【摘要】：為促進(jìn)全國主體功能區(qū)規(guī)劃建設(shè)，進(jìn)一步提升環(huán)渤海地區(qū)的綜合經(jīng)濟(jì)實(shí)力，相關(guān)政策規(guī)劃以天津作為北方經(jīng)濟(jì)中心，重點(diǎn)發(fā)展濱海新區(qū)等條件較好地區(qū)，大力發(fā)揮其在改革開放中先行先試的重要作用。在國家倡導(dǎo)發(fā)展海洋經(jīng)濟(jì)的背景下，天津充分利用其得天獨(dú)厚的地理優(yōu)勢(shì)和海洋資源，依靠廣大的經(jīng)濟(jì)腹地，以打造國際港口城市為目標(biāo)，在濱海新區(qū)的城市發(fā)展規(guī)劃中將天津中心漁港作為市規(guī)劃建設(shè)布署的“十大戰(zhàn)役”之一。5000噸級(jí)碼頭工程作為天津漁港項(xiàng)目的子項(xiàng)目，建設(shè)對(duì)于提高港口的吞吐量和促進(jìn)中心漁港的多元化發(fā)展起著重要性作用。 在工程項(xiàng)目建設(shè)中，成本管理是項(xiàng)目管理的關(guān)鍵性環(huán)節(jié)之一。隨著國際市場(chǎng)的日益融合和行業(yè)參與者的日益增多，施工企業(yè)面臨著競(jìng)爭(zhēng)激烈、平均利潤下降的市場(chǎng)形勢(shì)，，因而加強(qiáng)項(xiàng)目成本管理有助于提升其整體工程管理水平、增加其成本控制，提高企業(yè)利潤。 本文的研究對(duì)象是天津中心漁港5000噸級(jí)碼頭工程的項(xiàng)目成本管理。文章通過文獻(xiàn)分析方法，對(duì)過往研究進(jìn)行了梳理。由于成本控制項(xiàng)目成本管理是一項(xiàng)系統(tǒng)工程，本文基于過程管理理論提出了項(xiàng)目成本管理的新方法，即將成本管理理念應(yīng)用于工程項(xiàng)目管理的各個(gè)階段，除了關(guān)注施工階段與項(xiàng)目后期的成本管理外，還將論述范圍拓展到了成本管理的源頭——決策階段、設(shè)計(jì)階段、投標(biāo)和合同簽訂階段，對(duì)成本概算、成本估算、成本預(yù)算、成本控制到成本結(jié)算各環(huán)節(jié)均進(jìn)行了分析，并提出了該項(xiàng)目的改進(jìn)措施。
[Abstract]:In order to promote the planning and construction of the main functional areas of the whole country and further enhance the comprehensive economic strength of the Bohai Rim region, the relevant policy plans take Tianjin as the economic center of the north, and focus on the development of Binhai New area and other favorable areas. Give full play to its in the reform and opening up in the first trial of the important role. In the context of national advocacy for the development of marine economy, Tianjin has made full use of its unique geographical advantages and marine resources, relying on the vast economic hinterland, with the goal of building an international port city. In the urban development planning of Binhai New area, Tianjin Central Fishery Port is regarded as a sub-project of Tianjin Fishery Port Project as one of the ten "ten battles" deployed in the city planning and construction. Construction plays an important role in improving port throughput and promoting diversified development of central fishing ports. In project construction, cost management is one of the key links of project management. With the increasing integration of the international market and the increasing number of industry participants, construction enterprises are facing the market situation of fierce competition and declining average profit. Therefore, strengthening project cost management is helpful to improve its overall engineering management level. Increase its cost control, improve corporate profits. The research object of this paper is the project cost management of Tianjin central fishing port 5000 ton wharf project. Through the method of literature analysis, the article combs the past research. Because cost control project cost management is a system engineering, this paper puts forward a new method of project cost management based on process management theory, that is, cost management concept is applied to every stage of project management. In addition to paying attention to the cost management in the construction phase and the later stage of the project, the scope of the discussion has also been extended to the source stage of cost management-the decision-making stage, the design stage, the bidding stage, the contract signing stage, the cost estimate, the cost estimation, the cost budget, All links from cost control to cost settlement are analyzed, and the improvement measures are put forward.
