【摘要】：2007年以來(lái),由于美國(guó)金融危機(jī)爆發(fā)的影響,使得我國(guó)經(jīng)濟(jì)受到了較大沖擊,為保增長(zhǎng),維持穩(wěn)定并調(diào)整經(jīng)濟(jì)結(jié)構(gòu),由國(guó)家對(duì)基礎(chǔ)設(shè)施建設(shè)進(jìn)行主導(dǎo),擴(kuò)大內(nèi)需,是我國(guó)經(jīng)必須作出的選擇。2008年11月5日,國(guó)務(wù)院召開(kāi)常務(wù)會(huì)議,明確提出我國(guó)促進(jìn)經(jīng)濟(jì)增長(zhǎng)擴(kuò)大內(nèi)需十項(xiàng)措施,其中第三條措施為加快公路、鐵路和機(jī)場(chǎng)等重大基礎(chǔ)設(shè)施建設(shè)。2009年3月6日,國(guó)家發(fā)改委公布了4萬(wàn)億投資的方向,即從2008年4季度開(kāi)始到2010年底,國(guó)家交通基礎(chǔ)設(shè)施建設(shè)的投資為1.5萬(wàn)億,占到總投資的37.5%。 市場(chǎng)經(jīng)濟(jì)條件下,企業(yè)投資項(xiàng)目的決策是影響企業(yè)生存與發(fā)展的重要因素之一。碼頭項(xiàng)目是國(guó)家非常重要的基礎(chǔ)設(shè)施工程之一,對(duì)地區(qū)經(jīng)濟(jì)的發(fā)展具有非常重要的作用。由于碼頭工程項(xiàng)目建設(shè)周期長(zhǎng)、投資規(guī)模大,受資金時(shí)間價(jià)值和國(guó)家產(chǎn)業(yè)政策等多重因素的影響,為了對(duì)此類投資項(xiàng)目做出正確和合理的決策,就必須對(duì)項(xiàng)目進(jìn)行財(cái)務(wù)評(píng)價(jià),分析投資項(xiàng)目建設(shè)期和運(yùn)營(yíng)期的盈利能力、償債能力等財(cái)務(wù)狀況,根據(jù)分析結(jié)果來(lái)評(píng)價(jià)項(xiàng)目投資的財(cái)務(wù)可行性。 本文以寧波大榭中油二期油品碼頭項(xiàng)目的財(cái)務(wù)分析和評(píng)價(jià)為研究對(duì)象,分三個(gè)部分進(jìn)行研究。第一部分為第一章緒論,主要是闡述論文的理論基礎(chǔ),對(duì)文中應(yīng)用到的理論、研究方法和指標(biāo)進(jìn)行了總括和梳理,指導(dǎo)后面的實(shí)踐研究;第二部分是第二章,主要對(duì)大榭中油二期碼頭項(xiàng)目進(jìn)行概況分析和介紹,從項(xiàng)目的建設(shè)規(guī)模、地理位置、建設(shè)條件、工程設(shè)計(jì)、項(xiàng)目實(shí)施和組織管理等方面對(duì)項(xiàng)目進(jìn)行總體探討;第三部分包括第三章和第四章,這部分是項(xiàng)目的核心章節(jié),主要在第三章對(duì)項(xiàng)目的市場(chǎng)環(huán)境、競(jìng)爭(zhēng)現(xiàn)狀進(jìn)行分析和預(yù)測(cè)的基礎(chǔ)上,在第四章對(duì)寧波大榭中油二期油品碼頭項(xiàng)目從投融資估算、盈利能力等方面進(jìn)行了財(cái)務(wù)分析和評(píng)價(jià),第五章得出項(xiàng)目在經(jīng)濟(jì)上可行的結(jié)論。
[Abstract]:Since 2007, due to the impact of the outbreak of the US financial crisis, China's economy has been greatly impacted. In order to maintain growth, maintain stability and adjust the economic structure, the state has led the construction of infrastructure and expanded domestic demand. On November 5, 2008, the State Council convened an executive meeting to explicitly propose ten measures to promote economic growth and expand domestic demand, the third of which is to speed up the road. Major infrastructure construction such as railways and airports. On March 6, 2009, the National Development and Reform Commission announced the direction of the $4 trillion investment, that is, from the beginning of the fourth quarter of 2008 to the end of 2010, the national transportation infrastructure investment was 1.5 trillion, accounting for 37.5 percent of the total investment. Under the condition of market economy, the decision of enterprise investment project is one of the important factors that influence the survival and development of enterprise. The wharf project is one of the most important infrastructure projects in our country, which plays an important role in the development of regional economy. Because of the long construction period of the wharf project, the large scale of investment and the influence of many factors, such as the time value of the capital and the national industrial policy, in order to make the correct and reasonable decision on this kind of investment project, it is necessary to carry on the financial evaluation to the project. This paper analyzes the profitability and solvency of the investment project during the construction and operation periods, and evaluates the financial feasibility of the project investment according to the results of the analysis. This paper takes the financial analysis and evaluation of Ningbo Daxie PetroChina Phase II Oil Terminal Project as the research object, which is divided into three parts. The first part is the introduction of the first chapter, which mainly expounds the theoretical basis of the paper, summarizes and combs the theory, research methods and indicators applied in the paper, instructs the later practical research; the second part is the second chapter. This paper mainly analyzes and introduces the project of Daxie PetroChina Phase II wharf, and makes a general discussion on the project from the aspects of construction scale, geographical position, construction conditions, engineering design, project implementation and organization and management. The third part includes the third and fourth chapters, which are the core chapters of the project, mainly on the basis of the analysis and forecast of the market environment and the present situation of competition of the project in the third chapter. In the fourth chapter, the financial analysis and evaluation of the second phase oil products terminal project in Ningbo Daxie PetroChina are carried out from the aspects of investment and financing estimation, profitability and so on. The fifth chapter draws the conclusion that the project is economically feasible.
