social discount rate by using the idea of systematic analysis. In the estimation of time value parameters of passenger transport, this paper analyzes the estimation models used at home and abroad, aiming at the defects of the existing methods, the method of classifying working time and leisure time is used to estimate the time value. Make the value calculation of saving time of high-speed passenger transport more reasonable. As there is no systematic research on the estimation parameters of the value of employment in China, this paper uses the method of data analysis and reference to the results, combined with the related statistical data of employment after the operation of high-speed rail in China. Finally, the national economic post-evaluation of JJ intercity high-speed railway is carried out by using the above parameters. The results show that the model and selection of the main parameters of the national economic evaluation presented in this paper have good theoretical and practical application value. It not only enriches the theory and method of national economic evaluation of high-speed railway passenger transport construction project, but also provides a reference for the scientific decision of project construction and evaluation in traffic department.
