【摘要】：隨著農(nóng)村公路快速發(fā)展，各級(jí)政府在加強(qiáng)農(nóng)村公路供給的同時(shí)，更加注重社會(huì)管理和公共服務(wù)職能的實(shí)現(xiàn)，并且關(guān)注其在農(nóng)村公路供給管理中社會(huì)作用的發(fā)揮。那么，在目前狀況下，地方政府在農(nóng)村公路供給管理中有什么職責(zé)作用，這些作用的發(fā)揮現(xiàn)狀如何，對(duì)地方政府在農(nóng)村公路供給管理中的作用應(yīng)有怎樣的評(píng)價(jià)，這直接影響農(nóng)村公路的有效供給以及地方政府的績(jī)效，因此，對(duì)于地方政府在農(nóng)村公路供給管理中作用的評(píng)價(jià)研究顯得日益重要。 本文結(jié)合農(nóng)村公路供給管理過(guò)程，從西安市地方在農(nóng)村公路供給前期的資金主導(dǎo)作用、供給中的相關(guān)利益協(xié)調(diào)作用、供給后養(yǎng)護(hù)管理的監(jiān)督作用三個(gè)階段進(jìn)行分析，通過(guò)理論和現(xiàn)實(shí)的對(duì)比分析對(duì)西安市地方政府的作用進(jìn)行評(píng)價(jià)，接著通過(guò)建立指標(biāo)體系對(duì)西安市地方政府的整體作用進(jìn)行綜合評(píng)價(jià)。最后根據(jù)存在的問(wèn)題提出了西安市地方政府在農(nóng)村公路供給管理中有效發(fā)揮作用的建議。 通過(guò)研究主要得到如下結(jié)論： （1）西安市地方政府在農(nóng)村公路供給前期資金籌集中的主導(dǎo)作用有待提高，從目前資金的狀況來(lái)看地方政府沒(méi)有能夠充分調(diào)動(dòng)市場(chǎng)和社會(huì)組織的積極性，市場(chǎng)融資在農(nóng)村公路供給資金籌集中所發(fā)揮的作用還比較小。 （2）西安市地方政府對(duì)供給過(guò)程中利益主體的協(xié)調(diào)作用水平比較高，不管是從調(diào)研問(wèn)卷的滿意度還是從協(xié)調(diào)指數(shù)分析來(lái)看，地方政府的協(xié)調(diào)作用發(fā)揮的比較好。 （3）西安市地方政府在農(nóng)村公路供給后養(yǎng)護(hù)管理中的監(jiān)督作用和理想值有一定差距，，雖然能夠使農(nóng)村公路的養(yǎng)護(hù)管理得到發(fā)展，但是目前的監(jiān)管機(jī)制缺乏第三部門以及群眾的監(jiān)督，使監(jiān)督作用的發(fā)揮缺少力度。 （4）從總體上說(shuō)，西安市地方政府在供給前期的資金籌集、相關(guān)利益協(xié)調(diào)、供給后養(yǎng)護(hù)管理三個(gè)階段的作用能夠較有效的發(fā)揮，使得農(nóng)村公路得到了快速發(fā)展，但是農(nóng)村公路的供給管理是一個(gè)復(fù)雜的機(jī)制，地方政府在農(nóng)村公路供給管理中作用的發(fā)揮還存在一些問(wèn)題，有待進(jìn)一步的提升。
[Abstract]:With the rapid development of rural roads, governments at all levels pay more attention to the realization of social management and public service functions while strengthening the supply of rural roads, and pay attention to its social role in rural highway supply management. Well, under the current situation, what role does the local government have in the rural highway supply management, what are the current status of these roles, and what should be the evaluation of the role of the local government in the rural highway supply management? This directly affects the effective supply of rural roads and the performance of local governments. Therefore, it is increasingly important to evaluate the role of local governments in rural highway supply management. Based on the process of rural highway supply and management, this paper analyzes the three stages of Xi'an 's local capital leading role in the early stage of rural highway supply, the related benefit coordination role in supply, and the supervision function of maintenance management after supply. Through the comparative analysis of theory and reality, the author evaluates the function of Xi'an local government, and then comprehensively evaluates the whole function of Xi'an's local government by establishing an index system. Finally, according to the existing problems, the paper puts forward the suggestion that Xi'an local government can play an effective role in rural highway supply and management. The main conclusions are as follows: (1) the leading role of Xi'an local government in raising funds in the early stage of rural highway supply needs to be improved. Judging from the current funding situation, local governments have not been able to fully mobilize the enthusiasm of the market and social organizations. The role of market financing in raising funds for rural highway supply is relatively small. (2) the coordinating role of the local government in Xi'an to the stakeholders in the supply process is relatively high. Whether from the satisfaction of the survey questionnaire or from the coordination index analysis, The coordination function of local government is good. (3) the supervision function and ideal value of Xi'an local government in rural highway maintenance and management after supply have certain gap, although it can make rural highway maintenance and management to be developed. However, the current supervision mechanism lacks the third sector and the supervision of the masses, which makes the role of supervision lack of strength. (4) on the whole, the local government in Xi'an raised funds in the pre-supply period and coordinated the relevant interests. The function of the three stages of maintenance management after supply can be brought into play more effectively, which makes the rural highway develop rapidly, but the supply management of rural highway is a complicated mechanism. There are still some problems in the role of local government in rural highway supply and management, which need to be further improved.
