基于BSC的汽車運(yùn)輸企業(yè)信息化績效評(píng)價(jià)研究

【摘要】:在激烈的市場(chǎng)競爭環(huán)境中,為了適應(yīng)多變的市場(chǎng)需求,企業(yè)管理者逐漸意識(shí)到信息技術(shù)(IT)已經(jīng)成為企業(yè)組織提高競爭能力和競爭優(yōu)勢(shì)的主要途徑和手段。對(duì)于企業(yè)來講,信息化的浪潮既是嚴(yán)峻的考驗(yàn),更是一次千載難逢的機(jī)遇。 當(dāng)前,我國汽車運(yùn)輸企業(yè)的信息化建設(shè)也紛紛進(jìn)入到實(shí)際應(yīng)用階段,,許多企業(yè)借助IT來改善其經(jīng)營方式和整體的運(yùn)作。其中,汽車運(yùn)輸企業(yè)信息化的內(nèi)容主要有內(nèi)部管理的信息化、人力資源管理的信息化以及客戶關(guān)系管理和供應(yīng)鏈管理的信息化三個(gè)方面的內(nèi)容。在信息化建設(shè)過程中,暴露出一些問題,企業(yè)無法對(duì)信息化績效進(jìn)行及時(shí)有效的評(píng)估,這就導(dǎo)致企業(yè)的信息化投資無法得到可靠的衡量。 企業(yè)信息化具有滲透力、聚合力、增值力等特性決定了信息化績效評(píng)價(jià)的復(fù)雜性,本文認(rèn)識(shí)到企業(yè)信息化績效評(píng)價(jià)的不僅僅是一種事后結(jié)果性的績效,而且還蘊(yùn)含著企業(yè)運(yùn)營優(yōu)化以及可持續(xù)性能力提升等過程績效。但是傳統(tǒng)的績效衡量體系往往基于財(cái)務(wù)角度,忽略對(duì)隱性收益,長期收益的評(píng)估,難以做到信息化過程和效果評(píng)價(jià)的統(tǒng)一。 所以,本文在平衡計(jì)分卡(BSC)的基礎(chǔ)上進(jìn)行拓展和延伸,針對(duì)汽車運(yùn)輸企業(yè)信息化的特點(diǎn),從財(cái)務(wù)、客戶、內(nèi)部過程、學(xué)習(xí)與成長四個(gè)角度構(gòu)建信息化績效評(píng)價(jià)體系,實(shí)現(xiàn)評(píng)價(jià)過程和結(jié)果的統(tǒng)一。由于信息化績效評(píng)價(jià)過程中數(shù)據(jù)存在不確定性和灰色性,為了能夠真實(shí)地反映評(píng)價(jià)指標(biāo)的客觀內(nèi)容,并且確保描述各個(gè)評(píng)價(jià)指標(biāo)的等級(jí)信息都能發(fā)揮作用,本文提出了基于灰色理論的模糊綜合評(píng)價(jià)模型。 最后,本文將構(gòu)建的信息化績效評(píng)價(jià)指標(biāo)體系和綜合評(píng)價(jià)模型應(yīng)用到某汽車運(yùn)輸企業(yè)中,在一定程度上驗(yàn)證了模型的有效性和合理性。
[Abstract]:In the fierce market competition environment, in order to adapt to the changing market demand, enterprise managers gradually realize that information technology (IT) has become the main way and means for enterprises to improve their competitive ability and competitive advantage. For enterprises, the tide of information is not only a severe test, but also a once-in-a-lifetime opportunity. At present, the informationization construction of automobile transportation enterprises in our country has also entered into the practical application stage one after another. Many enterprises use IT to improve their operation mode and the whole operation. Among them, the content of automobile transportation enterprise information mainly includes the information of internal management, human resource management, customer relationship management and supply chain management. In the process of informatization construction, some problems are exposed, and the enterprise can not evaluate the informatization performance in a timely and effective manner, which leads to the enterprise's information investment can not be reliably measured. Enterprise informatization has the characteristics of permeability, convergence, value-added and so on, which determines the complexity of informatization performance evaluation. This paper recognizes that enterprise informatization performance evaluation is not only a kind of after-result performance. It also contains process performance such as optimization of enterprise operation and promotion of sustainability ability. However, the traditional performance measurement system is often based on the financial perspective, neglecting the evaluation of implicit income and long-term income, it is difficult to achieve the integration of information process and effect evaluation. Therefore, based on the balanced Scorecard (BSC), this paper develops and extends the informatization performance evaluation system based on the characteristics of automobile transportation enterprises from the aspects of finance, customer, internal process, learning and growth. Unifying the evaluation process and results. Because of the uncertainty and grey of the data in the process of information performance evaluation, in order to reflect the objective content of the evaluation index, and ensure that the grade information describing each evaluation index can play a role. This paper presents a fuzzy comprehensive evaluation model based on grey theory. Finally, this paper applies the information performance evaluation index system and the comprehensive evaluation model to a certain automobile transportation enterprise, to a certain extent, verifies the validity and rationality of the model.
