“被高鐵”現(xiàn)象的理性分析——以京滬高鐵為例

【摘要】:近年來,中國高鐵步入快速建設(shè)期,而高鐵建設(shè)的重要目的之一就是客貨分流。高鐵客運專線的建設(shè)大大地提升了客運能力,從而可以釋放既有線路的運輸能力于貨物運輸。但是高鐵客運的票價也高于既有線路,同時由于普通列車車次的減少,使得居民出行可能要被迫選擇票價更高的高鐵,這種現(xiàn)象稱作"被高鐵"。本文對媒體關(guān)注的"被高鐵"現(xiàn)象進行了理性分析,以京滬高鐵沿線城市為例,根據(jù)2015年1月1日列車時刻表數(shù)據(jù)計算出的時間節(jié)省的貨幣成本與小時工資(時間價值)作比較,并結(jié)合高鐵車次比重,計算了不同城市的居民"被高鐵"的可能性。研究發(fā)現(xiàn):1很多"城市對"之間都存在時間節(jié)省的貨幣成本高于小時工資的情況,"被高鐵"現(xiàn)象較為普遍;2"被高鐵"的可能性在50%左右;3各城市"被高鐵"的程度有較大差異,京滬高鐵沿線城市的"被高鐵程度"整體呈現(xiàn)出"兩頭低,中段高,長三角相對較低"的特征。研究認為,雖然從目前來看,京滬高鐵沿線城市的普通列車班次減少不明顯,但如果進行較大幅度調(diào)整,很多低收入旅客出行時可能會被迫選擇高鐵,并將帶來負面的社會影響。本文的理性分析可為列車班次的調(diào)整方案提供參考。
[Abstract]:In recent years, China's high speed rail has stepped into the rapid construction period, and one of the important purposes of the construction of high speed rail is the diversion of passenger and cargo. The construction of the high speed railway passenger dedicated line greatly improves the passenger capacity, thus releasing the transport capacity of the existing lines to the cargo transport. But the fare of the high speed rail passenger transport is also higher than the existing line, at the same time, due to the ordinary train number. In this paper, this phenomenon is called "high speed rail". This paper makes a rational analysis of the phenomenon of "high speed rail", which is concerned by the media, taking the cities along the Beijing-Shanghai high-speed railway as an example, and according to the time schedule of train timetables in January 1, 2015, the time saving money and hourly wages are calculated. Compared with the proportion of high speed rail, the possibility of "high speed rail" in different cities was calculated. It was found that 1 "city pairs" had time saving money cost higher than hourly wages, and the phenomenon of "high speed rail" was more common; the possibility of 2 "high speed rail" was about 50%; 3 cities were "high speed iron". There is a large difference in degree. The "high speed iron degree" along the city of Beijing-Shanghai high-speed railway shows the characteristics of "low two heads, high middle section, and relatively low Yangtze River Delta". It will be forced to choose high speed rail and will bring negative social impact. This article's rational analysis can provide reference for the adjustment of train schedule.
