長江干線湖北段綜合貨運通道發(fā)展評價研究

【摘要】:交通運輸是社會和經(jīng)濟發(fā)展的先決條件和重要保障,對促進區(qū)域間資源的合理配置和社會分工起到重要作用。湖北省地處長江中游,九省通衢,是我國中部地區(qū)重要的交通運輸節(jié)點。優(yōu)越的地理位置和良好的經(jīng)濟發(fā)展勢頭為長江干線湖北段綜合貨物運輸通道的建設和發(fā)展創(chuàng)造了得天獨厚的條件和穩(wěn)定的貨源,而隨之引發(fā)的更為迫切的貨物運輸需求也對長江干線湖北段綜合貨運通道的進一步建設和完善提出了更高的要求。針對綜合貨物運輸通道內不同種運輸方式的情況進行準確評價與定位,既是提高綜合運輸體系效率的重要手段,也是對運輸網(wǎng)絡進行合理規(guī)劃的有力保證。 本文首先介紹了綜合運輸通道的內涵及類型,并對目前綜合運輸評價研究中選用的評價方法及其存在的不足進行了分析。其次,分析了長江干線湖北段綜合貨運通道的基礎設施和運營情況,并指出了目前綜合貨運通道建設存在的問題。在建立評價模型時,先從貨主企業(yè)、運輸企業(yè)和政府部門三個角度闡述了綜合貨運通道評價的必要性,在經(jīng)過對多種評價方法進行比較以后,選擇了基于離散突變-模糊物元法的評價模型。在實證分析部分,結合長江干線湖北段綜合貨物運輸通道的特性,選定鐵路、公路及水路三種運輸方式作為研究對象,從經(jīng)濟、技術、社會和可持續(xù)發(fā)展四個方面建立了多層次貨物運輸通道評價體系,并對定性和定量指標分別進行了評分和計算。 針對現(xiàn)有運輸方式評價存在的模糊性及不確定性,以及傳統(tǒng)定權方法在客觀性與準確性上的不足,本文采用模糊物元法對評價體系內各指標數(shù)據(jù)進行處理,并引入離散系數(shù)法計算各評價指標的權重。然后根據(jù)評價體系的結構和各評價指標的相對重要性與邏輯關系,并結合之前得到的權重數(shù)據(jù),用突變評價法對模糊物元評價法得出的計算結果進行優(yōu)化處理,計算出各種運輸方式的貼近度,從而完成對各種運輸方式的評價。根據(jù)貼近度的計算結果,運用1ogit模型計算出綜合貨運通道內三種運輸方式的分擔率。最后根據(jù)模型的評價結果,提出相應的綜合貨運通道協(xié)同發(fā)展的建設策略。
[Abstract]:Transportation is the prerequisite and important guarantee for the development of society and economy. It plays an important role in promoting the rational allocation of resources and the social division of labor. Hubei province is located in the middle reaches of the Yangtze River and the thoroughfare of the nine provinces. It is an important transportation node in the central region of China. The superior geographical position and good economic development trend are the Yangtze River main line Lake The construction and development of the northern section of the comprehensive cargo transport channel has created a unique and stable source of goods, and the more urgent demand for freight transport has also raised a higher requirement for the further construction and improvement of the Hubei section of the Yangtze River trunk line. Accurate evaluation and location are both important means to improve the efficiency of integrated transportation system, and also a powerful guarantee for reasonable planning of transportation network.
This paper first introduces the connotation and types of comprehensive transport channel, and analyzes the evaluation methods and shortcomings in the comprehensive transportation evaluation research. Secondly, it analyzes the infrastructure and operation of the comprehensive freight channel in the Hubei section of the Yangtze River, and points out the existing problems in the construction of the comprehensive freight channel. In the establishment of evaluation model, the necessity of comprehensive freight channel evaluation is expounded from three angles of cargo owners, transportation enterprises and government departments. After comparing a variety of evaluation methods, the evaluation model based on discrete catastrophe fuzzy matter element method is selected. In the empirical analysis part, combined with the Hubei section of the Yangtze River, the comprehensive goods are combined. The characteristics of the transport channel are selected as the research object of the three modes of transportation, such as railway, highway and waterway. From the four aspects of economy, technology, society and sustainable development, the multi-level transportation channel evaluation system has been established, and the qualitative and quantitative indexes are evaluated and calculated respectively.
In view of the fuzziness and uncertainty existing in the evaluation of existing modes of transportation, and the shortcomings of the objectivity and accuracy of the traditional method of weight determination, the fuzzy matter element method is used to deal with the index data in the evaluation system, and the weight weight of each evaluation index is calculated by the discrete coefficient method. Then, the structure of the evaluation system and the evaluation of the evaluation system are also evaluated. The relative importance of the index and the logical relation, combined with the weight data obtained before, with the mutation evaluation method to optimize the calculation results obtained by the fuzzy matter-element evaluation method, and calculate the close degree of various transportation modes, so as to complete the evaluation of various modes of transportation. The 1ogit model is used to calculate the result of the calculation of the root according to the close degree. Finally, according to the evaluation results of the model, the corresponding strategies for the coordinated development of the integrated freight corridor are put forward based on the evaluation results of the three models.
