【摘要】：隨著經(jīng)濟(jì)全球化與知識(shí)經(jīng)濟(jì)的發(fā)展，全球航空網(wǎng)絡(luò)形成，航空運(yùn)輸成為國(guó)際、國(guó)內(nèi)貿(mào)易的重要運(yùn)輸方式，空港成為商務(wù)人流、物流、信息流的重要節(jié)點(diǎn)。在這一背景下，“臨空經(jīng)濟(jì)區(qū)”、“航空大都市”成為世界經(jīng)濟(jì)發(fā)展的一種趨勢(shì)。本文以臨空產(chǎn)業(yè)集群化發(fā)展為分析對(duì)象，運(yùn)用系統(tǒng)論分析方法，探析臨空產(chǎn)業(yè)這種特殊的產(chǎn)業(yè)類(lèi)型，集群化發(fā)展的形成機(jī)理、一般路徑、組織形式等理論問(wèn)題，并對(duì)我國(guó)臨空產(chǎn)業(yè)集群化發(fā)展進(jìn)行實(shí)證分析。 在分析過(guò)程中綜合運(yùn)用多種集群理論展開(kāi)研究，以系統(tǒng)理論為指導(dǎo)，采用的方法包括產(chǎn)業(yè)背景分析法、數(shù)量分析如投入產(chǎn)出分析及協(xié)同發(fā)展、耗散結(jié)構(gòu)建模、案例分析等。在臨空產(chǎn)業(yè)集群的識(shí)別中，受限于數(shù)據(jù)的可得性，本文采用定量與定性相結(jié)合的方法，研究的主體內(nèi)容包括四個(gè)部分。 首先，建立了臨空產(chǎn)業(yè)集群化發(fā)展的分析框架(即第2章)。在明晰空港、臨空經(jīng)濟(jì)、臨空產(chǎn)業(yè)等幾個(gè)概念的基礎(chǔ)上，結(jié)合不同視角的集群理論，提出了基于系統(tǒng)論視角的臨空產(chǎn)業(yè)集群化發(fā)展機(jī)理分析框架，包括時(shí)間維度、空間維度、產(chǎn)業(yè)功能、組織網(wǎng)絡(luò)等四個(gè)方面。 其次，對(duì)臨空產(chǎn)業(yè)集群進(jìn)行了分維度的系統(tǒng)性分析，包括時(shí)間維度、空間維度、產(chǎn)業(yè)系統(tǒng)、組織網(wǎng)絡(luò)等四個(gè)方面(包括第3、4、5、6章)。集群是一種歷史經(jīng)濟(jì)現(xiàn)象并具有周期性，第3章，以運(yùn)輸——產(chǎn)業(yè)——企業(yè)為切入點(diǎn)，進(jìn)行了協(xié)同發(fā)展與序參量分析、分時(shí)域考察。經(jīng)濟(jì)空間是支撐臨空產(chǎn)業(yè)集群發(fā)展的源泉，第4章，在分析空間耗散結(jié)構(gòu)的基礎(chǔ)上，探討臨空產(chǎn)業(yè)與機(jī)場(chǎng)、城市與區(qū)域、全球化與本土化等不同視角下的臨空產(chǎn)業(yè)集群的空間聯(lián)系。分析了臨空效應(yīng)，主要包括外部效應(yīng)、空間效應(yīng)、流量效應(yīng)、網(wǎng)絡(luò)效應(yīng)。產(chǎn)業(yè)之間的功能聯(lián)系是產(chǎn)業(yè)集聚的必要條件，第5章，以航空運(yùn)輸業(yè)為分析起點(diǎn)，建立產(chǎn)業(yè)功能聯(lián)系分析的投入產(chǎn)出模型，構(gòu)建基于投入產(chǎn)出的經(jīng)濟(jì)技術(shù)集群指標(biāo)體系，并進(jìn)行了實(shí)證分析。通過(guò)經(jīng)濟(jì)技術(shù)準(zhǔn)集群的分析，提出了開(kāi)鏈?zhǔn)�、�?shù)狀式、循環(huán)式等三種產(chǎn)業(yè)耦合方式。網(wǎng)絡(luò)組織的形成是產(chǎn)業(yè)集群發(fā)展的重要階段。第6章，運(yùn)用系統(tǒng)動(dòng)力學(xué)分析思想并結(jié)合國(guó)際上成功的典型案例，包括荷蘭機(jī)場(chǎng)—花卉產(chǎn)業(yè)集群和香農(nóng)空港開(kāi)發(fā)區(qū)，分析了其自組織與他組織特征及機(jī)制。 再次，建立了臨空產(chǎn)業(yè)集群化一般路徑分析的集群資源層位模型，對(duì)臨空產(chǎn)業(yè)集群化進(jìn)行了層位演進(jìn)分析(即第7章)。 最后，對(duì)比國(guó)際臨空經(jīng)濟(jì)發(fā)展經(jīng)驗(yàn)，具體分析了我國(guó)臨空產(chǎn)業(yè)集群化發(fā)展問(wèn)題(即第8章)，并以北京順義臨空經(jīng)濟(jì)區(qū)為例進(jìn)行了具體分析，所得出的政策建議具有較強(qiáng)的實(shí)踐應(yīng)用價(jià)值。對(duì)于地方經(jīng)濟(jì)主體而言，臨空產(chǎn)業(yè)集群化是一個(gè)微區(qū)域的集群治理問(wèn)題，，重點(diǎn)分析了政府組織在臨空產(chǎn)業(yè)集群化中的作用。
[Abstract]:With the development of economic globalization and knowledge economy, the formation of global aviation network, air transport has become an important mode of transport for international and domestic trade, and the airport has become an important node for business people, logistics and information flow. Under this background, "Airfront Economic Zone" and "Aeronautical Metropolis" have become a trend of world economic development. This paper takes the development of the industrial cluster in the air as the analysis object, using the system theory analysis method, analyzes the special industry type, the formation mechanism, the general path, the organization form and so on. The paper also makes an empirical analysis on the development of China's air-front industry cluster. In the process of analysis, a variety of cluster theory is used to carry out the research, guided by system theory. The methods adopted include industry background analysis, quantitative analysis such as input-output analysis and cooperative development, dissipative structure modeling, case analysis, etc. Limited