民用運(yùn)輸機(jī)場項(xiàng)目鄰避風(fēng)險(xiǎn)管理研究

【摘要】:隨著我國經(jīng)濟(jì)的互融互通逐步深入,人民生活水平不斷提高,大眾對于出行方式有了更高的要求。航空出行方式以其便捷性和舒適性逐步成為民眾的優(yōu)先選擇。當(dāng)前,國內(nèi)的運(yùn)輸機(jī)場主要集中在重點(diǎn)城市,數(shù)量也相對較少,遠(yuǎn)遠(yuǎn)不能滿足航空便捷出行的需求。為解決這一矛盾,國家交通運(yùn)輸部民用航空局和各級地方政府規(guī)劃建設(shè)大量運(yùn)輸機(jī)場,比如北京新機(jī)場、成都天府機(jī)場等一批重點(diǎn)機(jī)場建設(shè)項(xiàng)目已如火如荼展開。然而,民用運(yùn)輸機(jī)場屬于典型的“鄰避設(shè)施”建設(shè)項(xiàng)目,即“不要建在我家后院的項(xiàng)目”,在推動區(qū)域經(jīng)濟(jì)發(fā)展和便捷民眾出行的同時(shí),這種項(xiàng)目可能會給周邊生態(tài)環(huán)境和居民生活帶來一定的負(fù)面影響,比如環(huán)境污染、噪音污染等,容易引發(fā)周邊居民的不滿,情緒激化時(shí)甚至可能爆發(fā)群體性事件,導(dǎo)致項(xiàng)目建設(shè)受阻、停工甚至取消。目前關(guān)于“鄰避”課題的研究主要集中在“鄰避設(shè)施”的定義、“鄰避心理”和“鄰避情結(jié)”的形成等方面,但針對鄰避風(fēng)險(xiǎn)的防控研究,特別是針對民用運(yùn)輸機(jī)場鄰避風(fēng)險(xiǎn)的防控研究相對較少,這對企業(yè)實(shí)際的工程項(xiàng)目管理難以形成有效指導(dǎo)和借鑒。綜合上述分析,本文以機(jī)場項(xiàng)目管理的需求為切入點(diǎn),將研究重點(diǎn)集中在國有企業(yè)建設(shè)和運(yùn)營民用運(yùn)輸機(jī)場時(shí)防控鄰避風(fēng)險(xiǎn)這一方向,以規(guī)避民用運(yùn)輸機(jī)場建設(shè)及運(yùn)營時(shí)可能面臨的鄰避風(fēng)險(xiǎn)。本文首先對當(dāng)前民用運(yùn)輸機(jī)場的現(xiàn)狀及發(fā)展規(guī)劃、鄰避風(fēng)險(xiǎn)的概念進(jìn)行了介紹,闡明國有企業(yè)在建設(shè)和運(yùn)營民用運(yùn)輸機(jī)場時(shí)防控鄰避風(fēng)險(xiǎn)的必要性和意義;其次,本文通過研究項(xiàng)目風(fēng)險(xiǎn)管理理論,分析國內(nèi)近年來鄰避型群體事件發(fā)生的原因與規(guī)律,識別可能導(dǎo)致民用運(yùn)輸機(jī)場建設(shè)和運(yùn)營中發(fā)生鄰避型群體事件的風(fēng)險(xiǎn)源,構(gòu)建了“基于環(huán)評的風(fēng)險(xiǎn)評估體系”和“基于層次分析法的風(fēng)險(xiǎn)評估體系”的組合評估模型,提出了合理防控民用運(yùn)輸機(jī)場鄰避風(fēng)險(xiǎn)的措施;最后,本文以成都天府機(jī)場項(xiàng)目為研究案例,驗(yàn)證了鄰避風(fēng)險(xiǎn)組合評估模型及相關(guān)防控措施的可行性及合理性。本文的研究成果可對民用運(yùn)輸機(jī)場建設(shè)和運(yùn)營的相關(guān)決策者提供直接的參考意見,亦可為軍用機(jī)場、通用機(jī)場以及其它鄰避項(xiàng)目提供借鑒。
[Abstract]:With the deepening of our economy and the improvement of people's living standard, the masses have higher requirements for travel mode. Air travel mode with its convenience and comfort gradually become the first choice of people. At present, domestic transport airports are mainly concentrated in key cities, and the number is relatively small, which is far from meeting the demand of convenient air travel. To solve this contradiction, the Civil Aviation Administration of the State Ministry of Transport and local governments at all levels are planning to build a large number of transport airports, such as the new airport in Beijing and the Tianfu Airport in Chengdu, and a number of key airport construction projects have been in full swing. However, the civil transport airport is a typical "neighborhood facility" project, that is, "Don't build in my backyard." while promoting regional economic development and convenient public travel, Such projects may have a certain negative impact on the surrounding ecological environment and residents' lives, such as environmental pollution, noise pollution, and so on, which can easily lead to discontent among the surrounding residents, and may even erupt into mass incidents when the mood intensifies. As a result, the construction of the project was blocked and even cancelled. At present, the research on the topic of "neighbor avoidance" mainly focuses on the definition of "neighbor avoidance facility", the formation of "neighbor avoidance psychology" and "neighbor avoidance complex", but the study on prevention and control of adjacent avoidance risk. Especially, the research on the prevention and control of civil transportation airport adjacent risk avoidance is relatively few, which is difficult to form effective guidance and reference to the actual project management of enterprises. Based on the above analysis, this paper focuses on the direction of prevention and control of risk avoidance in the construction and operation of civil transport airport by state-owned enterprises, taking the demand of airport project management as the starting point. In order to avoid the civil transport airport construction and operation may face adjacent risk avoidance. This paper firstly introduces the present situation and development plan of civil transport airport, the concept of adjacent risk avoidance, and expounds the necessity and significance of preventing and controlling adjacent risk avoidance in the construction and operation of civil transport airport by state-owned enterprises. By studying the theory of project risk management, this paper analyzes the causes and rules of adjacent group events in China in recent years, and identifies the risk sources that may lead to the occurrence of adjacent group events in the construction and operation of civil transport airports. The combined assessment model of "risk assessment system based on environmental impact assessment" and "risk assessment system based on AHP" is constructed, and the measures to prevent and control the risk avoidance of civil transportation airport are put forward. Taking Chengdu Tianfu Airport Project as a case study, this paper verifies the feasibility and rationality of adjacent risk avoidance combination assessment model and related prevention and control measures. The research results of this paper can provide direct reference for the decision makers of civil transportation airport construction and operation, as well as for military airports, general airports and other neighboring projects.
