機車車輛維修企業(yè)班組安全管理標準化建設(shè)研究

【摘要】:班組是企業(yè)的細胞,是安全和質(zhì)量現(xiàn)場控制的重要防線,班組建設(shè)的好壞直接關(guān)系到企業(yè)的發(fā)展。近年來,鐵路企業(yè)結(jié)合運輸安全和質(zhì)量管理特點,在加強班組建設(shè),提升班組自控能力方面取得了-定的成效。然而,隨著鐵路改革發(fā)展的加快推進,新技術(shù)、新裝備的廣泛使用,生產(chǎn)組織和勞動組織的優(yōu)化調(diào)整,生產(chǎn)力布局調(diào)整的深化完善,對進一步加強班組管理和提高班組自控能力提出了新要求、新課題。 本文以廣州鐵道車輛廠為研究對象,以數(shù)量統(tǒng)計方法分析廣州鐵道車輛廠2002-2010年期間事故發(fā)生的頻率及原因。在對該企業(yè)安全生產(chǎn)管理現(xiàn)狀進行充分分析的基礎(chǔ)上,提出了通過建立標準化班組安全管理建設(shè)標準,構(gòu)建企業(yè)班組安全管理標準化管理體系,以對人、機、料、法、環(huán)五大安全因素實施影響,并通過對2011-2012年企業(yè)實施班組安全管理標準化管理體系后的安全事故發(fā)生情況進行對比分析,從而驗證企業(yè)構(gòu)建班組安全管理標準化管理體系能夠降低企業(yè)安全事故發(fā)生率,保證企業(yè)安全生產(chǎn)形勢持續(xù)平穩(wěn)可控。 班組安全管理標準化建設(shè),要以科學(xué)發(fā)展觀為指導(dǎo),適應(yīng)鐵路生產(chǎn)力發(fā)展要求,堅持以管理規(guī)范化、作業(yè)標準化來保證安全質(zhì)量的基本思路,突出安全質(zhì)量效率,規(guī)范班組綜合管理,完善班組自控機制,提高班組綜合素質(zhì),從而實現(xiàn)班組長考核任用、職工持證上崗、管理制度健全、作業(yè)程序控制、班組自控能力不斷提高的目標。 廣州鐵道車輛廠自2011年進行班組安全管理標準化建設(shè)全面鋪開應(yīng)用以來,生產(chǎn)進度穩(wěn)步提升,車輛檢修日單產(chǎn)輛屢破新高;產(chǎn)品質(zhì)量得到顯著提升,交檢交驗合格率始終保持在規(guī)定范圍內(nèi),安全事故數(shù)逐年降低,班組各項基本管理制度逐步完善,現(xiàn)場作業(yè)環(huán)境、職工勞動紀律、精神面貌明顯改善。
[Abstract]:The shift is the cell of the enterprise and the important defense line of the safety and quality control. The construction of the shift is directly related to the development of the enterprise. In recent years, combined with the characteristics of transportation safety and quality management, railway enterprises have achieved certain results in strengthening the construction of shift groups and improving their self-control ability. However, with the rapid development of railway reform and development, the extensive use of new technologies and equipment, the optimization and adjustment of production and labor organizations, and the deepening and improvement of the adjustment of the distribution of productive forces, This paper puts forward new requirements and new topics for further strengthening team management and improving team self-control ability. Taking Guangzhou Railway Rolling Stock works as the research object, this paper analyzes the frequency and causes of accidents in Guangzhou Railway Rolling Stock works from 2002 to 2010 with the method of quantitative statistics. Based on the analysis of the present situation of the safety management in the enterprise, the paper puts forward that the standardized management system of the safety management of the enterprise's shift and group should be established by establishing the standard of the safety management of the standardized shift and group, so as to make use of the methods of people, machines, materials and methods. The influence of five major safety factors on the safety accidents occurred after the implementation of the standardized management system of shift and team safety in enterprises in 2011-2012 was compared and analyzed. Therefore, it is proved that the construction of standardized management system of shift and group safety management can reduce the incidence of safety accidents in enterprises and ensure that the situation of safety production in enterprises is stable and controllable. The construction of safety management standardization of shift and group should be guided by the scientific development view, adapt to the demands of the development of railway productive forces, adhere to the basic idea of ensuring safety quality by standardization of management and standardization of operation, and highlight the efficiency of safety quality. Standardizing the comprehensive management of the teams and groups, perfecting the self-control mechanism of the teams and groups, improving the comprehensive quality of the teams and groups, so as to realize the objectives of the group leaders' examination and appointment, the staff and workers holding certificates to take up posts, the sound management system, the control of the operating procedures, and the continuous improvement of the team's self-control ability. Since 2011, Guangzhou Railway Rolling Stock works has been carrying out the construction of safety management standardization of the shift and team, and the production progress has been steadily improved, and the number of cars per vehicle per day of vehicle maintenance has broken new records, and the quality of the products has been significantly improved. The qualified rate of traffic inspection and inspection has always been kept within the prescribed range, the number of safety accidents has been reduced year by year, the basic management system of the shift and group has been gradually improved, the working environment on the spot, the labor discipline of the workers and staff, and the mental outlook have been obviously improved.
