【摘要】：春運(yùn)現(xiàn)象早在新中國成立初期就開始出現(xiàn),在五十余年的發(fā)展歷程中,春運(yùn)見證了中國社會制度變遷和社會結(jié)構(gòu)轉(zhuǎn)型。而社會經(jīng)濟(jì)的轉(zhuǎn)型又帶來了對鐵路運(yùn)力的旺盛需求,在運(yùn)力不足和管理體制落后的雙重困境中,釀成春運(yùn)中“一票難求”的“中國奇觀”。 本文主要內(nèi)容是對鐵路運(yùn)力的供需矛盾、鐵路管理體制以及春運(yùn)鐵路客流量的形成原因等方面進(jìn)行研究,進(jìn)而引申到對“二元”社會經(jīng)濟(jì)結(jié)構(gòu)、戶籍制度、區(qū)域間經(jīng)濟(jì)發(fā)展失衡等間接導(dǎo)致鐵路春運(yùn)客流量過于龐大最終導(dǎo)致春運(yùn)期間鐵路運(yùn)力供不應(yīng)求的方面的思考與研究。 深入分析研究發(fā)現(xiàn),鐵路春運(yùn)“一票難求”問題,從表面上,它是一個鐵路運(yùn)力不足和鐵路管理體制方面的問題,而深層次的問題應(yīng)該是中國在社會經(jīng)濟(jì)轉(zhuǎn)型期所暴露出來的“二元”社會經(jīng)濟(jì)結(jié)構(gòu)的問題,反映出來的是城鄉(xiāng)差距、工農(nóng)業(yè)比較收益差距和地區(qū)發(fā)展的差距所引發(fā)的巨大的人口流動,其重點(diǎn)表現(xiàn)在于數(shù)以億計的、具有中國傳統(tǒng)文化思想的農(nóng)民工春運(yùn)期間往返于城鄉(xiāng)之間。 據(jù)此,本文得出結(jié)論：要緩解鐵路春運(yùn)的壓力,應(yīng)當(dāng)著手于鐵路運(yùn)力的提高、鐵路基礎(chǔ)設(shè)施的建設(shè)以及鐵路管理體制的完善。而從根本上解決問題,必須從人口流動的控制和管理的科學(xué)化出發(fā),避免人口大規(guī)模地頻繁流動而造成對鐵路運(yùn)力的沖擊。因此,我們必須致力于加速社會經(jīng)濟(jì)的轉(zhuǎn)型,徹底化解“二元”社會經(jīng)濟(jì)的弊端�；诖�,本文提出了相應(yīng)的對策和建議。
[Abstract]:The spring transport phenomenon began to appear early in the early period of the founding of new China. In the course of the development of more than fifty years, the spring transportation witnessed the changes of social system and social structure in China, and the social and economic transformation brought about the strong demand for the railway transport capacity. In the dual predicament of lack of transport capacity and backward management system, it was difficult to make a "one ticket" in the spring transportation. "Seek" the "Chinese wonders".
The main content of this paper is the research on the contradiction between supply and demand of railway transport capacity, the railway management system and the cause of the formation of passenger flow in the spring transportation railway, and further extended to the "two yuan" social and economic structure, the household registration system, the unbalanced economic development between the regions and so on. Thinking and Research on the shortage of road transport capacity.
In depth analysis, it is found that the problem of "one ticket difficult to seek" is a problem on the surface of railway transportation. It is a problem of lack of railway capacity and railway management system. The problem of deep level should be the "two yuan" social economic structure exposed in the period of social and economic transformation, which reflects the gap between urban and rural, workers and peasants. The huge population flow caused by the gap of comparative income and the gap of regional development lies in the hundreds of millions of migrant workers with Chinese traditional culture and ideas between the urban and rural areas during the Spring Festival.
Accordingly, this paper draws a conclusion that, in order to alleviate the pressure of railway spring transportation, we should start with the improvement of railway capacity, the construction of railway infrastructure and the improvement of the railway management system. And the fundamental solution to the problem must be based on the scientific development of the control and management of population flow and avoid the large-scale and frequent flow of the population to the railway. Therefore, we must strive to accelerate the transformation of the social economy and completely resolve the disadvantages of the "two yuan" social economy. Based on this, the corresponding countermeasures and suggestions are put forward in this paper.
