南京港物流水鐵聯(lián)運發(fā)展評價研究

【摘要】:當(dāng)前國際經(jīng)濟(jì)環(huán)境復(fù)雜多變,世界貿(mào)易結(jié)構(gòu)、債務(wù)結(jié)構(gòu)、貨幣金融體系失衡狀況進(jìn)一步凸現(xiàn),國內(nèi)經(jīng)濟(jì)增速放緩。港口作為區(qū)域資源配置樞紐,是區(qū)域經(jīng)濟(jì)的重要推動力量。同時由于世界能源危機(jī)和環(huán)境問題日益嚴(yán)重,加快推進(jìn)港口物流業(yè)轉(zhuǎn)型升級,實現(xiàn)港口發(fā)展綠色化迫在眉睫。水鐵聯(lián)運作為一種先進(jìn)的運輸方式,是實現(xiàn)客運零距離換乘、貨運無縫銜接的重要手段,是我國目前正在實施的重點項目,對港口企業(yè)來說具有重要的意義。因此,越來越多的港口開始嘗試水鐵聯(lián)運以提高運輸效率,降低物流成本,同時達(dá)到節(jié)能減排的效果。 南京港物流無論是基礎(chǔ)設(shè)施條件、貨運量、運輸組織方面,還是信息化條件、與鐵路部門協(xié)調(diào)溝通方面都具備開展水鐵聯(lián)運的優(yōu)勢;而從經(jīng)濟(jì)發(fā)展和體制改革的長期趨勢來看,南京港正面臨很大的機(jī)遇;但在實際運作中還是存在一些問題,對這些問題進(jìn)行總結(jié)和評價研究是十分必要的。 本文從南京港水鐵聯(lián)運的角度出發(fā),對其發(fā)展水鐵聯(lián)運的現(xiàn)狀進(jìn)行深入分析總結(jié),指出發(fā)展中存在的問題;并結(jié)合國外一些港口發(fā)展水鐵聯(lián)運的經(jīng)驗,設(shè)計了一套科學(xué)合理的南京港物流水鐵聯(lián)運發(fā)展評價指標(biāo)體系,該指標(biāo)體系包含運量適應(yīng)性、聯(lián)運銜接度、服務(wù)水平和機(jī)制協(xié)調(diào)性四個二級指標(biāo)以及平均每周發(fā)車次數(shù)、鐵路運力保障率、換裝方便性、鐵路運輸市場化程度等十七個三級指標(biāo);然后基于證據(jù)理論構(gòu)建評價模型,原始數(shù)據(jù)的收集主要采用的是專家調(diào)查法,分別邀請港口企業(yè)熟悉水鐵聯(lián)運各環(huán)節(jié)的專家以及行業(yè)內(nèi)對水鐵聯(lián)運有深入研究的專家對南京港的各項指標(biāo)進(jìn)行打分,再將分?jǐn)?shù)轉(zhuǎn)化為模型原始輸入數(shù)據(jù),模型輸出結(jié)果即為南京港物流水鐵聯(lián)運發(fā)展評價結(jié)果;最后分別從政府層面和企業(yè)層面提出相關(guān)發(fā)展對策與建議。 目前探討港口物流水鐵聯(lián)運的研究不多,關(guān)于內(nèi)河港口的更少。本文的研究內(nèi)容和方法為我國其他港口發(fā)展水鐵聯(lián)運提供理論和經(jīng)驗支持,使我國港口物流發(fā)展水平達(dá)到整體的提升。同時本文得出的評價結(jié)論可以使南京港對自身開展水鐵聯(lián)運的發(fā)展環(huán)境有全面準(zhǔn)確的認(rèn)識,借鑒國外一些港口的先進(jìn)經(jīng)驗,從不同方面有的放矢地采取措施改善不足,強(qiáng)化優(yōu)勢,在未來的物流發(fā)展中全面提升服務(wù)水平。
[Abstract]:At present, the international economic environment is complex and changeable, the world trade structure, debt structure and the imbalance of the monetary and financial system are more prominent, and the domestic economic growth rate is slowing down. As a regional resource allocation hub, port is an important driving force of regional economy. At the same time, as the world energy crisis and environmental problems become more and more serious, it is urgent to speed up the transformation and upgrading of port logistics industry and realize the development of the port green. As an advanced mode of transportation, water and rail transport is an important means to realize zero distance transfer and seamless connection of freight transport. It is a key project being implemented in our country at present, which is of great significance to port enterprises. Therefore, more and more ports begin to try water and iron intermodal transport to improve transport efficiency, reduce logistics costs, and achieve the effect of energy saving and emission reduction. In terms of infrastructure, freight volume, transport organization, and information technology, Nanjing Port Logistics has the advantage of carrying out water and rail transport through transport in coordination with the railway sector; and from the long-term trend of economic development and institutional reform, Nanjing Port is facing great opportunities, but there are still some problems in practical operation. It is necessary to summarize and evaluate these problems. From the point of view of water and iron transport in Nanjing port, this paper makes a deep analysis and summary of the current situation of its development, points out the problems existing in the development, and combines with the experience of some foreign ports in developing water and iron transport. A set of scientific and reasonable evaluation index system for the development of water / iron transport in Nanjing port logistics is designed. The index system includes four secondary indexes of capacity adaptability, intermodal connection degree, service level and coordination of mechanism, and the average number of trains per week. There are seventeen third-level indicators, such as railway capacity guarantee rate, ease of changing and transportation marketization; then, based on the evidence theory, the evaluation model is constructed, and the primary data collection is mainly based on the expert investigation method. Experts who are familiar with the various links of water and iron transport in port enterprises and experts in the industry who have in-depth research on water and iron transport are invited to score the various indicators of Nanjing Port, and then convert the scores into the original input data of the model. The output result of the model is the evaluation result of the development of the logistics water and iron transport in Nanjing Port, and finally, the relevant development countermeasures and suggestions are put forward from the government level and the enterprise level respectively. At present, the research on port logistics, water and iron transport is not much, much less on inland port. The research contents and methods of this paper provide theoretical and empirical support for the development of water-iron combined transport in other ports in China, and make the development level of port logistics in our country reach the overall upgrade. At the same time, the evaluation conclusions of this paper can make Nanjing Port have a comprehensive and accurate understanding of the development environment of its own water and iron transport, draw lessons from the advanced experience of some foreign ports, and take measures to improve the situation from different aspects. Strengthen the advantage, in the future logistics development in an all-round way to improve the level of service.
