【摘要】：福建港口群資源整合是海峽西岸經(jīng)濟區(qū)(以下簡稱海西)依托港口資源優(yōu)勢,轉(zhuǎn)變經(jīng)濟發(fā)展方式、增強區(qū)域經(jīng)濟競爭力的現(xiàn)實選擇,是福建省未來發(fā)展的最大優(yōu)勢。2004年福建省提出的建設(shè)海西戰(zhàn)略構(gòu)想、2009年出臺的《國務(wù)院關(guān)于支持福建省加快建設(shè)海西的若干意見》和2011年國務(wù)院批準的《海西發(fā)展規(guī)劃》提出的“整合港灣資源”,進一步體現(xiàn)了福建省港口群資源對海西的重要意義。從目前我國各大港口的發(fā)展現(xiàn)狀來看,港口的競爭已經(jīng)不僅僅是港口城市之間的競爭,而且已經(jīng)成為省份與省份之間,甚至國與國之間以港口為依托的競爭。福建的港口,如果仍停留在目前近鄰港口城市之間的低層次的競爭方式,必然引起腹地劃分、港口功能、物流樞紐等方面的內(nèi)耗。港口越小越分散越不容易帶動區(qū)域發(fā)展�；诖�,有必要加強區(qū)域規(guī)劃,依托三大港口群調(diào)整布局福建省的港口發(fā)展,整合港口群資源,加快發(fā)展外向型經(jīng)濟,以帶動海西經(jīng)濟加快發(fā)展。 基于此,本文以港口群資源整合為著眼點,結(jié)合國家和福建港口布局的規(guī)劃,分析了福建省港口發(fā)展狀況和港口群整合現(xiàn)狀,介紹了國內(nèi)外港口群資源整合的實踐并借鑒其經(jīng)驗啟示,探討港口群資源整合的影響因素和整合模式。在以上論述后,運用數(shù)學(xué)方法對福建港口群三大港口運量進行分配研究,探討整合模式的選擇和福建港口群資源整合的具體思路,以提升海西港口競爭力。
[Abstract]:The integration of Fujian port group resources is a realistic choice for the economic development of the west coast of the Straits (hereinafter referred to as Haixi) to change the mode of economic development and enhance the competitiveness of regional economy, relying on the advantages of port resources. It is the biggest advantage of the future development of Fujian Province. In 2004, Fujian Province put forward the strategic concept of constructing Hercynian, the State Council issued the "opinions on supporting Fujian to accelerate the Construction of Hercynian" in 2009 and the State Council approved the "Hexifa" in 2011. "integrating Harbour Resources", proposed by the Exhibition Planning, It further reflects the important significance of Fujian port group resources to Hercynian. From the current development of the major ports in China, the competition of ports is not only the competition between port cities, but also has become the competition between provinces and even countries depending on the port. If the ports of Fujian still stay in the low level competition mode between the neighboring port cities, it will inevitably lead to internal friction in such aspects as the division of hinterland, port function, logistics hub, and so on. The smaller the port, the more dispersed it is, the less easy it is to drive regional development. Based on this, it is necessary to strengthen regional planning, adjust the layout of ports in Fujian Province, integrate the resources of port groups, and speed up the development of export-oriented economy, so as to accelerate the development of Hercynian economy. Based on this, this paper analyzes the status of port development and port group integration in Fujian Province, based on the integration of port group resources and the layout planning of national and Fujian ports. This paper introduces the practice of port group resource integration at home and abroad, and discusses the influence factors and integration mode of port group resource integration. After the above discussion, this paper applies mathematical method to study the distribution of the three major ports in Fujian Port Group, and discusses the choice of integration mode and the concrete ideas of the integration of Fujian port group resources in order to enhance the competitiveness of the Hercynian port.
