【摘要】：20世紀以來,全球步入了一個突發(fā)公共衛(wèi)生事件的高發(fā)期。突發(fā)公共衛(wèi)生事件影響范圍廣,一方面對民眾造成身心傷害,另一方面,也對社會秩序、國家安全等方面造成多方面的危害。日趨嚴重的突發(fā)公共衛(wèi)生事件態(tài)勢對公共衛(wèi)生系統(tǒng)提出了嚴峻的挑戰(zhàn),特別是對公共衛(wèi)生技術(shù)人員處理突發(fā)公共衛(wèi)生事件的知識和技能提出了新的要求,也是對國家治理能力的一種考驗。隨著我國對外開放的迅猛發(fā)展和地球不斷縮小時代的到來,國際間交流不斷增加,呼和浩特航空口岸經(jīng)歷了 SARS、奧運會備降機場、甲型流感、EHF、MERS、寨卡病毒等一系列重大事件,因此,開展呼和浩特航空口岸突發(fā)公共衛(wèi)生事件研究已迫在眉睫。本文從呼和浩特航空口岸目前的應(yīng)急管理的實際情況著手分析,概括運用了突發(fā)公共衛(wèi)生事件應(yīng)急管理的諸多理論,在上述分析的基礎(chǔ)上,針對呼和浩特航空口岸的具體特點,從政府職能、制度建設(shè)、財政投入、航管部門監(jiān)管、人員技術(shù)能力等方面進行深入分析目前存在的問題及產(chǎn)生的原因。從美俄等先進國家的成熟經(jīng)驗中,汲取精華,總結(jié)提煉出對我國突發(fā)公共衛(wèi)生突發(fā)事件經(jīng)驗啟示,運用到呼和浩特航空口岸突發(fā)公共衛(wèi)生事件應(yīng)急管理工作中去。將上述研究與呼和浩特航空口岸現(xiàn)實情況相結(jié)合,提出對呼和浩特航空口岸突發(fā)公共衛(wèi)生事件應(yīng)急管理體系有效合理的對策。
[Abstract]:Since the 20th century, the world has entered a high incidence of public health emergencies. Public health emergencies have a wide range of impacts, which on the one hand cause physical and mental injury to the public, on the other hand, cause harm to social order, national security and other aspects. The increasingly serious situation of public health emergencies poses severe challenges to the public health system, especially new requirements for the knowledge and skills of public health technicians in dealing with public health emergencies. It is also a test of the country's ability to govern. With the rapid development of China's opening up to the outside world and the arrival of the era of continuous shrinking of the earth, international exchanges have been increasing. Hohhot aviation port has experienced a series of major events, such as SARS, the Olympic airport, the influenza A EHFMERS, the Zika virus, and so on. Therefore, it is urgent to carry out the research on public health emergencies at Hohhot Air Port. Based on the analysis of the actual situation of emergency management at Hohhot Air Port, this paper generalizes and applies many theories of emergency management of public health emergencies. On the basis of the above analysis, aiming at the specific characteristics of Hohhot Air Port, From the government function, system construction, financial input, air traffic control department supervision, personnel technical ability and so on, this paper analyzes the existing problems and causes. From the mature experience of advanced countries, such as the United States and Russia, this paper draws the essence, sums up and abstracts the inspiration to the emergency experience of public health emergencies in China, and applies it to the emergency management of public health emergencies at Hohhot Air Port. Combining the above research with the actual situation of Hohhot air port, the effective and reasonable countermeasures to the emergency management system of public health emergency at Hohhot air port are put forward.
