【摘要】:改革開(kāi)放以來(lái),在公路貨物運(yùn)輸業(yè)取得巨大進(jìn)步的同時(shí),貨運(yùn)市場(chǎng)也得到了長(zhǎng)足發(fā)展。場(chǎng)站設(shè)施設(shè)備得到改善、規(guī)模迅速擴(kuò)大,運(yùn)輸設(shè)備在外型、種類(lèi)和技術(shù)水平方面不斷提高,為公路貨物運(yùn)輸行業(yè)提供了一個(gè)較好的發(fā)展環(huán)境。但是在發(fā)展的過(guò)程中還是存在著市場(chǎng)交易雙方信息不平等,市場(chǎng)信用體系不健全,交易過(guò)程資金安全性不高,交易流程效率低下,運(yùn)輸組織化水平不高等問(wèn)題。而中國(guó)第三方支付市場(chǎng)經(jīng)過(guò)十余年的發(fā)展,成為中國(guó)互聯(lián)網(wǎng)經(jīng)濟(jì)高速發(fā)展的底層支撐力量和進(jìn)一步發(fā)展的推動(dòng)力。第三方支付的出現(xiàn)成功解決了電子商務(wù)的瓶頸——網(wǎng)上支付信用與安全問(wèn)題,真正意義上實(shí)現(xiàn)了電子商務(wù)中信息流、資金流和物流一體化發(fā)展。在借鑒第三方支付在電子商務(wù)平臺(tái)中發(fā)展的經(jīng)驗(yàn),將第三方支付引入貨運(yùn)市場(chǎng),以此來(lái)試圖解決長(zhǎng)期困擾貨運(yùn)市場(chǎng)的信用擔(dān)保和交易安全、交易效率、運(yùn)營(yíng)效率等問(wèn)題,促進(jìn)貨運(yùn)市場(chǎng)以及公路貨物運(yùn)輸行業(yè)進(jìn)一步的發(fā)展。 本文首先闡述了國(guó)內(nèi)外對(duì)貨運(yùn)市場(chǎng)和第三方支付的研究現(xiàn)狀。通過(guò)介紹第三方支付的發(fā)展歷程和現(xiàn)狀,以及貨運(yùn)市場(chǎng)的發(fā)展?fàn)顩r及其存在的問(wèn)題找到貨運(yùn)市場(chǎng)和第三方支付之間的契合點(diǎn),,以此為基礎(chǔ)建立公路貨運(yùn)市場(chǎng)第三方支付平臺(tái)。 其次,從經(jīng)濟(jì)條件、政策條件和技術(shù)條件對(duì)建立公路貨運(yùn)市場(chǎng)第三方支付平臺(tái)的環(huán)境條件進(jìn)行分析,提出建立公路貨運(yùn)市場(chǎng)第三方支付平臺(tái)的條件已經(jīng)成熟。通過(guò)對(duì)公路貨運(yùn)市場(chǎng)第三方支付平臺(tái)的定義和構(gòu)成主體的界定,對(duì)第三方支付平臺(tái)的支付模式、交易流程及平臺(tái)的運(yùn)營(yíng)機(jī)制進(jìn)行了選擇與設(shè)計(jì),并將公路貨運(yùn)市場(chǎng)第三方支付平臺(tái)與傳統(tǒng)的貨運(yùn)市場(chǎng)支付模式和電子商務(wù)中第三方支付應(yīng)用進(jìn)行了對(duì)比分析,提出貨運(yùn)市場(chǎng)應(yīng)用第三方支付平臺(tái)后在成本、效率和安全方面都有所改善。 最后從公路貨運(yùn)市場(chǎng)第三方支付平臺(tái)的角度、資金的角度、平臺(tái)用戶的角度和貨物運(yùn)輸?shù)慕嵌葘?duì)平臺(tái)應(yīng)用過(guò)程中會(huì)出現(xiàn)的風(fēng)險(xiǎn)問(wèn)題進(jìn)行了分析,并從公路貨運(yùn)市場(chǎng)第三方支付的內(nèi)部和外部過(guò)程中提出了相應(yīng)的風(fēng)險(xiǎn)控制措施。
[Abstract]:Since the reform and opening up, the road freight transport industry has made great progress, the freight market has also been greatly developed. The equipment of the station facilities has been improved and the scale has been expanded rapidly. The transportation equipment has been improved in appearance, type and technology level, which provides a better development environment for the road freight transportation industry. However, in the process of development, there are still some problems, such as information inequality, imperfect market credit system, low security of transaction funds, low efficiency of transaction flow and low level of transportation organization. After more than a decade of development, the third party payment market in China has become the bottom support and driving force for the rapid development of the Internet economy in China. The emergence of third-party payment has successfully solved the bottleneck of E-commerce, namely, the credit and security of online payment, and realized the integration of information flow, capital flow and logistics in E-commerce. In reference to the experience of third-party payment in the development of e-commerce platform, the third-party payment is introduced into the freight market, in order to try to solve the problems of credit guarantee and transaction security, transaction efficiency, operation efficiency and so on, which haunt the freight market for a long time. To promote the further development of the freight market and road freight transport industry. This paper first describes the domestic and foreign research on the freight market and third-party payment. Based on the introduction of the development course and current situation of third-party payment, the development of freight market and its existing problems, the paper finds the joint point between freight market and third-party payment, and establishes the third-party payment platform of road freight market. Secondly, from the economic condition, policy condition and technical condition, the paper analyzes the environmental condition of establishing the third party payment platform in the road freight market, and puts forward that the condition of establishing the third party payment platform in the road freight market is ripe. Through the definition of the third-party payment platform and the definition of the main body in the road freight market, the payment mode, the transaction process and the operation mechanism of the third-party payment platform are selected and designed. The third party payment platform of road freight market is compared with the traditional payment mode of freight market and the application of third party payment in electronic commerce, and the cost after the application of third party payment platform in freight market is put forward. Both efficiency and safety have improved. Finally, from the perspective of the third party payment platform, the capital, the platform users and the cargo transportation in the road freight market, the paper analyzes the risk problems in the application of the platform. And put forward the corresponding risk control measures from the internal and external process of the third party payment in the road freight market.
