【摘要】：1996年,在全球范圍內(nèi),國際準化組織正式頒布IS014000環(huán)境管理體系標準,因此,全世界各地區(qū)的環(huán)境保護工作及評價有了統(tǒng)一的標準。到目前為止,超過100多個國家的企業(yè)在貫徹IS014000環(huán)境管理體系系列標準,其結(jié)果直接影響到了國際貿(mào)易行為,其涉及領(lǐng)域早已超出了環(huán)境保護管理的范圍。目前,構(gòu)建IS014000環(huán)境管理體系已成為國際經(jīng)濟活動中的一個必要的組成部分。相比較于日本等其他發(fā)達國家,中國的企業(yè)往往忽視了企業(yè)生產(chǎn)經(jīng)營活動帶給環(huán)境的污染和破壞,致力于追求企業(yè)的經(jīng)濟效益。雖然環(huán)境管理體系的構(gòu)建和推廣,已成為絕大多數(shù)企業(yè)的共識,但是大多數(shù)中國企業(yè)對IS014001環(huán)境管理體系的理解,仍然局限在獲得IS014000證書上,反而忽略了構(gòu)建體系中最重要的部分——企業(yè)內(nèi)環(huán)境管理體系的建立和實施。 在對IS014000環(huán)境管理體系標準理解和探討的基礎(chǔ)上,本文作者結(jié)合參與深圳航空有限責(zé)任公司建立與實施環(huán)境管理體系的實踐經(jīng)驗進行了如下研究： (1)對環(huán)境管理體系的研究背景、國內(nèi)外研究成果以及國內(nèi)外實施現(xiàn)狀等方面進行綜述； (2)闡述ISO14000環(huán)境管理體系相關(guān)標準及在國內(nèi)的應(yīng)用, (3)介紹企業(yè)構(gòu)建ISO14000體系的方法、過程和意義； (4)詳細的介紹了環(huán)境管理體系在深航的建立過程,并對運行效果進行分析。 通過研究,明確了我國企業(yè)構(gòu)建和運用環(huán)境管理體系的緊迫性和必要性,同時為我國相關(guān)環(huán)境管理體系研究,企業(yè)建立并實施環(huán)境管理體系提供了經(jīng)驗和參考依據(jù)。
[Abstract]:In 1996, the standard of IS014000 environmental management system was formally promulgated by the international quasi-organization. Therefore, the environmental protection work and evaluation in various regions of the world had a unified standard. Up to now, the enterprises in more than 100 countries are carrying out the IS014000 environmental management system series standard, the result has directly affected the international trade behavior, its domain has already exceeded the scope of environmental protection management. At present, the construction of IS014000 environmental management system has become a necessary part of international economic activities. Compared with other developed countries such as Japan, Chinese enterprises often ignore the pollution and destruction of the environment brought by enterprises' production and management activities, and devote themselves to pursuing the economic benefits of enterprises. Although the construction and promotion of the environmental management system has become the consensus of most enterprises, the majority of Chinese enterprises' understanding of the IS014001 environmental management system is still limited to obtaining the IS014000 certificate. Instead, the most important part of the construction system is the establishment and implementation of the enterprise environmental management system. On the basis of understanding and discussing the standard of IS014000 environmental management system, The author of this paper has carried on the following research in combination with the practical experience of participating in the establishment and implementation of the environmental management system of Shenzhen Airlines Limited liability Company: 1) the background of the research on the environmental management system, The research results at home and abroad as well as the status quo of the implementation at home and abroad are summarized. (2) the related standards of ISO14000 environmental management system and its application in China are expounded, and the method, process and significance of constructing ISO14000 system in enterprises are introduced. The establishment process of environmental management system in Shenzhen Airlines is introduced in detail, and the operation effect is analyzed. The urgency and necessity of establishing and applying the environmental management system in Chinese enterprises are clarified, and the experience and reference are provided for the study of the related environmental management system and the establishment and implementation of the environmental management system in our country.
