港口的經(jīng)濟適應性評價研究

【摘要】:作為社會經(jīng)濟的基礎性支持系統(tǒng),交通運輸與國家經(jīng)濟的發(fā)展和社會的不斷進步具有內(nèi)生的動態(tài)相關性。近年來,國家發(fā)展沿海地區(qū)和內(nèi)河沿岸“外向型”經(jīng)濟的戰(zhàn)略,港口作為綜合交通基礎設施的重要組成部分,在其中扮演著越來越重要的角色。隨著21世紀初期的中國經(jīng)濟進入經(jīng)濟全球化和全面建設小康社會的戰(zhàn)略轉型關鍵時期,國家對港口和航道基礎設施投入力度逐漸增大,這客觀上要求我們從經(jīng)濟社會發(fā)展的全局和戰(zhàn)略上對港口基礎設施建設進行合理規(guī)劃,實現(xiàn)港口和內(nèi)河航運事業(yè)適度超前發(fā)展。 交通運輸系統(tǒng)的經(jīng)濟適應性是指經(jīng)濟系統(tǒng)的實際運輸需求圍繞潛在的運輸需求/供給均衡點波動的過程和特性。本文運用理論研究、建立數(shù)學評價模型和實證分析相結合的方法,對港口的經(jīng)濟適應性進行深入研究。本文從港口的概念、功能出發(fā),揭示交通運輸系統(tǒng)與經(jīng)濟發(fā)展的適應性理論框架,探索港口與地區(qū)經(jīng)濟發(fā)展的內(nèi)在關系:在相關性分析的基礎上,本文從港口和地區(qū)經(jīng)濟發(fā)展的內(nèi)在機制、供需均衡、資源配置效率三個方面界定了港口的經(jīng)濟適應性內(nèi)涵,并進一步總結適應機制;根據(jù)經(jīng)濟適應性內(nèi)涵的三個方面,本文建立港口的承載能力、需求潛力、經(jīng)濟支撐評價指標體系,并運用基于帶有灰色關聯(lián)約束錐的DEA方法,建立以承載能力指數(shù)、需求潛力指數(shù)、經(jīng)濟支撐指數(shù)為輸出結果的評價模型,全面反映港口與地區(qū)經(jīng)濟發(fā)展的適應程度;運用本文建立的評價指標體系和帶有灰色關聯(lián)約束錐的DEA模型,實證分析14個長江干線港口的適應性評價指數(shù)。 總之,本文理論分析適應性的概念和測度,論述了港口與社會經(jīng)濟的關系,在此基礎上建立了港口的經(jīng)濟適應性評價的指標體系和評價模型,在實證研究中評價了我國14個長江干線港口的經(jīng)濟適應性,并進行了橫向?qū)Ρ确治?對提高港口的經(jīng)濟適應性具有理論和實踐意義。
[Abstract]:As the basic support system of social economy, transportation has a dynamic correlation with the development of national economy and the continuous progress of the society. In recent years, the state has developed the strategy of "export-oriented" economy in coastal areas and inland rivers. As an important part of the comprehensive transportation foundation, the port plays a more and more important role. Important role. As China's economy entered the key period of economic globalization and the strategic transformation of building a well-off society in an all-round way in the early twenty-first Century, the country's investment in port and waterway infrastructure has increased gradually. This objectively requires us to plan the construction of port infrastructure in a reasonable way from the global and strategic aspects of the economic and social development. To realize the moderately advanced development of port and inland shipping business.
The economic adaptability of the transportation system refers to the process and characteristics of the fluctuation of the actual transportation demand of the economic system around the potential transport demand / supply equilibrium point. In this paper, the method of combining the mathematical evaluation model with the empirical analysis is established by the theory research, and the economic adaptability of the port is deeply studied. This article from the concept of the port, On the basis of correlation analysis, this paper defines the economic adaptability of port and regional economic development in three aspects: the internal mechanism of the port and regional economic development, the balance of supply and demand, and the efficiency of resource allocation, and the connotation of the economic adaptability of the port, and the connotation of the economic adaptability of the port is defined. According to the three aspects of the connotation of economic adaptability, this paper establishes the carrying capacity of the port, the demand potential, the evaluation index system of economic support, and the evaluation model based on the DEA method, which is based on the grey relational Constraint Cone, with the bearing capacity index, the demand potential index and the economic support index as the output results. The adaptability of the port and regional economic development is fully reflected, and the evaluation index system of the 14 Yangtze River trunk ports is empirically analyzed by using the evaluation index system established in this paper and the DEA model with the gray correlation cone.
In conclusion, the concept and measure of adaptability are analyzed and the relationship between port and social economy is discussed. On this basis, the index system and evaluation model of the economic adaptability evaluation of the port are established, and the economic adaptability of the 14 Yangtze River trunk ports in China is evaluated in the empirical study, and the lateral contrast analysis is carried out to improve the port. The economic adaptability is of theoretical and practical significance.
