廣西高速公路融資問題分析及策略研究

【摘要】:我國高速公路經過20多年的發(fā)展,已成為發(fā)展地方經濟、提高居民生活水平的重要工具。但在新環(huán)境下,高速公路融資主體面臨著日益嚴峻的資金需求壓力,作為西部地區(qū)的廣西也不例外。如何拓寬融資渠道、改善融資結構和提高融資效率成為廣西高速公路融資的重要研究方向。 本文通過理論和實踐相結合的研究方法,較全面的分析了目前高速公路融資存在的問題,并提出了相應的融資改革措施。具體為:理論方面,本文在系統(tǒng)梳理國內外高速公路建設融資研究成果的基礎上,總結了與高速公路融資相關的理論,如政治經濟學融資理論、西方經濟學融資理論、資本結構理論及項目融資理論等,結合高速公路的實際情況來討論各種理論在高速公路融資方面的適用性。實踐方面,本文對高速公路建設融資的現(xiàn)狀進行了分析,得出在融資渠道結構、自身融資條件、融資方式、融資體制及融資法律等方面存在的問題,,提出了如加大政府投入力度,完善法律環(huán)境、盤活存量資產、利用保險資金、地區(qū)融資差異化等高速公路融資改革措施。 進而立足廣西高速公路融資現(xiàn)狀問題,分析得出廣西高速公路嚴重依賴債務性融資。在未來廣西高速公路融資主體還本付息壓力巨增、資產抵押比例過高等情形影響下,廣西高速公路融資改革迫在眉睫,本文為廣西高速公路建設如何吸引更多高速公路投資主體,如何拓寬融資渠道提出了相應的政策建議,具體為建議廣西區(qū)交通管理部門和各融資主體應積極爭取國家財政投入,充分發(fā)揮五洲交通等上市公司的再融資能力,逐步發(fā)展并完善保險資金投資公路建設融資模式等。 本論文從理論和實踐兩方面對高速公路建設融資問題進行了研究,意義在于通過解決廣西高速公路融資瓶頸,以點帶面為我國西部地區(qū)解決高速公路融資問題提供借鑒,為政府部門和高速公路建設單位在高速公路融資決策中提供相應的理論和實踐依據(jù),提高各融資主體在高速公路融資決策和實施過程中的科學性和效益性,推動我國高速公路建設的又快又好發(fā)展。
[Abstract]:After more than 20 years of development, expressway in China has become an important tool for developing local economy and improving the living standard of residents. But under the new environment, the main body of highway financing is facing the increasingly severe pressure of capital demand. As the Guangxi in the western region, it is no exception. How to broaden the financing channels, improve the financing structure and improve the financing efficiency. Rate has become an important research direction of Guangxi Expressway Financing.
Through the combination of theory and practice, this paper makes a comprehensive analysis of the existing problems of the present highway financing, and puts forward the corresponding measures for financing reform. In theory, this paper summarizes the related theory of highway financing on the basis of systematic combing the research results of highway construction financing at home and abroad. On the basis of the financial theory of political economics, the financing theory of western economics, the theory of capital structure and the theory of project financing, this paper discusses the applicability of various theories in the financing of freeway in the light of the actual conditions of the expressway. In practice, this paper analyzes the present situation of the financing of the expressway construction, and draws the structure of the financing channel. The existing problems in financing conditions, financing methods, financing system and financing laws, such as increasing government investment, improving the legal environment, invigorated stock assets, using insurance funds, regional financing differentiation and other highway financing reform measures.
Then based on the financing status of Guangxi expressway, it is concluded that the Guangxi Expressway relies heavily on debt financing. In the future, under the influence of the huge increase in the repayment pressure of the main body of financing and the high proportion of asset mortgage, the financial reform of the Guangxi expressway is imminent in the future of Guangxi expressway. This article is how to absorb the construction of the Guangxi expressway. It is suggested that the Guangxi district traffic management department and the financing bodies should actively strive for the national financial input, give full play to the refinancing ability of the listed companies such as five continents, and gradually develop and improve the financing investment highway construction financing. Mode and so on.
This paper studies the financing problem of expressway construction from two aspects of theory and practice. The significance lies in solving the financing bottleneck of Guangxi expressway, providing reference for solving the problem of Expressway Financing in the western region of China, providing a phase for government departments and expressway construction units in the decision-making of Expressway Financing. The theoretical and practical basis should be used to improve the scientificity and efficiency of the financing bodies in the decision-making and implementation of the highway financing, and to promote the rapid and good development of the highway construction in China.