by the availability of data in the identification of industrial clusters near air, this paper adopts the method of combining quantitative and qualitative analysis, and the main content of the study consists of four parts. First of all, the paper establishes the analytical framework of the development of industrial cluster (chapter 2). On the basis of defining the concepts of airport, economy and industry, and combining with the cluster theory from different perspectives, the paper puts forward an analytical framework of the development mechanism of the industrial cluster, including time dimension, space dimension, and so on, based on the system theory. Industry function, organization network and other four aspects. Secondly, the paper makes a systematic analysis of the industrial clusters in the air, including time dimension, spatial dimension, industrial system and organization network. Cluster is a historical and economic phenomenon with periodicity. Chapter 3, taking transportation-industry-enterprise as the breakthrough point, analyzes the cooperative development and order parameter, and investigates it in time domain. Economic space is the source to support the development of the industrial cluster in the air. Chapter 4, on the basis of analyzing the structure of spatial dissipation, discusses the industry and airport, the city and the region, The spatial connection of the industrial clusters in the air from different perspectives such as globalization and localization. In this paper, we analyze the effect of air front, including external effect, space effect, traffic effect and network effect. The functional connection between industries is the necessary condition of industrial agglomeration. Chapter 5, taking the aviation transportation as the starting point, establishes the input-output model of the industrial functional linkage analysis, and constructs the index system of the economic and technological cluster based on the input and output. And carried on the empirical analysis. Through the analysis of economic and technological quasi-cluster, three industrial coupling modes, open chain type, tree type and circular type, are put forward. The formation of network organization is an important stage of industrial cluster development. In chapter 6, the author analyzes the characteristics and mechanism of self-organization and other organization by using the idea of system dynamics analysis and the typical successful cases in the world, including the Dutch Airport-Flower Industry Cluster and the Shannon Airport Development Zone. Thirdly, the paper establishes the cluster resource layer model of the general path analysis of the industrial cluster near the air, and analyzes the layer evolution of the industrial cluster in the air (chapter 7). Finally, compared with the experience of international air-front economic development, the paper analyzes the development of China's air-front industry cluster (Chapter 8), and takes Beijing Shunyi Air-front Economic Zone as an example. The policy recommendations have strong practical application value. For the local economic subjects, the industrial cluster is a micro-regional cluster governance problem, the focus of the analysis of the role of government organizations in the aerial industrial cluster.
