基于中立交叉DEA模型的鐵路運(yùn)輸企業(yè)運(yùn)營效率評價(jià)研究

【摘要】:隨著我國社會(huì)主義市場經(jīng)濟(jì)的快速發(fā)展,鐵路運(yùn)輸企業(yè)出現(xiàn)了管理效率低下、市場份額縮水等問題,而提高鐵路運(yùn)輸企業(yè)的運(yùn)營效率是解決這些問題的主要途徑。因此鐵路運(yùn)輸企業(yè)運(yùn)營效率的評價(jià)引起了鐵路工作者越來越多的關(guān)注。然而在鐵路運(yùn)輸企業(yè)運(yùn)營實(shí)踐中,運(yùn)營效率的高低很大程度上受到客觀基礎(chǔ)條件優(yōu)劣的影響。如何客觀、公正地評價(jià)鐵路運(yùn)輸企業(yè)運(yùn)營效率,對提高鐵路運(yùn)輸企業(yè)運(yùn)營管理水平具有重要的理論與實(shí)際意義。 本文首先闡述了鐵路運(yùn)輸企業(yè)運(yùn)營效率評價(jià)研究的背景,分析了國內(nèi)外對鐵路運(yùn)輸企業(yè)運(yùn)營效率評價(jià)研究現(xiàn)狀,給出了本文的研究內(nèi)容;然后,介紹了我國鐵路運(yùn)營管理和效率評價(jià)的相關(guān)理論;其次,從外部和內(nèi)部環(huán)境因素兩方面系統(tǒng)地分析了影響鐵路運(yùn)輸企業(yè)運(yùn)營效率的各類因素,結(jié)合鐵路運(yùn)輸企業(yè)運(yùn)營效率評價(jià)指標(biāo)選取原則,建立了鐵路運(yùn)輸企業(yè)運(yùn)營效率評價(jià)指標(biāo)體系;在分析了DEA基本模型和對抗仁慈性交叉效率評價(jià)方法局限性的基礎(chǔ)上,結(jié)合鐵路運(yùn)輸企業(yè)競爭與協(xié)作并存的特征,構(gòu)建了中立交叉DEA評價(jià)模型,并給出了鐵路運(yùn)輸企業(yè)運(yùn)營綜合效率、技術(shù)效率和規(guī)模效率的評價(jià)步驟;最后利用該模型和方法對我國18個(gè)鐵路局的運(yùn)營效率進(jìn)行了實(shí)證分析,并給出了理論上改善運(yùn)營效率的解決方案。
[Abstract]:With the rapid development of socialist market economy in our country, railway transportation enterprises have some problems, such as low management efficiency and shrinking market share. The main way to solve these problems is to improve the operation efficiency of railway transport enterprises. Therefore, more and more railway workers pay more and more attention to the evaluation of operational efficiency of railway transport enterprises. However, in the operation practice of railway transportation enterprises, the operational efficiency is greatly affected by the advantages and disadvantages of the objective basic conditions. How to evaluate the operation efficiency of railway transportation enterprises objectively and impartially is of great theoretical and practical significance to improve the level of operation and management of railway transport enterprises. This paper firstly expounds the background of the research on the evaluation of railway transportation enterprises' operational efficiency, analyzes the present situation of the domestic and foreign research on the evaluation of the railway transportation enterprises' operational efficiency, and gives the research contents of this paper. This paper introduces the relevant theories of railway operation management and efficiency evaluation in China. Secondly, it systematically analyzes the various factors that affect the operation efficiency of railway transportation enterprises from the external and internal environmental factors. Combined with the selection principle of operational efficiency evaluation index of railway transportation enterprises, the evaluation index system of railway transportation enterprises' operational efficiency is established, and the limitation of DEA basic model and cross-efficiency evaluation method of resisting mercy is analyzed. Combining the characteristics of competition and cooperation of railway transportation enterprises, this paper constructs a neutral cross-DEA evaluation model, and gives the evaluation steps of comprehensive operational efficiency, technical efficiency and scale efficiency of railway transport enterprises. Finally, using the model and method, the paper makes an empirical analysis of the operation efficiency of 18 railway administrations in China, and gives a solution to improve the operation efficiency in theory.
