【摘要】：精細化管理是被中大型企業(yè)普遍認同的一種切實有效的科學管理方式,并將成為一種管理的趨勢。通過精細化管理,企業(yè)可有效利用自身資源、減少管理成本、實現(xiàn)效益最大化、履行社會責任,是推進企業(yè)可持續(xù)發(fā)展的有效途徑之一。山東高速股份有限公司發(fā)展迅速,規(guī)模逐漸壯大,但部分權屬單位管理水平仍相對粗放,影響了工作質(zhì)量和效率,制約了山東高速股份有限公司整體的進一步發(fā)展。山東高速股份有限公司作為山東高速集團的重點公司,一定程度上存在機構臃腫、管理滯后、信息化低、人員包袱重、低效等問題。山東高速股份有限公司于2010-2012年開展了為期三年的精細化管理工作。自2010年啟動精細化管理改革之后,已取得了重大成效,增加了山東高速股份有限公司的企業(yè)競爭力和經(jīng)濟效益。不過,山東高速股份有限公司原有的精細化管理方案較為精簡,難以面對日益激烈的市場競爭,仍存在一些問題。本研究主要是結合精細化管理、人力資源、項目管理等理論,通過問詢法、現(xiàn)場觀察法、文獻分析法等對山東高速股份有限公司的精細化管理現(xiàn)狀進行分析和評價,得出公司目前精細化管理存在的問題。本研究將精細化管理存在的問題概括為人力資源、成本、質(zhì)量、進度、信息化五方面,以此為切入點,切實優(yōu)化山東高速股份有限公司精細化管理工作。本研究在問題診斷的基礎上,充分考慮優(yōu)化方案設計的基本原則,有針對性的對已有問題進行了綜合分析,并從人力資源、成本、質(zhì)量、進度、信息化五方面設計了山東高速股份有限公司的精細化管理優(yōu)化方案,制定了優(yōu)化方案的詳細內(nèi)容和具體措施,并從組織機構、制度、物資、執(zhí)行力等方面提出了精細化管理實施的保障措施,提出了對于提高公司的精細化管理水平、降本增效、增強企業(yè)實力等方面的精細化管理優(yōu)化方案,旨在為已有精細化管理實踐經(jīng)驗的企業(yè)提供參考。
[Abstract]:Fine management is a practical and effective scientific management method, which is generally accepted by large and medium enterprises, and will become a trend of management. Through fine management, enterprises can effectively use their own resources, reduce management costs, maximize benefits and fulfill social responsibility, which is one of the effective ways to promote the sustainable development of enterprises. Shandong high speed stock limited company develops rapidly, the scale grows gradually, but some property right unit management level is still relatively extensive, has affected the work quality and the efficiency, has restricted the Shandong high speed stock limited company overall further development. As the key company of Shandong High Speed Group, Shandong High Speed Co., Ltd. has some problems, such as bloated organization, lagged management, low information, heavy burden of personnel, low efficiency and so on. Shandong High Speed Co., Ltd. in 2010-2012 launched a three-year fine management work. Since the start of the fine management reform in 2010, great achievements have been made, which has increased the competitiveness and economic benefits of Shandong High Speed Co., Ltd. However, the original fine management scheme of Shandong Expressway Co., Ltd. is relatively simple and difficult to face the increasingly fierce market competition, there are still some problems. This research mainly combines the theory of fine management, human resources, project management, etc., through inquiry method, field observation method, literature analysis method and so on, it analyzes and evaluates the present situation of the fine management of Shandong High Speed Stock Co., Ltd. The company's current fine management problems. In this study, the problems of fine management are summarized as human resources, cost, quality, progress, information, as a starting point to effectively optimize the fine management of Shandong High Speed Stock Co., Ltd. On the basis of problem diagnosis, this study has fully considered the basic principles of optimizing the scheme design, has carried on the comprehensive analysis to the existing problem pertinently, and has carried on the comprehensive analysis from the human resources, the cost, the quality, the progress, In the five aspects of informatization, the detailed management optimization scheme of Shandong High Speed Co., Ltd is designed, the detailed contents and concrete measures of the optimization scheme are formulated, and the organization, system, material, In the aspects of executive power and other aspects, it puts forward the safeguard measures for the implementation of fine management, and puts forward the fine management optimization scheme for improving the company's fine management level, reducing the cost and increasing efficiency, enhancing the strength of the enterprise, and so on. The aim is to provide reference for the enterprises which already have the fine management practice experience.
