【摘要】：隨著我國(guó)改革開(kāi)放和經(jīng)濟(jì)建設(shè)的快速發(fā)展,建設(shè)項(xiàng)目的可行性研究工作越來(lái)越受到政府部門(mén)和企業(yè)經(jīng)營(yíng)者的重視。通過(guò)借鑒西方發(fā)達(dá)國(guó)家在可行性研究方面的優(yōu)點(diǎn),并結(jié)合我國(guó)國(guó)情進(jìn)行不斷探索,我國(guó)的可行性研究工作取得了較大的進(jìn)步。 本文運(yùn)用了可行性研究的一般方法,通過(guò)研究調(diào)查,結(jié)合企業(yè)的實(shí)際情況,對(duì)“武漢新港白滸山港區(qū)某碼頭一期工程”項(xiàng)目可行性進(jìn)行了分析論證。武漢新港現(xiàn)有集裝箱碼頭均集中在長(zhǎng)江左岸的楊泗、陽(yáng)邏港區(qū)。2009年,《武漢新港空間發(fā)展規(guī)劃》布局了“一區(qū)、兩港、五城、十二園”,其中“一區(qū)”即為楊泗港口商務(wù)區(qū)。根據(jù)規(guī)劃,位于市中心的楊泗港區(qū)逐步外遷煤炭轉(zhuǎn)運(yùn)與集裝箱功能,將集裝箱全部轉(zhuǎn)移至陽(yáng)邏保稅港區(qū)、白滸山-三江保稅港區(qū)。由此可見(jiàn),盡快建設(shè)擬建工程既填補(bǔ)了長(zhǎng)江右岸集裝箱功能空白,同時(shí)促進(jìn)了武漢新港集裝箱布局調(diào)整。 通過(guò)對(duì)項(xiàng)目現(xiàn)狀評(píng)價(jià)及建設(shè)條件、市場(chǎng)情況及業(yè)態(tài)分析、建設(shè)規(guī)模、項(xiàng)目技術(shù)等方面的可行性、項(xiàng)目風(fēng)險(xiǎn)、項(xiàng)目計(jì)劃及投資等進(jìn)行了研究,得出了有效的結(jié)論,幫助決策者做出了正確的決策。通過(guò)對(duì)武漢新港白滸山港區(qū)某碼頭一期工程的可行性分析,得出本項(xiàng)目在技術(shù)、財(cái)務(wù)、社會(huì)效益等方面是可行的結(jié)論。
[Abstract]:With the rapid development of China's reform and opening up and economic construction, more and more attention has been paid to the feasibility study of construction projects by government departments and business operators. By drawing lessons from the advantages of the western developed countries in the feasibility study, and combining with the situation of our country, we have made great progress in the feasibility research work in our country. This paper applies the general method of feasibility study, through investigation, combining with the actual situation of enterprises, analyzes and proves the feasibility of the project "one Phase Project of a Wharf in Baihu Mountain District, New Port of Wuhan". The existing container terminals of the new port of Wuhan are all concentrated in Yangsi and Yangluo Port area on the left bank of the Yangtze River. In 2009, the layout of "one area, two ports, five cities and twelve gardens" was laid out in the "one area, two ports, five cities and twelve gardens", in which "one area" is the Yangsi port business district. According to the plan, Yangsi Port, located in the center of the city, gradually relocated the coal transfer and container functions, and transferred all the containers to Yangluo bonded Port area and Baihu Shan-Sanjiang bonded Port area. It can be seen that the proposed construction project not only fills up the empty function of container on the right bank of Yangtze River, but also promotes the adjustment of container layout in Wuhan Newport. Based on the analysis of the status quo of the project and the conditions of construction, the market situation, the construction scale, the feasibility of the project technology, the project risk, the project plan and the investment, the effective conclusion is drawn. Help decision makers make the right decisions. Based on the feasibility analysis of a wharf in Baichang Mountain Port District of New Port of Wuhan, this paper draws the conclusion that the project is feasible in terms of technology, finance and social benefits.
