【摘要】：民用航空業(yè)既是快速增長的生活性服務業(yè),也是重要的生產(chǎn)性服務業(yè),民航業(yè)的發(fā)展水平也是衡量一個地區(qū)經(jīng)濟社會發(fā)展的重要指標。"十三五"提出民航供給側結構性改革的首要任務是著力加快民航基礎設施布局與建設、全面提升航空運輸服務能力、切實轉(zhuǎn)變民航行業(yè)增長方式以及全面深化民航體制機制改革。延邊州民航業(yè)的發(fā)展水平不僅影響延邊地區(qū)經(jīng)濟社會發(fā)展,也影響著延邊在東北亞國際關系中的地位。推動民航業(yè)供給側結構性改革,實現(xiàn)民航業(yè)的提質(zhì)增效,是國家供給側結構性改革的重要內(nèi)容,也是延邊州民航業(yè)需要努力的方向和目標。促進延邊州民用航空業(yè)的發(fā)展,有利于延邊州經(jīng)濟社會發(fā)展,也有利于鞏固提升延邊州在圖們江地區(qū)的特殊地位。本文首先以2016年我國民用航空業(yè)發(fā)展現(xiàn)狀為敘事背景,以延邊州民用航空業(yè)為實證研究對象,然后從規(guī)模經(jīng)濟、范圍經(jīng)濟、市場結構理論和服務業(yè)理論等民用航空業(yè)發(fā)展的相關理論的交叉視角出發(fā),并論述分析民用航空業(yè)產(chǎn)業(yè)鏈知識。本文依據(jù)延邊州經(jīng)濟發(fā)展現(xiàn)狀尤其是服務業(yè)中的旅游業(yè)的發(fā)展特點,并結合"中國經(jīng)濟新常態(tài)"下國內(nèi)的民用航空業(yè)發(fā)展現(xiàn)狀和特點,研究延邊州民用航空業(yè)發(fā)展的特點,闡述延邊州民用航空業(yè)對地方經(jīng)濟發(fā)展的作用�；诮陙韲鴥�(nèi)關于民用航空業(yè)發(fā)展問題的相關研究成果和延邊州航空業(yè)發(fā)展的相關數(shù)據(jù),運用實證分析法、規(guī)范分析法、比較分析法、計量分析法等方法,分別對延邊州民航業(yè)發(fā)展存在的內(nèi)部和外部問題展開分析。從航空能源形式和能源供求方式、民航人才培養(yǎng)和使用體系、政府民航政策、民航企業(yè)管理方式、產(chǎn)業(yè)融合加劇等多個方面,對延邊州發(fā)展民用航空業(yè)的影響因素進行深入分析。本文最后根據(jù)"東北振興"和"一帶一路"的東北延伸以及"長吉圖"發(fā)展規(guī)劃的政策中關于民用航空業(yè)的規(guī)劃內(nèi)容,從以下四個方面尋找延邊州民用航空業(yè)發(fā)展的對策:一、完善內(nèi)部管理,滿足市場供需;二、資源共享并加強與其他運輸行業(yè)的合作以實現(xiàn)互利共贏;三、政府積極調(diào)控,確保市場配置資源,并跟進服務保障;四、控制運營成本,創(chuàng)新服務品牌提升民航競爭力,深化機制改革以發(fā)揮自身優(yōu)勢,借鑒國外經(jīng)驗以尋求國際合作。
[Abstract]:The civil aviation industry is not only a rapidly growing living service industry, but also an important producer service industry. The level of development of the civil aviation industry is also an important indicator to measure the economic and social development of a region. " The 13th Five-Year Plan proposed that the primary task of structural reform on the supply side of civil aviation is to speed up the layout and construction of civil aviation infrastructure, and to comprehensively enhance the air transport service capacity. We will effectively transform the growth pattern of the civil aviation industry and comprehensively deepen the reform of the civil aviation system and mechanism. The development level of Yanbian civil aviation industry not only affects the economic and social development of Yanbian region, but also affects the position of Yanbian in the international relations of Northeast Asia. It is an important content of national supply-side structural reform to promote the supply-side structural reform of civil aviation industry and realize the improvement of quality and efficiency of civil aviation industry. It is also the direction and goal of civil aviation industry in Yanbian Prefecture. Promoting the development of civil aviation industry in Yanbian prefecture is beneficial to the economic and social development of Yanbian prefecture and also to consolidating and promoting the special position of Yanbian state in Tumen River area. This paper firstly takes the present situation of China's civil aviation industry in 2016 as the narrative background, takes Yanbian state civil aviation industry as the empirical research object, and then from the scale economy, the scope economy, This paper discusses and analyzes the knowledge of civil aviation industry chain from the cross-angle of market structure theory and service industry theory. Based on the characteristics of the economic development of Yanbian prefecture, especially the tourism industry in the service industry, and combined with the present situation and characteristics of the civil aviation industry in Yanbian prefecture under the new normal state of Chinese economy, this paper studies the characteristics of the development of the civil aviation industry in Yanbian prefecture. This paper expounds the effect of civil aviation industry in Yanbian Prefecture on the development of local economy. Based on the relevant research results on the development of civil aviation industry in recent years and the relevant data of the development of aviation industry in Yanbian Prefecture, the paper uses the methods of empirical analysis, normative analysis, comparative analysis, econometric analysis, etc. The internal and external problems in the development of civil aviation industry in Yanbian Prefecture are analyzed respectively. From the aviation energy form and energy supply and demand mode, civil aviation personnel training and use system, government civil aviation policy, civil aviation enterprise management mode, industry convergence and other aspects, The factors affecting the development of civil aviation industry in Yanbian Prefecture are analyzed. Finally, according to the northeast extension of "Northeast Revitalization" and "Belt and Road" and the contents of the civil aviation industry planning in the "Changjitu" development plan, this paper looks for the countermeasures for the development of civil aviation industry in Yanbian Prefecture from the following four aspects: 1. Improve internal management to meet market demand and supply; second, share resources and strengthen cooperation with other transport industries to achieve win-win results; third, the government actively regulates and controls the market to allocate resources and follow up on service security; fourth, control operating costs, Innovative service brands to enhance the competitiveness of civil aviation, deepening the reform of the mechanism to give play to their own advantages, learn from foreign experience in order to seek international cooperation.
