城市公交PPP合作的動(dòng)因、模式及定價(jià)研究

【摘要】:城市公交采取政府與社會(huì)資本合作(PPP)的模式,是新時(shí)期減少政府投入壓力、提升公共服務(wù)水平的重要探索。目前多數(shù)論者認(rèn)為,城市公交PPP項(xiàng)目失效的原因是民營(yíng)資本濫用壟斷權(quán)力、服務(wù)質(zhì)量低下、政府監(jiān)管不力。但這不能解釋民營(yíng)資本主動(dòng)解除PPP合約的情況。城市公交PPP合作失效的主要原因是政府的過(guò)度價(jià)格規(guī)制,導(dǎo)致民營(yíng)資本事前估計(jì)的現(xiàn)金流發(fā)生重大變化,從而出現(xiàn)較大虧損。在這種情況下,如果政府一方的補(bǔ)救方法單一,補(bǔ)貼資金遲遲不到位,就會(huì)使民營(yíng)資本解除合約,最終導(dǎo)致PPP合作中止。
[Abstract]:The mode of cooperation between government and social capital (PPP) is an important exploration to reduce the pressure of government input and improve the level of public service in the new period. At present, most scholars believe that the reasons for the failure of PPP project of urban public transport are the abuse of monopoly power by private capital, the low quality of service and the weak supervision of the government. But this can not explain the situation that private capital cancels PPP contract actively. The main reason for the failure of PPP cooperation in urban public transport is the excessive price regulation by the government, which leads to significant changes in the estimated cash flow of private capital in advance, resulting in a large loss. In this case, if the government side of the remedy is single, subsidies will not be in place, private capital will terminate the contract, eventually leading to the termination of PPP cooperation.
