【摘要】：中國高鐵依托國內(nèi)市場的快速發(fā)展積累了豐富的運營經(jīng)驗,在購買國外專利技術(shù)和自有技術(shù)積累的基礎(chǔ)上,開發(fā)了具有自主知識產(chǎn)權(quán)的高鐵技術(shù)體系,具有明顯的成本優(yōu)勢和總體競爭優(yōu)勢。面臨高鐵建設(shè)巨大的國際市場需求,中國高鐵國際化發(fā)展迎來重要機遇。但是政府和企業(yè)仍需要對中國高鐵國際化發(fā)展的復(fù)雜性有清醒的認(rèn)識,才能使中國高鐵在國際化過程中降低風(fēng)險,實現(xiàn)合作。本文對中國高鐵國際化發(fā)展的市場機遇、比較優(yōu)勢和國際政治因素及它們之間的互動影響進行了分析,提出在高鐵輸出過程中,輸出設(shè)備與輸出標(biāo)準(zhǔn)并重,建立合作共贏的思路和舉措,進一步進行技術(shù)創(chuàng)新,加快高鐵國際專利布局,簽訂國家間建設(shè)協(xié)議,通過國際多邊金融機構(gòu)開展融資,從而降低風(fēng)險等諸項國際化發(fā)展對策建議。
[Abstract]:Relying on the rapid development of the domestic market, China's high-speed rail has accumulated rich operational experience. On the basis of the acquisition of foreign patent technology and the accumulation of its own technology, it has developed a high-speed rail technology system with its own intellectual property rights. It has obvious cost advantage and overall competitive advantage. Faced with the huge international market demand for high-speed rail construction, China's high-speed rail international development ushered in an important opportunity. But the government and enterprises still need to have a clear understanding of the complexity of the internationalization of high-speed rail in China in order to reduce the risks and achieve cooperation in the process of internationalization of high-speed rail in China. This paper analyzes the market opportunities, comparative advantages, international political factors and their interaction in the internationalization of high-speed rail in China, and points out that in the process of high-speed rail export, the output equipment and the output standard are equally important. To establish ideas and initiatives for win-win cooperation, further technological innovation, speed up the distribution of international patents for high-speed rail, sign construction agreements between countries, and develop financing through international multilateral financial institutions. So as to reduce the risk and other international development countermeasures.
