【摘要】：天津港位于渤海灣上的海河入�？�,處于京津城市帶和環(huán)渤海經(jīng)濟(jì)圈的交匯點(diǎn)上,是環(huán)渤海港口中與華北、西北等內(nèi)陸地區(qū)距離最短的港口,是首都北京和天津市的海上門戶,也是亞歐大陸橋的東端起點(diǎn)。近些年,經(jīng)濟(jì)的快速發(fā)展給天津港帶來(lái)了巨大的機(jī)遇,吞吐量不斷攀升,由此進(jìn)入了業(yè)務(wù)量快速增長(zhǎng)的時(shí)期。船舶靠、離泊及作業(yè)時(shí)間的生產(chǎn)計(jì)劃安排是天津港裝卸業(yè)務(wù)的核心內(nèi)容,隨著濱海新區(qū)的開發(fā)開放,業(yè)務(wù)量的快速增長(zhǎng),現(xiàn)有的碼頭設(shè)備、設(shè)施資源已無(wú)法滿足日益頻繁到港的船舶,生產(chǎn)計(jì)劃管理的重要性逐漸凸現(xiàn)出來(lái)。 本文立足于天津港石油化工碼頭有限公司(以下簡(jiǎn)稱石化碼頭),以發(fā)現(xiàn)問(wèn)題一分析問(wèn)題一解決問(wèn)題為基本思路,為碼頭生產(chǎn)計(jì)劃管理“短板”的優(yōu)化提出了優(yōu)化方案。本文先是對(duì)石化碼頭的生產(chǎn)計(jì)劃進(jìn)行介紹,并沿著碼頭生產(chǎn)計(jì)劃這條主線對(duì)計(jì)劃管理的各個(gè)環(huán)節(jié)進(jìn)行分析,得到碼頭生產(chǎn)計(jì)劃的“短板”在計(jì)劃的管理,進(jìn)而結(jié)合碼頭生產(chǎn)的實(shí)際及目前的發(fā)展戰(zhàn)略,利用抵港船舶作業(yè)的提前預(yù)見性,創(chuàng)建了船舶滾動(dòng)互動(dòng)計(jì)劃管理體系,并著手開發(fā)一種能夠規(guī)范業(yè)務(wù)流程、快速完成大數(shù)據(jù)量處理、信息高度共享的自動(dòng)化軟件系統(tǒng),從而形成一套完善的生產(chǎn)計(jì)劃管理信息化平臺(tái),既可以提高工作效率,又可為各級(jí)管理人員提供簡(jiǎn)明、有效、科學(xué)的輔助決策,這對(duì)于港口打破發(fā)展“短板”具有理論和現(xiàn)實(shí)意義,進(jìn)而達(dá)到了提高港口生產(chǎn)能力,指導(dǎo)港口實(shí)際生產(chǎn)的目的。
[Abstract]:The Tianjin Port is located at the entrance of the Haihe River on the Bohai Bay, at the intersection of the Beijing-Tianjin City Belt and the Bohai Rim Economic Circle, and is the shortest port in the Bohai Sea Rim from the inland areas of North China and Northwest China. It is also the maritime gateway for the capital, Beijing and Tianjin. It is also the starting point of the eastern end of the Eurasian Continental Bridge. In recent years, the rapid development of economy has brought great opportunities to Tianjin Port, and the throughput has been rising constantly, thus entering the period of rapid growth of business volume. The production planning arrangement of ship berthing, berthing and working time is the core content of Tianjin Port's loading and unloading business. With the development and opening of Binhai New area and the rapid growth of business volume, the existing terminal equipment, Facilities resources have been unable to meet the increasingly frequent arrival of ships, and the importance of production planning management has gradually emerged. Based on Tianjin Port Petrochemical Wharf Co., Ltd. (hereinafter referred to as Petrochemical Wharf), this paper puts forward an optimization scheme for the optimization of "short plate" of wharf production planning management, taking finding problem-analysis problem-solving problem as the basic idea. This paper first introduces the production plan of petrochemical wharf, and analyzes every link of plan management along the main line of wharf production plan, and obtains the "short board" management of wharf production plan. Then combining with the actual and current development strategy of wharf production and utilizing the prescience of arrival ship operation, a ship rolling interactive plan management system is established, and a business process can be standardized. The automation software system, which can process large amount of data quickly and share information highly, forms a set of perfect production plan management information platform, which can not only improve work efficiency, but also provide succinct and effective for managers at all levels. It is of theoretical and practical significance for the port to break through the "short board" of development, and then to improve the port production capacity and to guide the actual production of the port.
