【摘要】：針對我國高速鐵路委托運營管理現(xiàn)狀,分析我國既有合資鐵路的3種運營管理模式——自管自營模式、部分委托模式和委托運輸模式。在闡述高速鐵路運營管理模式選擇應遵循原則的基礎上,從鐵路項目技術(shù)參數(shù)、客流結(jié)構(gòu)、平行線路競合關系、運輸價格、區(qū)域內(nèi)其他高速鐵路發(fā)展關系等方面,探討高速鐵路運營管理模式選擇的影響因素,提出高速鐵路運營管理模式的選擇方案建議。
[Abstract]:In view of the present situation of entrusted operation and management of high-speed railway in China, this paper analyzes three modes of operation and management of existing joint-venture railways in China, namely self-management mode, partial entrustment mode and entrusted transportation mode. On the basis of expounding the principles that should be followed in the selection of high-speed railway operation and management mode, from the aspects of railway project technical parameters, passenger flow structure, parallel route competing relationship, transportation price, and other high-speed railway development relations in the region, etc. This paper probes into the factors influencing the choice of the operation and management mode of the high-speed railway, and puts forward some suggestions for the selection of the operation and management mode of the high-speed railway.
