江陰鐵路物流中心的發(fā)展戰(zhàn)略初探

【摘要】:壟斷是我國鐵路的最大特色,也是發(fā)展的最大障礙,隨著國家大部制改革的推進(jìn),長期以來鐵路政企不分的壟斷格局即將被打破,給眾多路外①企業(yè)進(jìn)軍鐵路物流市場帶來了契機(jī),而一直遵循計(jì)劃經(jīng)濟(jì)時(shí)代作業(yè)方式的鐵路物流行業(yè),即將迎來新的發(fā)展高峰。 蘇鐵物流公司發(fā)展江陰鐵路物流中心承載著巨大的使命,有壓力也有動(dòng)力。江蘇省是國家鐵路改革“先行先試”的試點(diǎn)省份,蘇鐵物流公司母公司在十二五規(guī)劃中已經(jīng)明確鐵路運(yùn)輸業(yè)務(wù)“立足神華、回歸江蘇”的戰(zhàn)略目標(biāo),然而卻始終找不到發(fā)展切入點(diǎn),擇改造新長鐵路沿線貨運(yùn)站江陰站為現(xiàn)代化物流中心,不僅可以減少投資,而且運(yùn)作規(guī)模適中,風(fēng)險(xiǎn)較小,作為進(jìn)軍鐵路物流的切入點(diǎn)非常合適。目前國內(nèi)鐵路物流中心大多由鐵道部下屬企業(yè)壟斷運(yùn)營,而蘇鐵物流公司是地方鐵路公司下屬企業(yè),沒有壟斷資源,且發(fā)展資金和經(jīng)驗(yàn)有限,面對(duì)完全市場化的競爭,面臨的考驗(yàn)和投資風(fēng)險(xiǎn)也是巨大的。 本文在國內(nèi)外學(xué)者研究的基礎(chǔ)上,運(yùn)用定性和定量的研究方法,綜合運(yùn)用物流規(guī)劃與管理、會(huì)計(jì)學(xué)、財(cái)務(wù)管理學(xué)、市場營銷學(xué)、戰(zhàn)略管理等學(xué)科知識(shí),從鐵路物流中心的基本概念和發(fā)展現(xiàn)狀談起,對(duì)發(fā)展鐵路物流中心的幾個(gè)核心要素進(jìn)行了嚴(yán)謹(jǐn)細(xì)致的理論分析,結(jié)合江陰鐵路物流公司的投資運(yùn)營主體---蘇鐵物流公司的優(yōu)劣勢分析,提出了江陰鐵路物流中心發(fā)展的總體戰(zhàn)略目標(biāo)及發(fā)展愿景,對(duì)江陰鐵路物流中心的功能進(jìn)行了定位,提出了發(fā)展戰(zhàn)略及發(fā)展重點(diǎn);分兩個(gè)階段進(jìn)行了戰(zhàn)略實(shí)施,提出了戰(zhàn)略實(shí)施的對(duì)策;制定了保障戰(zhàn)略執(zhí)行的控制及評(píng)價(jià)體系,形成了一整套的江陰鐵路物流中心的發(fā)展戰(zhàn)略。 實(shí)踐出真知,本文結(jié)合江陰鐵路物流中心規(guī)劃,在研究內(nèi)容和方向上大膽嘗試,勇于創(chuàng)新,在一定高度上制定了江陰鐵路物流中心的發(fā)展戰(zhàn)略,總結(jié)了影響戰(zhàn)略實(shí)施的諸多因素,制定了明晰的發(fā)展階段與發(fā)展對(duì)策,建立了戰(zhàn)略實(shí)施評(píng)價(jià)體系,制定了保障戰(zhàn)略實(shí)施的措施,具有很強(qiáng)實(shí)際指導(dǎo)意義。
[Abstract]:Monopoly is the biggest characteristic of railway in China, and it is also the biggest obstacle to development. With the promotion of the reform of the national major system, the monopoly pattern of railway government and enterprise will be broken for a long time. It has brought opportunities for many enterprises to march into the railway logistics market, and has always followed the railway logistics industry which plans to plan economic times. There will be a new peak of development.
The development of the Jiangyin railway logistics center by the cycad logistics company is carrying a huge mission, with pressure and power. Jiangsu province is the pilot province of the national railway reform "first trial". The mother company of the cycad logistics company has clearly defined the strategic objectives of the railway transportation business "based on God China and returning to Jiangsu" in the 12th Five-Year planning. We can not find the breakthrough point, and the Jiangyin station of the freight station along the new long railway is a modern logistics center. It can not only reduce the investment, but also the operation scale is moderate and the risk is small. As a breakthrough point to enter the railway logistics, the domestic railway logistics center is mostly monopolized by the subordinate enterprises of the Ministry of Railways and the logistics public of the railway. As a subordinate enterprise of the local railway company, the company has no monopoly resources, and has limited development funds and experience. In the face of complete market competition, the test and investment risk are also huge.
On the basis of the domestic and foreign scholars' research, this paper uses the qualitative and quantitative research methods, comprehensively applying the knowledge of logistics planning and management, accounting, financial management, marketing, strategic management and so on. It talks about the basic concepts and development status of the railway logistics center, and carries out several core elements for the development of the railway logistics center. The rigorous and meticulous theoretical analysis, combined with the investment and operation main body of Jiangyin railway logistics company - the superior and inferior analysis of the cycad logistics company, put forward the overall strategic target and the development vision of the development of the Jiangyin railway logistics center, positioning the function of the Jiangyin railway logistics center, and put forward the development strategy and the development focus; it is divided into two stages. The section carried out the strategic implementation, put forward the strategy implementation countermeasures, formulated the control and evaluation system for the implementation of the safeguard strategy, and formed a complete set of development strategy of the Jiangyin railway logistics center.
In accordance with the real knowledge of the Jiangyin railway logistics center, this paper attempts to make bold attempts and innovation in the research content and direction. At a certain height, it has formulated the development strategy of the Jiangyin railway logistics center, summed up many factors affecting the implementation of the strategy, formulated a clear development stage and development countermeasures, and established a strategic implementation evaluation body. The Department has formulated measures to ensure the implementation of the strategy, which is of great practical guiding significance.
