廣州地鐵供給方式研究

【摘要】:最近幾年,隨著經(jīng)濟(jì)的快速發(fā)展,我國(guó)已經(jīng)有28個(gè)城市獲得批準(zhǔn)建設(shè)地鐵項(xiàng)目,還有濟(jì)南、宜昌等幾座城市也正在積極準(zhǔn)備籌建,各大城市紛紛開始進(jìn)入地鐵建設(shè)的高潮期。廣州市也對(duì)未來(lái)地鐵發(fā)展做出了規(guī)劃,也積極的參與到地鐵建設(shè)的浪潮中。但隨著地鐵建設(shè)大規(guī)模展開,廣州地鐵目前實(shí)行國(guó)有國(guó)營(yíng)的壟斷供給方式,這種單一傳統(tǒng)的政府投資方式既對(duì)財(cái)政造成了巨大壓力,,也在地鐵運(yùn)營(yíng)中造成低效率,已不能很好滿足廣州地鐵建設(shè)快速健康發(fā)展的要求,是制約廣州地鐵快速發(fā)展的瓶頸。在新形勢(shì)下,在地鐵項(xiàng)目中引入私人部門進(jìn)行公私合作(PPP)成為一種發(fā)展趨勢(shì)。 本文首先從地鐵準(zhǔn)公共物品這一特征入手,介紹了地鐵的優(yōu)勢(shì),具有強(qiáng)大的正外部性,同時(shí)也存在建設(shè)資金需求大,周期長(zhǎng)等缺點(diǎn)。接著對(duì)私人部門參與的可能性進(jìn)行分析理論。然后采用對(duì)比分析法,通過(guò)對(duì)北京、香港和倫敦三個(gè)比較具有代表性的城市地鐵供給方式進(jìn)行了分析比較,以及結(jié)合廣州地鐵目前供給方式存在的問(wèn)題,提出廣州地鐵的供給上可采用PPP的方式,具體可采用在建設(shè)中采用PPP的方式和在運(yùn)營(yíng)中采用PPP的方式。最后對(duì)廣州市地鐵采用PPP方式提出了建議。
[Abstract]:In recent years, with the rapid development of economy, 28 cities in China have been approved for subway construction projects, and several cities, such as Jinan and Yichang, are also actively preparing for the construction, and major cities have begun to enter the high tide of subway construction. Guangzhou also made plans for the future subway development, and actively participated in the wave of subway construction. However, with the large-scale development of subway construction, Guangzhou Metro is currently implementing the state-owned monopoly supply mode. This single traditional government investment mode has not only caused great pressure to finance, but also resulted in low efficiency in subway operation. It can not meet the requirement of rapid and healthy development of Guangzhou subway construction and is the bottleneck restricting the rapid development of Guangzhou subway. In the new situation, the introduction of the private sector in the subway project PPP) has become a trend of development. This paper begins with the characteristics of quasi-public goods of subway, introduces the advantages of subway, has strong positive externality, and also has shortcomings such as large demand for construction funds, long period and so on. Then it analyzes the possibility of private sector participation. Then, by means of comparative analysis, through the analysis and comparison of the three representative urban subway supply modes in Beijing, Hong Kong and London, as well as the problems existing in the current supply mode of Guangzhou Metro, It is put forward that PPP can be used in the supply of Guangzhou metro, PPP can be used in construction and PPP can be used in operation. Finally, some suggestions are put forward for the adoption of PPP in Guangzhou metro.
